TRADE FACILITY NOTICE NO. : 03/ 2007
The Trade is informed that the laws, rules and procedures governing the issue of licenses, permissions, clearances etc. is available on the CBEC’s website as well as on the Commissionerate website The Trade may access these websites for the knowledge of law & procedures and may also download the application forms / proformas etc.
2.The trade is also informed that the concerned authorities of Central Excise have been directed to make arrangement for maintenance of proper records in respect of receipt and disposal of applications and to ensure strict adherence of ‘first-come-first-served' principle in respect of such applications.
3.It has also been directed that as far as possible, arrangements should be put in place so that immediately after receipt of the application, applicant is informed about the deficiencies, if any, in the documents / information submitted. The authorities have also been directed to avoid repeated queries in a piece-meal manner.
4.Further, it has been decided that status of individual applications / matters should be made available on Commissionerate’s website and should be updated from time to time so that the applicants remain duly informed about the status of their applications. Arrangements in this regard are being made and shall become effect from 1st April, 2007.

STANDING ORDER NO. : 01/ 2007
Attention of all concerned is invited to Central Vigilance Commission’s Circular No 40/11/2006 dated 22.11.2006. The Commission has been receiving a large number of complaints about inordinate delays and arbitrariness in the processing and issue of licenses, permissions, recognitions, various types of clearances, no objection certificates, etc. by various Govt. organizations. Majority of these complaints pertain to delays and non-adherence to the ‘first-come-first-served’ principle. In a number of cases, there are complaints of ambiguities regarding the documents and information sought for the grant of such licenses, permissions, clearances, etc. There is also a tendency to raise piece-meal / questionable queries on applications, often leading to the allegations of corruption. In order to reduce the scope for corruption, there is a need to bring about greater transparency and accountability in the discharge of public dealings.
2.In order to achieve the desired transparency and curb the malpractices mentioned above, following instructions are issued for compliance by all concerned with immediate effect:-
(i) All Divisions, Ranges and Branches of Central Excise Commissionerate, Jaipur-I shall make arrangement for maintenance of proper records in respect of receipt and disposal of applications and to ensure for strict adherence of ‘first-come-first-served’ principles in respect of such applications.
(ii)As far as possible, arrangements should be put in place so that immediately after receipt of the application, applicant is informed about the deficiencies, if any, in the documents / information submitted. Repeated queries in a piece-meal manner would be viewed as misconduct having vigilance angle.
3.In the second stage, status of individual applications / matters should be made available on Commissionerate’s website and should be updated from time to time so that the applicants remain duly informed about the status of their applications. Arrangements under this para shall become effective from 1st April, 2007.
