SUMMARY OF EXPERIENCE

1986 to Present Central Davis County Sewer District

District Manager/Engineer/Lab Director

Acting on the general direction given by the Board of Trustees, manage the entire operation for the utility district. Responsibilities include all aspects of district management, supervision of employees, financial administration, technical analysis, process control, laboratory director and QA officer, operational safety, and public interface. Also has technical responsibility for all review and analysis of collection system design and upgrade work within the District’s jurisdiction. In 2004 Central Davis Sewer District was the 1st place National Operations and Maintenance Award winner from EPA for excellence in facility operation of a medium sized wastewater treatment facility and the 2004 EPA award winner for a small biosolids operation. Biosolids program management responsibilities include development of a biosolids EMS. In 2007 Central Davis Sewer District became the first in Utah and the 18th program nationally to be certified by the National Biosolids Partnership.

1984 to 1986State of Utah - Water Pollution Control

Environmental Engineer

Responsible for the review and control of municipal and industrial water pollution control projects. Duties included the review of designs for compliance with state codes, the evaluation of technical proposals for design adequacy, coordination of construction for projects funded through the Federal Clean Water Act Grants Program, and interface with municipal officials for determination of specific needs within their community.

1975 to 1984 Fluor Engineers and Constructors

Administration Manager

Responsible for the Administrative controls for a ninety million dollar brewery expansion project in South Africa. Duties included management of project and construction planning, project and site cost control, and project computer operations. Also responsible for coordination of subcontract administration.

General Operations Manager

Responsible for all areas of administrative operations for a regional office in South Africa. Duties included management of finance, payroll, cost and scheduling engineering, computer operations, purchasing, and contracts administration. This position included significant client interaction. Annual project budgets of over $160 million.

Deputy Project Director for Controls

Responsible for management of project cost control and project scheduling for a three billion dollar coal gasification and liquifaction plant in South Africa. Duties included supervision of over 150 cost or scheduling engineers and technicians.

Senior Field Engineer

Responsible for field engineering and design modifications on a pump station for the Trans-Alaska Pipeline. Duties included supervision of field engineering technicians, and surveyors. Responsible for the operation of a 400 man camp, including all camp utilities. Supervised and operated 0.2 MGD water and wastewater treatment plants. Directed operation of an environmental lab.
