Guidance to clear containers held at UAE ports.

In view of Hanjin Shipping current situation, we wish guide all BKG offices on the options available for customers to clear their cargoes at Jebel Ali.

Please disseminate this guideline to all party concern to guide customers on stranded cargo clearance at Jebel ali.

1. Local inbound cargo clearance at Jebel ali

v  Jebel ali terminal (DP world) will release inbound (FCL) containers after collecting discharge THC & security deposit for the container directly from the consignee.

v  After returning empty container back to DPW terminal, consignee can approach to DPW with empty return EIR to get refund of the container deposit.

v  Consignees can approach Hanjin Dubai office for the delivery order (D/O) & after collecting all outstanding, HJS Dubai office will issue D/O to the consignee.

v  Consignee can approach DPW documentation centre with valid D/O from Hanjin to take delivery of the cargo.

v  Assistance & guidance to the consignees will be provided by Hanjin Dubai office DXBSCC/DXBSCO/DXBSCS teams to clear their cargoes.

Additional charges collecting by Jebel ali terminal (DP world)

Note: These charges shall be collected in additional to DPW default applicable charges e.g. TLUC, storage, reefer, OOG and surcharges etc.

A deposit of AED 5,000/- per 20’ and AED 10,000/- per 40’ will be collected as security for empty containers. Once the empty container returned to terminal, the security deposit shall be refunded to the payer against ‘EMPTY IN’ EIR from terminal.

2. Transhipment Cargo clearance at Jebel ali

At present Jebel ali terminal is not allowing to move any Hanjin T/S cargo to it’s final destinations. Instead customers can clear their cargoes at AEJEA & make their own arrangements to move cargo to its final destinations.

Please find below guidance to clear T/S cargo stranded at Jebel ali.

2.1 Terminate shipment at Jebel ali & release cargo to new party at Dubai.

v  BKG offices to contact shippers & get their confirmation to terminate shipment at Jebel ali.

v  Upon shippers confirmation delivery of the BKG to be amended as Jebel ali & update new consignee details in Hanjin system & inform Dubai office.

v  Shipper should surrender all O/B’s at any HJS office & update in system.

v  After amending delivery as Jebel ali, Hanjin Dubai office will request Jebel ali terminal to change container status from T/S to Local (FCL) & will re-file import cargo manifest to Dubai customs along with new consignee details.

v  After amending container status to FCL, consignees can approach Hanjin Dubai office for delivery order.

v  With valid D/O from Hanjin consignees can approach DPW documentation center to clear their cargo.

v  DPW will collect all charges applicable for local inbound containers (discharge THC & container deposit) & additional charge for status change directly from consignee.

2.2 Cross stuff T/S cargo into other line container & load to its final destination.

v  BKG offices to contact shippers & get their confirmation for the re-work operation at Jebel ali.

v  Shipper/Consignee to appoint suitable forwarder to carry out re-work operation at Jebel ali.

v  Once the arrangement is in place, BKG office to update new forwarder details under consignee colum & update delivery location as Jebel ali & notify Hanjin Dubai office.

v  Shipper should surrender all O/B’s at any HJS office & update in system.

v  After amending delivery as Jebel ali, Hanjin Dubai office will request Jebel ali terminal to change container status from T/S to Local (FCL) & will re-file import cargo manifest to Dubai customs along with new consignee details.

v  After amending container status to FCL, consignees can approach Hanjin Dubai office for delivery order. Along with D/O Hanjin Dubai office will issue NOC letter to carry out cross stuffing.

v  With valid D/O from Hanjin, consignees can approach DPW to arrange cargo re-work at terminal CFS or consignee can take delivery of the cargo & make their own arrangements to re-work cargo into other lines container at their warehouse.

v  DPW will collect all import charges & cross stuffing charges directly from the consignee.

v  If the cargo rework being done at terminal CFS, DPW will not charge container deposit from the consignee.

v  However if consignee takes delivery of the cargo to be cross stuffed at their warehouse, DPW will charge refundable container deposit from the consignee.

2.3 Sub-lease Hanjin full container & load with another carrier as SOC

This option is still under negotiation with Jebel ali terminal.

3. Local inbound cargo clearance at Sharjah & Khorfakkan ports.

v  Both Sharjah & Khorfakkan terminals are releasing inbound containers against valid delivery order (D/O) from Hanjin.

v  Terminal will collect additional THC (as per terminal tariff) & security deposit from consignee while delivering the container.

v  Consignees can obtain delivery order from Hanjin Dubai office after paying all manifested charges in B/L (Including DTHC).

v  If consignee wish to move inbound containers Ex. Khorfakkan terminal to Sharjah ICD (Inland Container Depot) or SCT (Sharjah Container Terminal), consignee has to pay trucking charges directly to terminal & Hanjin Dubai will provide NOC (No objection) to move the containers under consignee’s arrangement.

4. Transhipment Cargo clearance at Khorfakkan.

At present Khorfakkan terminal too is not allowing to move any Hanjin T/S cargo to it’s final destinations. Instead customers can clear their cargoes at Khorfakkan & make their own arrangements to move cargo to its final destinations.

Please find below guidance to clear T/S cargo stranded at Khorfakkan.

4.1 Terminate shipment at Khorfakkan & release cargo to new party.

v  BKG offices to contact shippers & get their confirmation to terminate shipment at Khorfakkan.

v  Upon shippers confirmation delivery of the BKG to be amended as Khorfakkan & update new consignee details in Hanjin system & inform Hanjin Dubai office.

v  Shipper should surrender all O/B’s at any HJS office & update in system.

v  After amending delivery as Khorfakkan, Hanjin Dubai office will request Khorfakkan terminal to change container status from T/S to Local (FCL) & will file import cargo manifest to Sharjah customs along with new consignee details.

v  After amending container status to FCL, consignees can approach Hanjin Dubai office for delivery order.

v  Consignee should have registered custom code with Sharjah customs to clear cargo from Khrofakkan

v  Khorfakkan Terminal will collect all charges applicable for local inbound containers (discharge THC & container deposit) & additional charge for status change directly from consignee.

4.2 Cross stuff T/S cargo into other line container & load to its final destination.

Khorfakkan terminal will consider cross stuffing request from case to case. Consignees has to approach Khorfakkan terminal with cargo & packing details for cross stuffing & terminal will consider on case to case basis & quote cost for the same.

If terminal agree to cross stuff the cargo terminal facility, then the same procedure of import cargo clearance (described in Item 4.1) will apply.

5. Loacal inbound cargo clearance at Ajman port.

v  Ajman terminals releasing inbound containers against valid delivery order (D/O) from Hanjin.

v  Terminal will collect additional THC from consignee (as per terminal tariff) while delivering the container.

v  Consignees can obtain delivery order from Hanjin Dubai office after paying all manifested charges in B/L (Including DTHC).

v  In addition to manifested charges, Hanjin Dubai is collecting container DV value (as per H/O guideline) as a security deposit for the container, which can be refunded after consignee return empty container back to terminal.
