SUBJECT: Supervisory and Management Market Adjustments
RECOMMENDATION: That Council
A. Adopt, by reading of title only, A Resolution of the Council of the City of Santa Barbara Authorizing Implementation of Salary Increases to Certain Supervisory and Management Classifications Over a Period of Three Fiscal Years; and
B. Adopt, by reading of title only, A Resolution of the Council of the City of Santa Barbara Amending Resolution No. 06-055, the Position and Salary Control Resolution for Fiscal Year 2007, Affecting the Finance and Police Departments.
DISCUSSION:
Under the Memorandum of Understanding (MOU) between the City and the Santa Barbara Supervisory Employees Association, adopted by Council on June 7, 2005, and the Management Salary Plan, adopted by Council on April 19, 2005, the City Administrator was directed to return to Council for authorization of salary increases for any supervisory or management classification found by a compensation study to be more than 8% below the median compensation of the applicable labor market.
Following a study conducted by an independent compensation consultant four supervisory classifications and five management classifications have been found to be more than 8% below the median for the management and supervisory labor market. This labor market consisted of the cities of Anaheim, Burbank, Long Beach, Newport Beach, Oceanside, Oxnard, Palm Springs, Pasadena, San Luis Obispo, Santa Maria, Santa Monica, Simi Valley, Thousand Oaks, and Ventura, and the counties of Los Angeles, Santa Barbara, and Ventura.
The action to be taken authorizes the implementation of these salary adjustments to remedy the market inequity over three fiscal years on the schedules that were outlined in the Supervisory MOU and the Management Salary Plan. It also authorizes increases to the Business Office Supervisor position, which was the subject of a recent reclassification study by the Human Resources Office, to maintain its adjusted alignment with the Finance Supervisor, and authorizes the creation of a Purchasing Supervisor classification, because the compensation study recommended a salary differential for this job above its current classification as a Finance Supervisor.
Funds for these adjustments are included in the existing Fiscal Year 2006-2007 budget, so no additional appropriations are necessary.
