NATIONAL EXPENDITURE ON CULTURE, ENTERTAINMENT AND SPORT

Thedefinitionofthefieldanditsclassificationwerebasedonacombinationoftwodefinitions:

(1)UNESCOrecommendations(UNESCO: RecommendationConcerningtheInternationalStandardizationofStatisticsonthePublicFinancingofCulturalActivities, adoptedonthereportofProgrammeCommissionVatthethirty-seventhplenarymeeting, onOctober 27, 1980).

(2) Thedefinitionsofprivateconsumptionanditsclassificationinthenationalaccounts. (SystemofNationalAccounts 1993, CommissionoftheEuropeanCommunities, InternationalMonetaryFund, OrganizationforEconomicCo-operationandDevelopment, UnitedNations, WorldBank, 1993).

Accordingtothisdefinition, thefollowingitemsareincludedinnationalexpenditureonculture, entertainmentandsport:

Culturalheritage:Museums, archives, preservationofhistoricalmonuments,andarcheologicalexcavations.

Literatureandprintedmatter:Libraries, books, newspapersandotherperiodicals (excludingtextbooksandschoollibraries).

Musicandperformingarts: Theatre, danceandconcerts; nightclubsandotherentertainmentperformances; purchaseofmusicalinstrumentsandequipmentforplayingandlisteningtomusic.

Visualarts:Painting, sculptureandotherarts; artgalleries.

Cinemaandphotography: Productionandscreeningoffilms, purchaseofphotographicandfilmingequipment.

Radioandtelevision:Radioandtelevisionbroadcasts, purchaseofradioandtelevisionsets.

Socio-culturalactivities:Communitycentresandothersocio-culturalactivities.

Sports and games: Sports clubs, swimming pools, purchase of sports equipment etc.; organization of games and sports competitions.

Computers and Internet: Using the Internet, purchasing computers and equipment for computers.

Natureandtheenvironment: Recreationalactivitiesconnectedwithnature,andwith preservationoftheenvironment.

Gambling: NationalLotteryand "Sport-Toto".

Generaladministrationandnot-classifiedmiscellaneous activities:Administrationofcultural, youthandsportsactivities; non-profitinstitutionsn.e.sc.

SOURCES OF DATA AND METHODS OF CALCULATION

Themainnationalexpenditureonculture, entertainmentandsportistheexpenditureofhouseholdsongoodsandservicessuppliedbybusinessenterprises. Inaddition, theexpenditureonculture, entertainmentandsportincludesthevalueoftheservices supplied s tohouseholdssupplied bythegovernment, nationalinstitutions, localauthoritiesandnon-profitinstitutions. AsBecausetheseserviceshavenomarketprice, theyareestimatedatsthevalueofcostsofmanufacturing - labourcost, othercurrentpurchasesofgoodsandservices, andestimateddepreciation.

Theremainderistheexpenditureonconstructionofbuildingsandpurchaseofequipmentforculture, entertainmentandsport.

Thenationalexpenditureonculture, entertainmentandsportisclassifiedbythefollowingsectors:

(1)GovernmentofficesministriesandnationalinstitutionsGovernmentofficesexpendituresandexpendituresoftheJewishAgencyandtheWorldZionistOrganizationinthesphereofculture, entertainmentandsport.

(2)Localauthorities:expendituresofmunicipalities, localcouncilsandregionalcouncilsoncelebrations, performers, parksandotherexpendituresinthefieldofculture, entertainmentandsport.

(3)Non-profitinstitutions.

(a)Non-profitinstitutions, wherethegovernment, theJewishAgencyorthelocalauthoritiesfinancemostoftheexpenditure (e.g. communitycentres).

(b) PrivateNon-ProfitInstitutions.

(4)Business sector:hHousehold expenditure on purchases of cultural goods and services such as: purchase of tickets for cinema, theatre, etc.; purchase of durable commodities, such as television sets, home video machinesDVD machines, and radios; and purchase of products for entertainment products and other hobbies, such as toys, games, flowers, pets, etc.

Classification by operating sector is similar to that of the National Expenditure on Education (see Chapter 8 -Education).

Inthe classificationbyfinancingsector, financingbythesectorisdefinedasthetotalof directexpenditureongoodsandservicesalong witplushsubsidies, grants, transfers,andothernetpaymentstoothersectors (excludingloans).

Ingovernmentfinancing, thecomponentofsupportthroughunlinked, low-interestgovernmentloansisnotincluded.

ESTIMATESATCONSTANTPRICES

Theannualchangesinthenationalexpenditureonculture, entertainmentandsportatconstantpriceswerecalculatedseparatelyforeachsector (government, localauthorities, non-profitinstitutions,andthebusinesssector), andforeachtypeofexpenditure (work, currentpurchases, depreciation, constructionandequipment). SeeFordetails in, see“NationalExpenditureonEducation”, Chapter 8 - Education.

SOURCES

Estimates of expenditures by households are based on the findings of the Household Expenditure Surveys as well as on current data on purchase of goods and services, collected while preparing the estimates of private consumption.

The estimates of expenditure by the government, the national institutions, and the local authorities were prepared on the basis of a detailed analysis of the expenditureitemsinthegovernment’sfinancialreports (whicharepreparedbytheAccountantGeneral), thenationalinstitutionsandthelocalauthorities.

