A Program of the TidesCenter and Participating Institutions

This Memorandum of Understanding (MOU) confirms the understanding between participants in the Upper Midwest Higher Education Recruitment Consortium (UMW HERC), a program of the TidesCenter, with regard to the mission, policies, practices, governance, and administration of the UMW HERC, and is effective April 1, 2008.

MISSION

To support the efforts of member institutions to recruit and retain outstanding and diverse faculty, administrators, and staff through the sharing of information and resources.

POLICIES

Participant Eligibility

To become and continue to be a participant, an institution must meet all of the following criteria:

  1. Be accredited by an agency sanctioned by the U.S. Department of Education.
  2. Have its primary location in northern Iowa, Minnesota, western Wisconsin, eastern North Dakota or eastern South Dakota.
  3. Be current with all participant fees.
  4. Make a good faith effort to maintain accurate listings of academic and staff positions on the UMW HERC web site,
  5. Participate in an annual review of the UMW HERC.

Changes and Revisions

Proposed changes must be submitted to the Advisory Board. The Advisory Board will present the proposed changes to all participants by e-mail or regular mail and allow 14 days for response. Changes and revisions to UMW HERC policies can be made by an affirmative majority vote of UMW HERC participants.

PRACTICES

Upper Midwest HERC institutions will:

  • Make a good faith effort to maintain accurate online information on academic and staff positions on the UMW HERC web site,
  • Share successful methods and best practices in addressing recruitment and retention issues.
  • Attend regular networking meetings for participant institutions.
  • Promote the UMW HERC as a recruitment and retention resource.
  • Contribute to the program budget through annual participant dues.
  • Host a UMW HERC meeting at their institution according to a rotation schedule.

GOVERNANCE

General Participant Meetings

General participant meetings will be open to all UMW HERC participant institution representatives and shall be held two (2) to four (4) times per year. The meetings will be an open forum for participants to express views about the direction of the UMW HERC and organizational policies, practices, and programs, and to share information and resources. The UMW HERC Advisory Board will take into consideration the views expressed at general participant meetings when making recommendations to the UMW HERC Director. Special meetings of the UMW HERC participants may be held on an as-needed basis.

Advisory Board and Committees

An Advisory Board, the advisory body of the UMW HERC, will be composed of five (5) to seven (7) volunteer members, representing the diversity of the member institutions. Advisory Board participation shall be on a two (2) year rotation schedule with year one (1) assignments being either one (1) or three (3) years to maintain committee continuity. An Advisory Board member, in addition to the UMW HERC Director, will represent the HERC at National HERC meetings.

The Advisory Board shall:

  • Recommend, on a yearly basis, participant fees and an annual budget. (Both the fees and the budget will be voted upon and must be passed by a majority of the participant institutions.)
  • Evaluate the financials on licensing and consulting proposals drafted by the UMW HERC Director.
  • Authorize the UMW HERC Director to expend UMW HERC funds and contract for services within the limits set by the annual budget and as permitted by law and TideCenter policies and procedures.
  • Advise the University of Minnesota on personnel and salary matters relating to UMW HERC staff.
  • Guide the UMW HERC Director on issues related to current/potential institutional participation, marketing, metric reporting, website development, contracts, and other business items that may arise.
  • Plan, in consultation with the UMW HERC Director, the general participant meetings.
  • Work with the UMW HERC Director to draft, publish, and circulate an annual report.

The UMW HERC Director shall serve as an ex officio member on the Advisory Board and is responsible for assuring the goals established by the Advisory Board are met.

Committees, whose memberships shall be representative of the UMW HERC sub-regions and reflect a broad range of institutional types, shall be formed on an ad hoc basis.

ADMINISTRATION

The UMW HERC is a program of the TidesCenter and program administration will be performed by the UMW HERC Director, a University of Minnesota employee, who reports to the Vice President for Human Resources at the University of Minnesota. As such, the University of Minnesota will provide accounting services, legal advice, technology support, personnel services, and business and grant administrative services. University of Minnesota staff will be responsible for collection and deposit of annual participant fees and disbursement of such fees for necessary expenses of the UMW HERC, as authorized by the Advisory Board. University of Minnesota staff will also provide the Advisory Board with a quarterly report of income received and disbursements made. The program will adhere to standard accounting practices and use a system of checks and balances for receiving and committing UMW HERC funds.

The current participant institutions of the UMW HERC are shown on the participant list, attached as Attachment One hereto, and their agreement is indicated by virtue of compliance with the above eligibility standards.

New participants may be added at any time, provided they meet the participant eligibility criteria specified above. In order for a new participant institution to be added, an authorized representative of the institution shall sign an addendum to this MOU, confirming the new participant’s agreement to the terms of this MOU. The new participant will also pay first year participation fees within 45 days of signing this agreement.
