POSITION PURPOSE

This role ensuresOrangaTamariki has sound, responsive risk and assurance systems, and strong oversight of health, safety and security. The Manager Risk and Assurance is responsible for developing, leading and delivering programmes, strategies, policies and reporting mechanisms. The Manager also advises on resourcing the programmes, develops internal capability, and manages relationships with external suppliers.

KEY ACCOUNTABILITIES

Programme management / -Develop, lead and deliver annual and multi-year risk, assurance and health, safety and security programmes on behalf of OrangaTamariki’s senior leaders
-Devise effective and efficient strategies for resourcing the programmes, whether by building internal capability and capacity, or purchasing services from other agencies or the market
-Embed increasingly mature risk, assurance and health, safety and security processes into OrangaTamariki’s internal and external governance systems
-Support independent investigations commissioned by the Chief Executive or Deputy Chief Executive Leadership & Organisational Development
-Provide expert advice and leadership to the Leadership Organisational Development group in meeting its risk, assurance and health, safety and security accountabilities.
Risk and assurance / -Ensure OrangaTamariki has increasingly strong and mature risk and assurance frameworks and systems
-Proactively develop and manage organisational risk strategies, policies and registers
-Report to and support the Leadership Team, the Deputy Chief Executive Leadership & Organisational Development, and internal governance groups
-Report to and support OrangaTamariki’s independent Risk and Assurance Committee
-Support, and occasionally lead, relationships and activities with external auditors
-Maintain expert knowledge in public sector risk and assurance frameworks and practices, both in New Zealand and comparative jurisdictions, including the government’s Protective Security Requirements.
-Establish and maintain connections with counterparts in other agencies, and with regional and corporate OrangaTamariki staff who have risk and assurance responsibilities.
Health, safety and security / -Ensure OrangaTamariki has strong health, safety and security governance
-Develop, lead and deliver OrangaTamariki’s health, safety and security strategies, policies and plans
-Own the organisation’s health, safety and security risk registers
-Ensure OrangaTamariki has sound emergency management, incident control and business continuity systems
-Report to and support OrangaTamariki’s Health, Safety and Security Committee
-Provide advice, support and training to the organisation on health, safety and security
-Maintain expert knowledge in health, safety and security legislation and public sector practices.
Staff leadership and management / -Lead your team to transform and contribute to achieving high aspirations for Māori tamariki and rangatahi, Pacific children and young people, and other vulnerable children and young people who offend
-Work with colleagues to implement the vision of OrangaTamariki
-Collaborate with sector partners to support the wider system to achieve good outcomes for vulnerable children
-Model the desired organisational culture and values through your own behaviour
-Lead and ensure the development and delivery of high quality services, support and advice to mangers and staff
-Provide feedback and coaching to lift performance of each individual member of the team
-Manage workflow in conjunction with your manager, by ensuring appropriate planning, prioritisation and re-prioritisation of work as required, ensuring that priority work is completed to an appropriate standard.

-Ensure all incidents, injuries and near misses are reported into our reporting tools
-Comply with all legislative and regulatory requirements, and report any breaches as soon as they become known
-Adhere to all OrangaTamariki procedures, policies, guidelines, and standards of integrity and conduct
-Commitment to the Treaty of Waitangi and respect, and incorporate these into your work.

QUALIFICATIONS & EXPERIENCE

Qualifications / -Tertiary qualification, preferably at postgraduate level in arelevant discipline,or relevant knowledge gained through equivalent experience.
Experience / -Significant proven risk and assurance experience, including establishing and delivering programmes, strengthening governance, and building and sourcing services
-Demonstrated experience in advising and supporting the senior leaders of a large and complex organisation
-Comprehensive knowledge of risk and assurance frameworks and ideally health, safety and security legislation, andthe government’s Protective Security Requirements.
Skills / -Excellent communication and relationship management skills, with a proven ability to negotiate and influence
-Ability to manage a busy and diverse workload and deliver high-quality outcomes under pressure
-Excellent attention to detail, both written and numerical, and commitment to quality.
