1.0 OPENING COMMENTS
1.1 Call to Order / Quorum Check
The Nadcap Management Council (NMC) Export Control Sub-Team was called to order at 3:00p.m., October 22, 2014.

1.2 Christine Sanz reviewed the agenda.
1.3 Motion made by Scott Iby and seconded by David Bale to approve the June 2014 Meeting Minutes. Motion passed and the minutes were approved as written without change.
2.0 RECAP PRESENTATION:
Christine Sanz reviewed a summary presentation of history and current status of actions and controls addressing export control. (See attached)
3.0 UPDATE AND DISCUSSION REGARDING CHEMICAL PROCESSING EC ISSUES:

Discussion Notes:
Mark Aubele- NDT concerned that this proposal would cause a problem for them. NDT needs the P/N and Spec number being incorporated into eAuditNet.
Mark Rechtsteiner-per GE EC/LR, cannot redact info prevent export control violations.
Joe Pinto- Need to get other TG’s input first into this to make sure their input is considered before sending this out to all subscribers for their input.
Mark Rechtsteiner- when sending this out- change reference from “Export Control” to “Export Control- License Required”.
Mark Rechtsteiner- some companies aren’t even allowed to see NLR info. (Should PRI have a process to ensure that persons from these countries are not granted Subscriber access to eAuditNet.
Scott Iby asked if the premise of Slide #18 is always true. Are some processes on their own (e.g. “hipping”) export-controlled.
Next steps:
Action Item: Mike Graham and Dave Soong to arrange meeting with SE’s to review presentation to get consensus on a proposal that all commodities can accept. (Due Date: 2-Mar-2015)
Action Item: Christine Sanz then to submit proposal to PRI Legal Counsel and then external export control legal counsel (Nelson). (Due Date: 2-Mar-2015)
Action Item: Once the proposal is finalized, then bring to Export Control Sub-committee. (Due Date: 2-Mar-2015)
4.0 PROPOSED REVISIONS TO NIP 7-07:
4.1.1 Should the NIP 7-07 be changed to a Nadcap Operating Procedure (NOP) under the jurisdiction of the NMC?
4.1.2 Motion made by Dave Soong and seconded by Scott Iby to change the NIP 7-07 to an NOP. Approved by all without objection. Scott Klavon made it clear that this will occur once the new procedure revisions are completed.
4.1.3 Christine- within the “NIP” any reference to Export Control Data will be replaced by “Restricted Technical Data”.
Action Item: Christine to submit redlined version to the committee for feedback. (Due Date: 30-Nov-2014)
Action Item: Mike Graham and David Soong to distribute, description of problem statement from CP to Frank McManus (Lockheed Martin). (Due Date: 15-Jan-2015)
Action Item: Post RAIL in eAuditNet. (Due Date: 15-Jan-2015)
