MINUTES OF THE PONTARDDULAIS TOWN COUNCIL MEETING HELD ON THE 2ND JULY 2015

At the request of Cllr Beynon, Members stood for a minute’s silence to remember the British holidaymakers who had been murdered recently in Tunisia.

Prior to commencement of business members of the public were invited to ask questions. Mr D. Gwenter, Glanffrwd Road referred to a previous decision of Council to oppose large scale housing development in Pontarddulais and questioned whether the Council was of the same opinion now. Mr Gwenter was advised of the Council’s response to the County’s LDP draft proposals map. Mr S. Saad, Glanffrwd Road requested a copy of the County’s Planning Committee minutes. He was advised that he would have to direct his request to the City & County of Swansea. Mr G. Chambers, Pantyfelin Road queried the procedure with regard to the LDP draft proposals map. County Councillor Downing explained in detail the LDP procedure.

37.APOLOGIES FOR ABSENCE:

Apologies for absence were received from Councillor H. Roberts.

38.TO RECEIVE DECLARATIONS OF PERSONAL INTEREST FROM MEMBERS IN ACCORDANCE WITH THE COUNCIL’S CODE OF CONDUCT:

There were no declarations of personal interest received.

39.TO RECEIVE AND CONSIDER THE MINUTES OF THE COUNCIL MEETING HELD ON THE 4TH JUNE 2015:

The above minutes were accepted as a true record.

(a)Grants for War Memorial Schemes (Min No 24(d)):

The Clerk advised Members that he had recently received a quotation for repairs to the war memorial. It was agreed that the matter be considered by the Estates, Development and Regeneration Committee.

(b)City and County of Swansea Area Review (Min No 29(d)):

The Clerk advised Members that the proposed meeting of the Estates, Development and Regeneration Committee on the 18th June 2015 had to be cancelled.

(c)To consider the possible relocation of the Pontarddulais Post Office (Min No 32):

The Clerk informed Members that he had written to the head office of The Original Outlet Shop in St Teilo Street but had not received any reply.

40.TO RECEIVE REPORTS FROM COUNTY WARD MEMBERS:

County Councillor Downing had previously given a report on the LDP procedure. He advised Members that the City & County of Swansea’s Standards Committee would be merging with the Town and Community Councils Standards Committee. He referred to the accident that had occurred outside Arwel’sHaidresser shop in St Teilo Street when a member of the public fell over the kerb between the pavement and the parking bay. It was agreed that a letter be sent to the City & County of Swansea. Cllr Downing requested Members’ views on a possible 20mph speed limit throughout Pontarddulais. The majority of Members were in favour of the proposal subject to it being properly policed.

There were no matters for consideration.

(l)The Means: to change places for the better:

The Clerk reported a letter from a company called The Means, a place development advisory practice helping improve intelligence about local concerns, engaging with local communities about what they see as important for their area, and help identify the resources to tackle agreed priorities. It was agreed that the letter be discussed by the Estates, Development and Regeneration Committee.

44.TO RECEIVE AND CONSIDER REPORTS FROM THE MAYOR:

The Mayor reported on her civic duties for the past month.

45.TO RECEIVE AND CONSIDER REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES:

The Mayor advised Members that the children’s film would be held in the Institute on Saturday 4th Julyand the Local Produce Market would be held in the Institute on Wednesday 8th July. Cllr Beynon informed Members that the next PACT meeting would be held on Monday 13th July at 6.00pm in the Institute.

46.TO AUTHORISE AND APPROVE THE EXPENDITURE FOR THE MONTH OF JUNE 2015:

The above expenditure was authorised and approved.

47.TO RECEIVE A MONTHLY INCOME REPORT AND BANK RECONCILIATION FOR THE MONTH OF MAY 2015:

The Clerk explained that the monthly income report for May had been presented at the last Council meeting. The June income report would be presented at the next Council meeting. The bank reconciliation report for May was received and accepted.

48.TO RECEIVE PLANNING APPLICATIONS PREVIOUSLY CIRCULATED TO ALL MEMBERS:

(i)71 Glanyrafon Road, Pontarddulais – proposed two storey rear extension & single storey lean to extension;

(ii)95 St Teilo Street, Pontarddulais – proposed bedroom extension to existing first floor flat.

There were no observations concerning the above applications.
