Learning Objectives
- Conveyance of information and a knowledge-based approach for ways of making autonomous use of all relevant EU support programmes for project financing of European and international organisations working for children and youth at risk.
- Acquiring knowledge and practical project management skills relevant for the successful mastering of the EU application process and the understanding of the EU application process by means of concrete working examples.

A. DAPHNE III (2007– 2013)
The programme aims at promoting actions to prevent and combat all forms of violence against children, young people and women and to protect victims and groups at risk through support to NGOs, research bodies and local authorities active in this field. In particular, the programme will provide financial support to actions and measures aiming at assist and encourage NGOs and other organisations active in the field, develop and implement targeted awareness-raising actions, disseminate the results, contribute to the positive treatment of people at risk, set up and support multidisciplinary networks, expand the knowledge base and exchange of good practice, develop and implement support programmes for victims and people at risk and intervention programmes for perpetrators. The total amount over the period 2007-2013 stand at € 114,40 million.

11.15 – 13.00B. COMMUNITY PROGRAMME FOR EMPLOYMENT AND SOCIAL SOLIDARITY
“PROGRESS” 2007 – 2013
The overall aim of PROGRESS is to financially support the implementation of the objectives of the European Union in employment, social affairs and equal opportunities, as set out in the Social Agenda. An amount of € 95,7 million is proposed for the year 2008. The Programme will support in particular the implementation of the European Employment Strategy, the improvement of the working environment and working conditions, including health and safety at work and reconciling work and family life, the effective implementation of the principle of gender equality and promotes gender mainstreaming in all Community policies, the implementation of the open method of coordination (OMC) in the field of social protection and inclusion and the effective implementation of the principle of non-discrimination and promotes its mainstreaming in all Community policies. The newly-published call for proposal will be devoted to providing a 3-year financial support to EU-level networks active in the fields of: combating poverty and social exclusion, combating discrimination, promoting gender equality, promoting the integration of disabled people in society and representing Roma people.

14.00 – 15.45 C. THE YOUTH IN ACTION PROGRAMME 2007 – 2013
This Programme aims to develop among young people a sense of personal responsibility, initiative, concern for others, civic participation and active involvement at local, national and European level. The programme will also help to improve support systems for youth activities. In particular it addresses young people aged between 13 and 30 years old, but the main target group ranges between 15 and 28 years old. The Youth Programme brings together several actions including the "Youth for Europe" programme, the European Voluntary Service and youth exchanges both within the Community and with third countries. The proposed budget for the 2007-2013 period is € 885 million.
Main objectives:
-Allow youth to acquire knowledge and skills
-Promote young people’s active contribution to Europe’s building
-Involve them to become responsible citizens and to encourage their initiative, enterprise and creativity to take an active role in society.
Further aims:
-Stimulating recognition of the value of informal education acquired within a European context
-Promoting respect for human rights and combating racism and xenophobia

16.00 – 17.45D. - THE DEVELOPMENT COOPERATION INSTRUMENT (DCI) and NGO CO-FINANCING
The Development Cooperation Instrument (DCI) sets the overarching objective of supporting eligible developing countries, territories and regions with the eradication of poverty, in the context of sustainable development, including pursuit of the Millennium Development Goals (MDGs), as well as the promotion of democracy, good governance and respect for human rights and the rule of law. The commitment appropriations in 2008 stand at EUR 2 223 million, and will cover programmes in policy area Development and External Relations for geographical programmes for countries in Asia, Central Asia, Latin America, the Middle East as well as for thematic programmes such as human and social development, non-state actors in development and co-operation with third countries in the areas of migration and asylum.
Co-financing with NGOs is part of the EU's commitment to combating poverty, promoting the rule of law and respecting fundamental freedoms. This budget heading was created to enable the Commission to back activities proposed by European NGOs specialising in development cooperation, as part of its own development cooperation policy. Under the PVD budget line (co-financing of actions undertaken by NOGs in developing countries) particular priority and attention is paid, among others to:
-operations in the field, to meet the basic needs of disadvantaged people in developing countries, such operations being aimed at poverty alleviation as well as at enhancing the target group's quality of life and own development capacity
-the protection and improvement of the circumstances and of the rights of children in the developing countries
-the strengthening of civil society and participatory development, and the promotion and defence of human rights and democracy

