Expression of Interest for the Provision of Hay Feeding
at the Forbes Central West Livestock Exchange
1. Introduction
Council is seeking Expressions of Interest from suitable and experienced parties for the provision of hay feeding at Forbes Central West Livestock Exchange. The Contractor must be able to demonstrate that they have the suitable skills, resources, and experience to perform the required works as outlined in the scope of work.
Expressions of Interest must include the Returnable Schedule attached at Appendix 1.
2. SCOPE OF WORKS
2.1 Duration: Three (3) years from 11 August 2016 to 10 August 2019. Council would consider an option for extension of the term upon application submitted at least three (3) months before expiring of the contract.
2.2 Location: The required works will be undertaken at the Forbes Central West Livestock Exchange, located on Back Yamma Road, 2kms off the Newell Highway, Forbes.
2.3 Hay Quality: The hay provided must be top quality Lucerne or Oaten. The successful supplier may be required to submit for a protein and energy test on request from the Saleyards Manager. Additional tests such as average bale weights and visual inspections may be undertaken by the Saleyards Manager. Hay bales must be free of noxious weeds and chemicals.
2.4 Hay Bale Size: Hay bales must be available in both small square bales and large square bales.
2.5 Availability: The contractor must be available to feed stock at any time and provide their own vehicle to transport the hay bales.
2.6 Afterhours: Afterhours includes any hours outside Council’s normal operating hours of 7:00am – 5:30pm, Monday to Friday.
2.7 Moving Stock: The contractor will be required to move left over cattle from the Monday sale on Tuesday morning into the appropriate feeding pens before feeding. The contractor is to make themselves aware of the available feeding pens for both the cattle and sheep, the available feeding pens will be at the discretion of the Saleyards Manager.
2.8 Vehicle/Plant Requirements: A loader/bobcat may be available to assist with unloading large square bales; if the loader/bobcat is unavailable the contractor will be responsible for breaking the bales into biscuit sized pieces and unloading by hand.
2.9 Public Liability: Applicants will be required to have public liability insurance not less than $20,000,000 for the performance of these works. A copy of public liability insurance documentation will be required prior to the conduct of any works associated with this expression of interest.
3. SUBMISSION OF PROPOSAL
Expressions of Interest are to be submitted to Council by 4.00pm Thursday 30 June 2016. Submissions are to be emailed to the nominated email address contact below. All submissions must include price, timeframe and anticipated commencement date. Submissions will be assessed within 5 working days and the successful tenderer notified accordingly.