ExpendituresofNon-ProfitInstitutionswereobtainedfromasurveywhichincludedabout300230institutions. Thesurveyisbasedonfinancialreportsoftheinstitutionssummarizingtheirexpenditureanditscomponentsaccordingtotypeofinstitution.

Revised Estimates

Revisions of estimates published in the previous Statistical Abstract were introduced as follows:

  1. Revisions for the period 2006-20125 in the business sector were made, due to integration of the 20152 Households Expenditure Survey findings and the update of input-output tables.
  2. Current revisions in estimates for 20114-20125 are based on detailed financial statements or on other information.

CULTURE, ENTERTAINMENT, AND SPORTS ACTIVITIES OF HOUSEHOLDS

(Tables 9.3-9.6)

The goods and services examined in the Household Expenditure Survey were adjusted to the definitions of UNESCO and the World Bank, in order to enable publication of data on culture, entertainment and sports activities by standard of living (see definitions of the international classification above).

DEFINITIONS

Purchase of subscriptions to cultural performances, movie theaters, or museums: Season ticketsto concerts, plays, ballet, movies, or opera performances.

Purchase of subscriptions to culture, entertainment, and sports activities: The households in the sample were asked whether they had purchased/renewed subscriptions to a variety of culture, entertainment, and sports activities during the three months preceding the interview. The data are an annual estimate based on the participants’ responses.

Purchase of newspapers, magazines, and books: The households in the sample were asked to keep a two-week journal, in which they listed all of the daily expenditures of all household members over the two-week period. The data are an annual estimate based on the participants’ responses.

Magazines: Monthly or weekly magazines (including publications of the Society for Protection of Nature).

STUDENTS IN THE FIELDS OF CULTURE AND SPORTS

(Tables 9.8-9.11)

Since the 2011/12 academic year, there has been a change in the presentation of data iIn Tables 9.8-9.10. Sstudents studying two subjects in the field of culture are counted separately for each subject.

Tables 9.8-9.10 include only students studying subjectsin which there is an enrollment of at least 200 students.

The division of subjects into fields was made in accordance with the practices of the Higher Education Sector at the Central Bureau of Statistics. The list of subjects is updated annually – see the Introduction to Chapter 8 - Education.

As of 2012/13, the definition of the population and the sources of the data in Table 9.11 were adjusted to the data in Table 8.42.

MOVIE THEATERS

(Tables 9.12-9.13)

SOURCES

Data on full-length films, by continent and country of production were obtained from the Ministry of Culture and Sport.

Data on commercial movie theaters were obtained from the Israel Movie Theater Association.

Since 2007, data obtained from the various cinematheques are presented.

In 2012, the Nazareth cinematheque was closed.

In 2013, the data include the Ashdod cinematheque.

MUSEUMS

(Table 9.14)

The Museums Law, 1983 defines a museum as a non-profit institution with a collection of exhibits of cultural value, all or some of which are displayed by the museum. Exhibits are for the purpose of education or orfor pleasure.

A recognized museum is one that is subject to a list of requirements which includes the employment of a registrar or curator.

Recognized Museums

The activities of the Yad Vashem Museum, which operates under the “Yad Vashem Law”; and the Dagon Museum, which is a branch of the Hecht Museum, are not surveyed in the reports.

The open museums (Omer, Tefen,and the photography Photography museumMuseum) are counted as one museum.

Data on the Tefen Museum and the pPhotography mMuseum are presented in the Northern District.

Data on the Omer Museum are presented in the Southern District.

Unrecognized museums and museums operated by the Museums Unit of the Ministry of Defence

Until 2011, the table presented data only for museums that were recognized and financed under the Museums Law, 1983.

Since 2012, the table also includes unrecognized museums and museums operated by the Museums Unit of the Ministry of Defence.

Based on the definition in the Museums Law, a list of museums that are non-profit organizations and exhibit items of cultural value to the public was derived from the File of Non-Profit Organizations 200914 and from the Business Register. Some of Tthese museums do not hire a registrar or curator.

Data on these museums are collected by the Central Bureau of Statistics.

BOOKS

(Tables 9.15-9.16)

DEFINITIONS AND EXPLANATIONS

Book: A publication with 49 or more pages, printed in Israel, and distributed to the public at large. A multiple-volume book is counted as one unit (according to UNESCO definitions).

Booklet: A publication with 5-48 pages (according to UNESCO definitions).

Publication language: The language in which the book or booklet were published.

In 2012, there was an increase in the number of books and booklets published on the topic “Religious Literature and Jewish Thought”. There are several reasons for this increase: At the end of 2011, book collectionstations points were set up throughout the country, with emphasis on collection pointstations for the ultra-Orthodox sector; the cost of publishing books was reduced; the number of publishers in the ultra-Orthodox sector increased.

Dataregardingon books and bookletsthat were published in Israel wasere collected and classified according to by subject by the National Library.

Data refers to books or booklets that were published in Israel in a first or revised edition only (which differs from athe first or revised edition in terms of contents and/or printing).

SPORTS

DEFINITIONS AND EXPLANATIONS

Active athlete: There are two criteria determining active athlete:

An active athlete is one who engages in a minimum number of competitions (the number varies in accordance with the sport).

There is a threshold for year of birth. An athlete who was born up to a given year,that thatwhich has been established as the threshold year of birth, is considered an active athlete (the threshold year of birth varies in accordance with the sport).

As of 2013, the tables include active athletes in team sports in addition to active athletes in individual sports.

Data on athletes in engaging in different sports were collected and obtained from the Sports Authority.
