Major Items of Work:Project 1517-07-72 is primarily grading and structures to support the following phases of construction at the US41/US10/WIS441 system interchange. Work is anticipated to be focused on the northbound to eastbound movement and the southbound to eastbound movement, including structures B-70-402, B-70-700, C-70-43, and R-70-102.
Project 1517-07-76 provides for the construction of the substructure work for the new US10/WIS441 bridge over Little Lake Butte des Morts (B-70-403). Twenty two substructure units will be constructed in locations that will be spaced over the .65 mile long new structure.
Project 1517-07-82 is the construction of the Rubber Mitigation Site, Phase 3, located in WinnebagoCounty. This project includes the grading and landscaping necessary to create this wetland mitigation site.
Complexity Level:High
Associated Contracts:Future LETcontracts to follow in 2015. The work included with these future lettings is not part of this solicitation.
Restrictions:USH 41 and WIS 441 will remain open to 4 lanes at all times except during night time hours.
Construction Leader Required:Yes, consultant will supply PCL.
Construction Support Staff Required:Yes, consultant to supply 4-6 assistant PCL and support staff.
WisDOT to supply up to 6 staff, anticipated numbers for
consultant shown below.
Anticipated Number:The consultant will supply 1-2 assistant PCL’s and 3-5 staff engineers/inspectors from July 2014 until January 2016. An additional 5 staff engineers/inspectors may be required during peak summer months depending on WisDOT staff availability.
The prime must perform at least 30% of the work.
The project may be covered by an OCIP. If so, all consultants on the project will be required to be enrolled.
All WIS441 projects require additional reporting and labor tracking efforts.
These are the first projects LET to reconstruct the WIS 441/US 41 interchange and the US 10/WIS 441 freeway from Cold Springs Road to about ½ mile east of Oneida street. At this time, there will be a total of 3 LET contracts in this solicitation.
The work included as part of this solicitation may have ID’s added in the future.
Required Certification:PCC, Aggregate sampling, HMA Nuclear Density
Duties:Inspection duties, reporting, records documentation, materials documentation and testing, measurement of quantities.
Special instructions
- Under a future solicitation,the Department will select the Project Control Services team to support the WIS 441 construction teams. Staff of the prime consultant (or Joint Venture Team members) selected for this WIS441 construction engineering services solicitation will not be permitted to perform Project Control Services for the WIS 441 construction program.
- Project ID’s may be removed,added or combined with other IDs.
- The DBE goal for this solicitation will be split between two project ids. Redistribution of these goals is acceptable, but must be approved by the Office of Business Outreach and Equity Compliance.
- The DBE goal for Project ID 1517-07-72 will be $150,000
- The DBE goal for Project ID 1517-07-76 will be $150,000
- Any subsequent contracts on this solicitation may have DBE goals and must be approved by the Office of Business Outreach and Equity Compliance.
Interview information
- Interviews will be conducted on Monday, September 9, 2013 at the WisDOT office, 944 Vanderperren Way in Green Bay.
- The firms that have been chosen to interview will be provided with additional information regarding interview assignments, time restrictions, and interview questions at least 10 business days before the interview.

Submit questions about this project to BrendaVeeser, Contract Specialist,by 8:00 am of the Wednesday following the publication. Failure to include the solicitation number and at least one project ID may prevent the question from being answered. No phone calls about the project will be accepted. Answers to project questions will be published on the WisDOT Internet site approximately one week before the Notice of Interest forms are due. The source person or firm will not be identified in the publication.
Instructions for consultants:
- Download and save the solicitation scope of service narrative and its own Notice of Interest Questionnaire (NOI) file of interest to your computer. Rename the file according to the ESubmit convention outlined on the extranet:
- Complete the NOI portion, to a maximum of 8 pages, adhering to these guidelines:
- All files must be in MS Word or Adobe PDF format. No files other than the NOI will be considered.
- Submit only ONE NOI per firm. Firms with multiple locations and/or parent companies may not submit more than one NOI.
- Additional comments may be added in narrative form after the tables in each question.
- General formatting:
- Do not add colors in the tables or to fonts.
- Limit font bolding to highlight only the most important words. Do not bold questions.
- Use the Arial font, sized between 9-12 only. Only table labels should be font size 8.
- Using bullets within tables is allowed.
- Limited table column size changing is allowed, but expanding tables is not.
- Deleting unneeded tables from the default form is allowed. Do not delete any questions.
- Leave at least two blank lines between information and the next question.
- Special instructions for NOI questions:
- Question 2—be sure to identify time period for availability.
- Question 3—if reference is WisDOT employee, it is not necessary to list full street address.
- Question 6—Tocount words in narrative, go to Tools menu, select Word Count function.
- Minimize the number and size of pictures inserted. If file size is greater than 2 MB, review the use of pictures and consider converting Word documents to PDF.
- Do not copy resumes or other external documents into the NOI form to supply firm qualifications.
- Automatic disqualification will occur if:
- Questions are deleted or changed.
- The document is protected in any way that prevents WisDOT from copy-pasting information. Firms are allowed to protect their documents as "read-only", however, in the following ways:
- Conversion to PDF (without special protections)
- Protecting Word document for "Comments" only! (Not for "forms" or "tracked changes")
- The NOI response is longer than 8 pages.
- Delete the scope of service narrative and these instructions before submitting the file to the department.
- You may express interest in more than one solicitation number but must return a Notice of Interest Questionnaire for each solicitation number you select.
