Structure

· The draft will consist of 20 rounds.

· Drafting all twenty rounds is not mandatory, but it is highly recommended. Any owners wishing to acquire players after the draft will have to do so via Plan C, for a charge.

· The maximum number of players allowed on an "active" roster is 20. Less than twenty is acceptable. Any number of players at a position can be on a roster.

· There will be a three minute time limit on each pick in the first round and a two minute limit each subsequent round. If the pick is not made within the time limit, the next owner scheduled to pick may do so. With modern technology this rule will be strictly enforced.

· A late pick may be made any time after the time limit has expired for that pick.

· The draft order (serpentine) for the entire twenty rounds will be determined by a random drawing on the real NFL Draft Weekend. This will give owners plenty of advanced notice of when they will be drafting that season.

· Up to 14 teams may be included each season. The three commissioners will decide on any new teams to the league.

· Teams will be divided into three divisions at random at the MSM Classic League Draft.

Monetary

· The $100 franchise fee will be collected at any time prior to the end of June of the year of the draft. All payments for that year must be submitted to Commissioner Ken Mathias by June 30th.

· All payments, and checks, will be made to Ken Mathias and submitted and received by theend of June.

· The weekly cash breakdown is as follows:

1st in Total Points - $20.00
2nd in Total Points - $10.00
3rd in Total Points - $ 5.00

· The remaining franchise fees will be placed in the Year - End Pot.

All Plan C funds will be placed in the Year - End Pot.

This pot will be divided as follows:

Total points 40%.

2nd in total points 20%.

Super Bowl 20%.

Best regular season head to head record 20%.

MSM Championship Trophy

The MSM Classic League Championship Trophy will be submitted to the owner who had the most total fantasy points the previous season. This owner will be recognized as the MSM Champion for that season.

In order for the league(s) to get some contribution from Co-Commissioner Senchak (aside from his last successfully hosted draft) he is charged with updating and maintaining the MSM Fantasy Football League Trophies.

Weekly Line-up/Scoring

Lineups:

· The weekly lineup will consist of the following:

* The Slot Backs can be a running back, wide receiver or
a tight end, however, a lineup cannot exceed three RBs or two TEs in any given week.This will also determine the total points winner in the event of a tie, regardless of whether it is for 1st, 2nd, or 3rd in total points for that week. It will not be used as a tie breaker for any head – to – head matchups.

· Yardage scoring breakdown:

- Quarterbacks receive points for all passing yardage divided by 20. i.e., 215 yards = 10.75 fantasy points.

- All players receive points for yards rushing and receiving yardage divided by 10, respectively, i.e., a player rushing for 65 yards and receiving for 55 yards, would get 6.5 and 5.5 fantasy points and be worth a total of 12.0 fantasy points for that week.

· Receptions:

-All players receive one point per pass reception.

Yardage Bonuses

If a player rushes for 100 + yards an additional 6 points will be scored; for every 50 yards afterward, an additional 3 points will be awarded.

If a player has 100 + yards receiving an additional 3 points will be scored; for every 50 yards afterward, an additional 3 points will be awarded.

If a player passes for 300 + yards an additional 3 points will be scored; for every 50 yards afterward, an additional 3 points will be awarded.

· Tie breaking (Head to Head results will remain a tie):

- In the event of a tie, the point winner will be determined by the higher scoring slot back. If that is a tie, the following order will be used:
- QB points
- total RB points
- total WR points
- TE points
- K points
- Defense points

Roster

Player Eligibility

· A player must have been either drafted, signed, or been on an NFL Team to be eligible for an MSM Roster.

Line-Up Submission

· On weeks with only Sunday and Monday games, your line-up must be set on-line or submitted to Ken (emergencies only!) before the first game on Sunday.
· If the line-up is not submitted by this time, the previous week's line-up will be used.
· Please, No calls to Ken before 9:30 Sunday morning. He can't be responsible for errors made before that time.
· For weeks with earlier games, if you wish to start a player in one of these games, the line – up must be set / changed prior to the start of that game. In case of an emergency, Commissioner Mathias must be notified BEFORE the start of that game.
· Ken has a voice mail with a time stamp so please leave a message if he is not at home - calls should only be made in emergencies!

