This monitoring tool is designed to be used by NHS area teams (formerly known as specialised commissioning groups) to demonstrate leadership and progress in reducing the number of people with behaviour that challenges in NHS care placements. It forms part of the toolkit supporting delivery of locally agreed joint action plans, as required in the Winterbourne View Concordat programme of action.

It is essential that there are strong communication channels between NHS area teams and local commissioners, in order to avoid the risk of slippage of individual placements. The review of placements should take place on a quarterly basis, by NHS Area Teams and reported to ADASS regional forum, and to local area CCG and Local Authority Commissioners.

The national Winterbourne View Joint Improvement Board will also require regular reports, using the information in this framework.

This information should be completed alongside your local area team’s Winterbourne View action plan.
