REGULATIONS

of the International Tchaikovsky Competition for pupils

of children’s music schools in the Russian Federation

1. Founders of the competition

The Government of the Russian Federation

The Ministry of Culture of the Russian Federation

The executive branch agencies of the constituent districts of the Russian Federation

2. Purpose of the competition

The competition shall be held during the 175th anniversary year of the birth of Pyotr Tchaikovsky in order to popularize the artistic legacy of this great Russian composer.

The mission of the competition is to discover the most gifted children and to provide favourable conditions for the development of creativity in the child.

3. General conditions

3.1. The competition shall be conducted in all the constituent districts of the Russian Federation with a final selection from within the Federal District of the RF that encompasses the specific constituent district.

3.2. The competition shall include four categories: piano, violin, cello, and solo voice (male and female).

3.3. The competition is open to pupils of children’s music schools, art schools, and specialized music schools provided that they are no older than 15 years.

3.4. Within each Federal District there shall be 5 winners, one in each of the categories, with winners to be selected from all of the constituent districts encompassed by a given Federal District. The competition shall proceed in 3 stages.

4. Dates of the competition

From 1 February through 15 April 2015.

5. Prizes

5.1. The main prize is a trip to Moscow to attend the final auditions and gala concert of the XV Tchaikovsky Competition from 28 June to 2 July 2015. For the winners and their chaperones (2 chaperones from each Federal District) expenses will be paid for: round trip travel (either airfare or railroad tickets) to Moscow, lodging, food, and ground transportation in the city.

As part of the XV International Tchaikovsky Competition master classes for the winners of the regional competitions shall be provided by leading Russian music educators at the Moscow Conservatory.

All expenses connected with travel to Moscow shall be paid out of funds earmarked for the XV International Tchaikovsky Competition.

5.2. Runner up prizes for the best contestants that do not receive the main prize (those who do not travel to Moscow) shall be determined and arranged by each individual constituent district of the RF at their own expense and at their discretion.

6. Manner of conducting the competition

6.1. Contestants may participate in the competition only at a single educational institution (in which they are enrolled).

6.2. The selection process shall proceed in three stages:

Stage I: Determining the best contestants from a municipality.

In each municipality the Department of Culture shall establish a panel of jurors consisting of teachers from music schools (at least 3 persons). Furthermore, public competitive auditions shall be arranged.

Juries shall select no more than 5 winners, with one in each of the categories (piano, violin, cello, and solo voice [male and female]). Winners at this stage shall be awarded a “certificate of victory in stage I”.

By 1 April 2015 information on the winners shall be conveyed to the jury at the oblast (republic or krai) level for use in stage II.

The packet of documents presented for stage II shall include:

·  a copy of the certificate of victory in stage I;

·  a copy of the contestant’s passport (birth certificate);

·  contact details for the contestant and the contestant’s parents (telephone and e-mail)

·  a video recording of the contestant’s performance for stage I.

Stage II: Determining the winners from a constituent district of the RF

A special directive of the Ministry of Culture (or Department Director) of each respective constituent district of the RF shall specify the composition of a single panel of jurors for all categories. The panel of jurors shall include leading educators from specialized institutions of intermediate and higher education within each respective constituent district of the RF (at least 7 persons).

The Ministry of Culture (or Department of Culture) of each respective constituent district of the RF shall arrange public auditions for the contestants and/or viewings of the video recordings of the winners of stage I.[1]

Juries shall select no more than 5 winners, with one winner in each of the categories. Winners at this stage shall be awarded a “certificate of victory in stage II”.

By 10 April 2015 information on the winners of stage II shall be conveyed to the Representative of the President of the RF in each respective Federal District.

The packet of documents for entry in stage III shall include:

·  a copy of the certificate of victory in stage II;

·  a copy of the contestant’s passport (birth certificate);

·  contact details for the contestant and the contestant’s parents (telephone and e-mail)

·  a video recording of the contestant’s performances for stage II (stage I).

Stage III: Determining the winners from a Federal District

A special directive of the Authorized Representative of the President of the RF in each respective Federal District shall specify the composition of a single jury panel for all categories. The panel of jurors shall include leading educators from specialized institutions of intermediate and higher education within each respective Federal District (at least 9 persons).

A competitive examination of video recordings of the winners of stage II shall be arranged. From each individual Federal District of the RF no more than 5 winners will be selected, with one winner in each category. Winners at this stage will receive a “certificate of victory in stage III”.

Juries shall select no more than 5 winners in each of the categories. Winners at this stage shall be awarded a “certificate of victory in stage II”.

By 15 April 2015 information on the winners of the competition shall be conveyed to the Administration of the XV International Tchaikovsky Competition at the following address: Ulitsa Arbat 35, Office 557, Moscow 119002; e-mail: , www.rosconcertcompany.ru, with the notation “Music Competition for Children’s Music Schools”.

The packet of documents for the Administration of the Competition shall include:

·  a copy of the certificate of victory in stage III;

·  a copy of the contestant’s passport and birth certificate;

·  contact details for the contestant and the contestant’s parents (telephone and e-mail)

·  contact details for chaperones (2 chaperones from each Federal District).

7. Competition programme

All stages of the Competition consist of a single round.

The programme for performances in the piano, violin, and cello categories:

1. A work by a Russian composer

2. A work by Pyotr Tchaikovsky.

The programme for the solo voice category:

1. A work by a Russian composer

2. A folk song.

8. Special conditions

The decisions of the jury at every stage of the Competition are final and are not subject to any reconsideration.

The Administration shall contact Competition winners and their chaperones directly in order to determine the manner of travel to Moscow and reserve tickets and lodging

The chaperones shall obtain power of attorney from the legal guardians of each child and medical insurance.

The Administration assumes no responsibility for the health and well-being of the competition winners or of their chaperones during their stay in Moscow for the XV International Tchaikovsky Competition.

Any expenses whatsoever that may be incurred in the course of conducting the third stage of the Competition in the regions of the RF shall be paid out of the funds of each respective constituent district of the RF.