An owner may change their lineup if a player’s game has notyet begun, the ability to change lineups for games if players have not yet played, i.e., the 4:00 o’clock games and beyond. However, these changes must be made on-line only.

· If a player in an early game was in your starting line-up the previous week, he will be started unless the line – up is changed prior to the start of the game.

Injured Reserve

· An owner can make unlimited IR moves throughout the year, but a total of three players on Injured Reserve (IR) is the maximum at any one point and time.
· Players on IR do not count towards the active roster.
· Defenses cannot be placed on IR.
· There will be no fee to recall a player from IR, but the
twenty man roster limit must be maintained.

- If a player that is on your roster prior to week one goes on season - ending IR for the year, you may make a FA pick up before week one of the NFL season, but only at the same position as the player that went on IR, RB for RB, WR for WR, etc. Acquisition order would be determined by where that player was drafted in that season. In the Keeper, if it was an originally kept/protected player, keepers would come before draft picks and a lottery would be done to determine FA pick up order for keepers.

If the player was drafted that season, the FA pick up order would be where the player on IR was drafted that season.

i.e., a team losing a third round pick would get to pick up a FA before a team losing a tenth round pick, etc.

Any acquisition of this nature would count against the team's salary cap that season.

Trades/Plan C

Plan C Free Agency

· Any player not on an active fantasy roster, or IR, can be claimed via Plan C.
· If that player was never drafted, a $4 fee will be charged.
· If that player was waived from someone's roster, a $2 fee will be charged.
· After week eight games are played, undrafted rookies can be acquired for a $2 fee.
· There will be a $32 Plan C cap for the year.
· Requests for players will be submitted with the on-line tool and then be administrated by Ken. If multiple teams request a player, team with lowest point total that requested by Saturday noon gets the player. If total points are the same, player goes to owner who submitted request first. Once the 12 noon deadline is over and the requests administered by Ken, players will be available on a first come – first served basis up until the kickoff of the first Sunday game.

· Round 1 submissions will be satisfied before moving on to Round 2. i.e. if the lowest point owner request to pickup two players, they only get their first choice. If another owner also requested their second choice, the other owner will get the player. If no other owner requested the player, the lowest point owner will get that player in round 2. (also, everyone needs to understand the meaning of the "rounds". If you put three players in round 1, this means you only want one of those players. If you put a player in round 1 and round 2, then you want both. We can clarify at the draft and or any questions are welcome.

Waiver List

· A player waived by a team will not be available to other owners to bid on until the following week.

Trades

· Trades can be made between any two or more franchise owners.
· All trades must be reported to Commissioner Mathias no later than the first game of the upcoming week that any of those players may be involved in.
· If a trade is made before the start of the first game on a Sunday, but reported after, it will be held over and transacted the following week.
· If a trade is judged to be too outrageous or not made in good faith, the MSM Commissioners have the power to nullify it.
· This requires a unanimous vote of the three commissioners. If a commissioner is involved in the trade, then the remaining two will rule.
· If a player is acquired via trade, he must remain on his new roster for at least two weeks, i.e. two Sundays or two fantasy scoring weeks.

· A trade deadline is set for each season by Commissioner Mathias, usually the week before the MSM Playoffs begin.
· All trades MUST be reported by this time. Any trade reported after this time will be nullified.

MSM Playoffs and Super Bowl Tournament

The three division winners and top three remaining teams, regardless of division, with the best head to head records will participate in the playoffs, weeks 14 through 16. Top two division winner teams get a bye the first week with 3rd division winner playing team 6, and team 4 playing team 5. Lowest seed plays top team week 15 with the remaining team playing team 2. Super Bowl is week 16. Any head to head record ties will be broken by total points, then coin flip.

Integrity

Any trades deemed not in good faith will be nullified by a vote of minimally two commissioners.

Any team deemed to be "throwing" games at the end of the season will get the draft on the last position the following year, regardless of where they place.

MSM Rules Committee

The MSM Rules Committee will review and submit new rules proposals or potential rules changes each year. An owner may submit any proposal to Commissioner Milliron prior to the start of the real NFL Draft each season.

Those rules will be submitted to all owners for a vote.

Future rule changes in The Classic League following the 2011 season will require at least a 2/3 majority vote to pass.

Commissioner Milliron will send out voting results to all owners, showing owner votes and letting owners know what changes are taking effect that season.
