Neighbourhood Management Partnership Board Meeting1. / Welcome and Apologies
DC opened the meeting and welcomed everybody followed by introductions. DC advised that Colin Greenaway was unable to chair the meeting due to sickness so it was proposed by Mike McDonald and seconded by Cllr Tony Howard that Aileen Meadows would chair the meeting.
2. / Minutes of the Last Meeting – 9 October and 11 December 2008
The minutes from 9 October 2008 and 11 December 2008 were passed as a true and accurate record.
3. / Matters Arising
Outstanding Item - Finalisation of Action Plan
MMc asked about the information in the action plan as MASCOT has submitted information that does not appear in the action plan. It was agreed that this would be investigated.4.

4.10 / Report from Forums
Trusthorpe Residents Forum
1) The funding bid for the Trusthorpe Community Garden is being put in early February.
2) Problem with speeding on North Road.
3) There is no CCTV camera covering Trusthorpe.
4) Residents would like to hold a summer fete opposite Trusthorpe Village Hall.
5) Photos were taken this morning with the resident board members and Neighbourhood Management Team on the seats that were purchased by Neighbourhood Management and placed on Trusthorpe promenade.
6) At the recent elections Aileen Meadows was voted in and Colin Greenaway was re-elected to sit on the Neighbourhood Management Board.
Mablethorpe Residents Forum
1) MM has been dealing with dog fouling problems and has set up a dog fouling campaign posters in Mablethorpe, with A3 posters put up in shop windows.2) At the recent election 4 new residents were elected onto the Neighbourhood Management Board - Yvonne Devine, Rachel Devereux, Terence Brown, Peter Jackson
Sutton on Sea Residents Forum
1) Residents are waiting to hear if the bus stop outside the Dolphin fish and chip shop on the High Street can Be moved and DP is in contact with Chris Briggs at LCC regarding this.2) At the recent elections Dinah Linge was elected and Don Taylor was re-elected to sit on the Neighbourhood Management Board.
Youth Forum
1) The youth forum has been successful in gaining funding for the intergenerational grafitti project, which will hopefully be happening in February/March 2009.
2) Young people DP and LW are going to the senior forum next week to talk about the project.
3) Young people now solely run the youth forum with young people chairing, setting the agenda and taking their own minutes at the meetings. DP and LW are there to help and guide the young people with funding for projects etc.
Publicity and Communications Theme Group
There was nothing to report from this group as it had not had a meeting since the last board meeting, but the next meeting is in February.
Regeneration & Housing Theme Group
1) MMc wanted the 26 items from MASCOT adding to the action plan.
2) He is working with CAZ (Coastal Action Zone) on the Public Realm Strategy and putting together an events management programme for 2009 with ELDC.
3) He has been working with JG at the Marisco Medical Practice.
4) After receiving a letter from CG the theme group have re-examined the agenda and they now have standard agenda items.
Policing Theme Group
1) The Beat Manager for Mablethorpe, Trusthorpe and Sutton on Sea is PC Jon Jones.2) Police are aware of incidents in Sutton on Sea – all incidents are recorded, Sector Inspector meets everyday to review how to police the next 24 hours.
3) Advert going in paper very shortly to employ another traffic warden to cover Mablethorpe, Louth and Louth rural.
4) The Police are in the process of bidding for bicycles for PCSO’s to use.
5) They have 2 new speed guns which are to be used within the area.
6) PCSO’s are going to be given power to issue fixed penalty notices in the near future.
Transport & Accessibility Theme Group
This Group haven’t met since the last board meeting. However reported that Dial a Ride and Call Connect did very well over the last quarter. VS has a meeting next week with JG and TH regarding the problem on Stanley Avenue regarding access.Education & Training Theme Group
1) JF reported that this theme group has only met once, but it did not really get off the ground, but she gave an update on the Mablethorpe Learning Centre.Mablethorpe Learning Centre opened in January 2008 – CGP and Grimsby Institute started providing courses in April. The occupancy level was higher than expected for Mablethorpe regarding IT courses. They hire out the venue to other organisations for courses. Every age group is using the centre and it is very busy.2) MMc wanted it noting that the learning centre is very successful.
Young People’s Theme Group
No update for this theme group.5. /
Any Other Business
MN suggested writing a letter in order to keep MH in employment on a permanent basis, after his secondment runs out in April 2009, as his role is so vital and successful within Neighbourhood Management. MMc proposed that the Learning Theme Group joins the Regeneration Theme Group. It was decided that this would be an agenda item for the next board meeting. / Action: Chair of board to write letter.6. /

Neighbourhood Management AGM
1. /Election of Chairman and Vice Chairman
DC chaired the board meeting. The board were asked by DC how they would prefer the vote, either a show of hands or a secret vote on paper. Everybody agreed a secret vote.The two standing for chair: Aileen Meadows – who spoke about herself and why she would like to be chair, and Ann Britz – who spoke about herself and why she would like to be chair.
Everybody voted – DP and HS counted the votes, which resulted in AB being voted in for Chair of the Neighbourhood Management Board.
Only one person stood for Vice Chair, Judith Mercer from VAEL – everybody agreed for her to be the Neighbourhood Management Vice Chair for the Board.
2. / Confirmation of Service Providers Position & Identification of Deputies
DC asked the Service Providers to confirm their position and their deputies. VS confirmed that Amy Nicholls might be her deputy – to be confirmed. MMc has not yet got a deputy but will by the end of January.
JF has not yet got a deputy – position still vacant.
Tony Beale is the deputy for JM. James Spawridge is the deputy for LW. Sgt Paul Patterson is the deputy for JM

Everybody agreed that they were happy with the Annual Report that had been put together by CG.4. /
