1.CQR Background and Activities

Chi-Ming Chen, ChairElect, explained the following CQR background and activities. The CQR TC was established in 1986 as QAMC (Quality Assurance Management Committee), and now it is one of the 23 Technical Committees of IEEE Communications Society. All of TCs should be recertified by ComSoc every three years, and the CQR TC passed the recertification in 2006.Three committee meetings are heldeach year. In 2007 we have three committee meetingsrespectively in CQR2007 Workshop (May 16, Fort Myers, Florida), in ICC2007 (June 27, Glasgow, UK), and in GLOBECOM2007 (Nov 28, Washington,DC).

2.CQR Charter

Chi-Ming explained the CQR charter, which was revised inAugust 2006. According to the charter, the CQR focuses on and advocates worldwide communications and reliability on behalf of, and within, the Communications Society.The CQR TC serves as the catalyst for global awareness and the exchange of information relative to technical and management-related aspects of communications quality and reliability. This also extends to security of the telecommunications network.

  1. New Officers Election and CQR Chairman’s Award

(1)Chi-Ming announced that the election for new officerswill be conducted in December 2007. Positions for election are Vice-Chair-Operations, Vice-Chair-Programs, Vice-Chair-Publications, Secretary, and Treasurer. Ballots will be sent to all of CQR members by email.

(2)The CQR chairman’s award, which has beena very original activity of CQR TC since 2004, was explained. Each year three or four recipients were selected for CQR chairman’s award. The selection was based on sustainedcontributions in the field of the quality, reliability and security of communication services and network systems.

  1. Strategic and Technical Programs

(1)Chi-Mingexplained the following operationsof the CQR. The CQR has two parallel programs: strategic and technicalprograms. Themain activity of strategic program is to hold annual international workshop and special hot topic workshops, while the main activity of technical program is to organizethetechnicalsymposia in ICC and Globecom. As a combined program, we have organized some special issues in IEEE Communication Magazine.

(2)Four hot topic workshops on availability and robustness of Europe’s future communication networks in 2006 were explained. The discussions in these workshops were reflectedto the final ARECI Report (Availability and Robustness of Electronic Communications Infrastructure), which is posted on the European Commission website.In the report, special appreciationwas expressed toCQR for the support .

  1. ICCs and GLOBECOM

Chi-Mingexplained the recent support by the CQR TC in ICC and Globecom. In ICC 2007, we delivered the symposium co-chaired by Hiromi Ueda, where 255 papers were submitted and 102 papers were accepted. In Globecom 2007, Karl served as the General Vice Chair of the conference. Hiromi will be a symposium Co-Chair in ICC 2008 in Beijing (China) and Professor Tsuboi will be a symposium Co-Chair in Globecom 2008. In ICC 2009, Hiromi will be a symposium Co-Chair. In Globecom 2009, Chi-Ming will be the Business Forums Chair, Hiromi will be the Asian-Pacific Publicity Chair, and Dr. Hajime Nakamura (KDDI) will be asymposium Co-Chair. In ICC2010 in Capetown (South Africa), Tsuboi will be a symposium Co-Chair again. ICC 2011 will be held in Kyoto, Japan.

  1. 2008 CQR Workshop

(1)Chi-Ming explained the schedule of 2008 CQR Workshop. In the workshop, the technical-paper-publication track will be organized and thus we will have Technical Program Chair as well as General Program Chair. The General Program Chair is mainly in charge of the strategic program, and the Technical ProgramChair covers the paper-publication track.The General program Co-Chairs are Richard Kroch (Alcatel-Lucent) and Peter Hoath (BT). TheTechnical Program Chair is Professor Masayuki Murata (OsakaUniversity) and Professor Hasegawa (OsakaUniversity)will support him. The locationwill be Carefree Resort & Villas, Arizonafrom April 29 to May 1, 2008.

(2)The list of CQR2008 TPC members was presented on the slide. The scope of the workshop covers various aspects of QoS and reliability for networks and services. Papers should describe original work, and be four (maximum six) two-column and single-spaced pages in IEEE conference style. The special e-mail account is established for the electrical paper submission (not EDAS-based submission).

(3)For strategic programs, we will have three themes (Global Operations, Next Generation Networks, and Disaster Recovery and Business Continuity: one theme each day). We have invited Mr. Adam Drobot (CTO of Telcordia) and Mr. Bob Nowill (Director of Information and Network Security of BT) as keynote speakers.We will also have Executive Panel and Distinguished Experts Panel in the workshop.

(4)The paper submission deadline will be extended to January 15 2008. Notification of acceptance will be mailed to authors onFebruary 15, 2008.Registration fee covers reception dinner, social event, banquet, and hotel room (three nights).

  1. Others

Chi-Mingannounced that Hiromi will become the IEEE fellow in 2008. He also encouraged all CQR members to upgrade theirIEEE membership.
