Public Workshop Notice - R.14-05-001 – Applicability of the Commission’ Right-of-Way Rules to Commercial Mobile Radio Service Carriers

The parties will self-facilitate these public workshops in accordance with the Administrative Law Judge’s Ruling issued on February 9, 2015. Persons may participate by attending the workshops or by conference calling. The agenda for the workshop consists of the following matters: (1) The Electric IOUs’ safety proposals identified in the Scoping Memo at page4, Items 2 and 3; (2) SED’s safety proposals in its report filed on December 5, 2014, as modified by SED’s reply comments filed on January7, 2015; (3) The mechanics of the Electric IOUs’ 7.4%-pricing proposal in their comments filed on December 19, 2014 (at pages 47), particularly with regard to pole-top antennas; (4) The Utility Reform Network’s (TURN) proposed 15%adder set forth in TURN’s comments filed on December 19, 2014; (5) The details of a possible balancing account that may be authorized for Electric IOUs to record their revenues and expenses associated with commercial mobile radio service (CMRS) attachments, with the net balance to be flowed through to CMRS carriers at a later time; and (6) Other related matters that the workshop participants agree upon. Workshops held on February 17-18 addressed the Electric IOUs’ and SED’s safety proposals. Workshops held on February 19-20 addressed the Electric IOUs’ 7.4% pricing proposal, TURN’s 15% adder, and a possible balancing account for the Electric IOUs. The workshops on March 4-5 will address all proposals, as needed.

The California Public Utilities Commission (CPUC) Energy Division Staff are offering a Webinar-based training class on the basics of cost-effectiveness analysis for demand-side resources. This training is open to the public. Participants are welcome to attend in person, but most participants will be participating by Webinar.
This training is intended to provide stakeholders with a basic understanding of the various procedures, terminology, and models that the CPUC currently uses to determine the cost-effectiveness ofutility demand side programs. We are offering this training to assist all stakeholders to improve their understanding of this technically complex subject and further enable stakeholders to provide meaningful commentary on the CPUC’s efforts to refine and develop cost-effectiveness methods.
Note: This training will not discuss any proposed cost-effectiveness analysis pending in open proceedings at the CPUC. It is an educational forum only.
This training will cover:
Basic Concepts: Discount rates, discounted cash flows, benefit cost ratios, net benefits/net present value, payback period.
The Standard Practice Manual tests: Total Resource Cost (TRC) Test, Program Administrator Cost (PAC), Resource Impact Measure (RIM), Participant Test, Societal Test.
The Avoided Cost Calculator – the six types of avoided costs residual capacity value, resource balance year, loss of load probability/expectation, adjustment factors, avoided costs of Renewable Portfolio Standard/Greenhouse Gas/ancillary services.
Other cost concepts – net to gross/free ridership, incremental measure costs, administrative and capital costs, participant costs.

Non-energy benefits – participant, utility and social.
These concepts will be discussed within the context of the estimation techniques used in the existing cost-effectiveness frameworks established for Energy Efficiency, Demand Response, Distributed Generation and Low Income Energy Efficiency, so as to explain how the cost-effectiveness framework differs for these different resources. This training will not cover proposed or cost-effectiveness methods or models that may be adopted for use in the future.
