MINUTES OF MEETING

December 19, 2016

  1. Minutes:

The Board reviewed and voted to approve the minutes from Board of Assessors Meetings on November 21, 2016

  1. Real Estate:

Vote to approve commitment and warrant for FY17 Actual Real Estate Tax $6,824,210.18

  1. Personal Property:

Vote to approve commitment and warrant for Personal Property Tax$196,734.26

  1. Stiles Water District:

Vote to approve commitment and warrant for Stiles Water District Tax$125,571.78

A tax rate of 5.81 per thousand was approved by the DOR

  1. Water & Sewer Liens:

Vote to approve commitment and warrant for Sewer Liens$5,247.63

Vote to approve commitment and warrant for Water Liens$5,378.65

  1. Betterments:

Vote to approve commitment and warrant for Title 5 betterment$4,519.28

Vote to approve commitment and warrant for Sherman Grove betterment$4,927.35

Vote to approve commitment and warrant for Roy’s Drive betterments$22,341.23

Vote to approve commitment and warrant for Valley View betterment$723.38

  1. Motor Vehicle:

The Board approved November’s monthly list of abatements for 2012$52.50

The Board approvedthe commitment and warrant for 2003, 2004, 2009, 2010 & 2011 per collector $287.60

  1. Boat Excise:

The Board approvedNovember’s monthly list of abatements for FY17 boats$53.00

  1. REVAL:

The Board signed the hard copy of the recap and associated documents

The Single Tax Rate of 13.98 per thousandfor the Town was approved by the DOR

  1. Solar:

The Board would like to see tax agreements reviewed by town council

The Board discussed the tax agreement with Spencer Meadow Solar LLC and would like to negotiate for a revised depreciation table and the removal of clause 19

The Board was asked to sign Woodchuck Solar agreement and would like to see wording added regarding requiring itemized invoices for what was actually installed on site

  1. Executive Session:

At 7:02a motion was made to convene in executive session to discuss private information

contained in Real Estate Exemption Applications and Chapterland Applications under G.L. c. 30A, §21 (a) Purpose 7 citing the statutory right to privacy. The session was ended at 7:33 and the regular Board meeting was reopened

  1. New Business:

The ATB Verizon New England case was discussed

The Board voted David Derosier as Chairman, Jeremey Snow as Clerk and Cynthia Cosgrove as member to the Board of Assessors

The Annual Assessor’s Report was approved and signed

Next Board meeting will be held on Monday, January 23, 2017 at 6:15 pm in the Assessor’s office at 157 Main St. in Spencer, because of the holiday falling on our regular meeting night