9.15 - 11.00 E. THE EUROPEAN INSTRUMENT FOR DEMOCRACY AND HUMAN RIGHTS (EIDHR)
The European Instrument for Democracy and Human Rights (EIDHR)[1] is the financing instrument under which the Community will provide complementary assistance for the promotion of democracy and human rights worldwide from 2007 to 2013. Community Assistance under EIDHR is complementary to various other tools for implementation of EU policies on democracy and human rights, which range from political dialogue and diplomatic demarches to various instruments of financial and technical cooperation, including both geographical and thematic programmes (Development Co-operation Instrument, European Neighbourhood and Partnership Instrument, Instrument for Pre-Accession). It will also complement the more crisis-related interventions of the Instrument for Stability. Key EIDHR objectives include:
1)Enhancing respect for human rights and fundamental freedoms in countries and regions where they are most at risk;
2)Strengthening the role of civil society in promoting human rights and democratic reform, in supporting conflict prevention and in consolidating political participation and representation;
3)Supporting actions on human rights and democracy issues in areas covered by EU Guidelines, including on human rights dialogues, on human rights defenders, on the death penalty, on torture, and on children and armed conflict;
4)Supporting and strengthening the international and regional framework for the protection of human rights, justice, the rule of law and the promotion of democracy;
5)Building confidence in and enhancing the reliability and transparency of democratic electoral processes, in particular through election observation.
The amount for 2008 is set at €147 million.

11.15 – 13.00F. THE EUROPEAN SOCIAL FUND (ESF)
From 1st January 2007 a new programming round for the Structural Funds has begun for the 27 Member States of the European Union. The links between the ESF and the policy framework – the European Employment Strategy – have being reinforced so that the ESF can contribute more effectively to the employment objectives and targets of the "Lisbon Strategy for Growth and Jobs". Particular importance is being placed on the strategy's three main objectives of full employment, quality and productivity at work, social cohesion and social inclusion. The new ESF regulation for 2007-2013, which provides a common framework for ESF interventions throughout the Union provides support for anticipating and managing economic and social change. Its intervention will focus on four key areas for action:
-increasing adaptability of workers and enterprises
-enhancing access to employment and participation in the labour market
-reinforcing social inclusion by combating discrimination and facilitating access to the labour market for disadvantaged people
-promoting partnership for reform in the fields of employment and inclusion
In the least prosperous regions and Member States, the ESF will also support:
-efforts to expand and improve investment in human capital, in particular by improving education and training systems;
- action aimed at developing institutional capacity and the efficiency of public administrations, at national, regional and local level.

14.00 – 16.00G. THE EUROPEAN NEIGHBOURHOOD AND PARTNERSHIP INSTRUMENT (ENPI)
In 2008, the Commission will pursue the efforts to create an area of peace, stability and prosperity between the EU and its neighbors through the development of the partnerships in the framework of the European Neighborhood Policy (ENP).As regards the financial assistance, it is delivered through the new European Neighborhood and Partnership Instrument (ENPI) which covers the countries targeted by the European Neighborhood Policy i.e. the countries of the south and eastern Mediterranean, including Palestine, the Western New Independent States and the countries of the southern Caucasus. This instrument supports also the strategic partnership with Russia. The ENPI has two main objectives namely to:
-promote progressive economic integration and deeper political cooperation between the EU and partner countries;
-address the specific opportunities and challenges related to the geographical proximity common to the EU and its neighbors.
The ENPI supports in particular the implementation of ENP Action Plans. The related needs for funding in 2008 are estimated at €1. 418 million in total.
