ON OBJECTIONS TO TRAFFIC REGULATION ORDERS – MARSHAL ROAD/CAVAN CRESCENT

  1. Purpose of Report

1.1To consider objections received as a result of the advertisement of Traffic Regulation Orders for the Area Committee’s Schemes.

  1. Recommendations

2.1 It is recommended that the Orders for Marshal Road and Cavan Crescent be made as advertised with the exception that the 30min limited waiting period be extended to 2hrs.

  1. Information

3.1The following proposals have been advertised recently:

i)Extend the existing no waiting at any time restrictions on the southern side of Marshal Road and Cavan Crescent near the French Road junction.

ii)Impose a 30min limited waiting restriction 8am-6pm Mon- Sat on the northern side of Marshal Road and Cavan Crescent opposite the French Road junction.

Representations have been received in response to the advertisement, these have been circulated to the Committee members and are summarised below.

3.2Two residents of Marshal Road have written to object that the proposals will displace parking further along the road and lead to difficulties for the residents. They would prefer to see traffic calming or more parking provided at the shops.

3.3The proprietor of the hairdressers has objected on the basis that most of her customers will need to be able to park for much longer than 30 mins.

3.4A resident of Marshal Road has asked if the lines could be extended to cover her drive – she is disabled and needs access to her driveway.

4.Conclusions

4.1The proposals were developed following discussions by a Ward Councillor with local residents and a consultation amongst traders and residents immediately effected by the scheme. The response to the consultation was reported to the Area Committee on 19 July 2006; 8 respondents were in favour and 4 against.

4.2The representations to the formal advertisement were discussed by this Area Committee at the last meeting (31 January 2007). It was clear that there were a number of concerns about the proposals and the Ward Councillor has consulted further on the issue. One of the traders has subsequently written to say that, while they support the principle of the proposals, they would rather that the limit was extended to 2hrs (or even 3 hrs).

4.3The proposals aim to manage the parking in this area by keeping it to one side of the road in the vicinity of the shops and the French Road junction, and by reserving the most convenient spaces for customers making short visits to the shops. It has been suggested that amending the proposals to allow to parking up to 2hrs would accommodate most customers’ needs. Customers making even longer visits will still be able to park a little further away or use the Milne Road entrance instead.

4.4The proposed restrictions could not be extended without readvertising the Order and this could prompt objections, particularly as this would involve extending the lines past another resident’s access.
