Re: Revised State Recipient Reports / Forms and Training Schedule

In an effort to make our HOME Program reporting forms more customer-friendly, we have revised the reports noted below. We have scheduled trainings through-out the state to help State Recipients learn how to complete the improved forms.

If you have open contracts for any of the above noted HOME Program Activities, you are required to begin using the revised versions effective immediately. (Note: The TBRA Checklist is new - there was no previous version.) If you have any questions about these checklists prior to the upcoming training (see below), please contact your HOME Program Representative.

EXCEL Conversion:

All of the above reports and checklists have been converted from Word to Excel documents, providing users ease in completing the reports and forms. Please work with your HOME Program Representative if you have any questions. See below for information on the state-wide training schedule.

Effective Date for Quarterly Reports:

These reports are to be used by all State Recipients, effective the first quarter of the 2008/2009 fiscal year (July 1, 2008—September 30, 2008). The reports will be placed on the HCD/HOME website after August 1, 2008 to allow the old Quarterly Reports to be used for the last quarter of the 2007/2008 fiscal year (April 1, 2008—June 30, 2008). State Recipients that submit the older versions after June 30, 2008 (reporting any data for the 2008/2009 fiscal year) will be required to resubmit the report, using the correct form.

Please note that the Quarterly Program Income Statement Report will be used to create next year’s Program Income section of the Annual Report. Therefore, it is important that you use the correct version for all four quarters of the 2008/2009 fiscal year.

Homeownership Project Setup and Completion Report:

This report will be online immediately, replacing three old reports. Please begin using this form immediately. As of September 1, 2008 all Setup and Completion Reports for OOR and FTHB Programs that are not on the revised version will be returned to the State Recipient to be completed on the correct form.

Reporting Program Income Administration Funds:

Prior reports requested information only on the amount of Administration Funds “retained” from Program Income received during the reporting quarter. However, this left the state HOME Program with no information on how these funds were expended, or what the State Recipients’ Program Income Administration funds balance was.

The revised report corrects this by requesting Program Income Administration funds balance and expenditure information. The federal HOME Regulations requires that all Program Income funds be expended prior to contract funds being accessed. The Rule separates Activity Funds from Administration Funds. That is, if you have Program Income funds for Activities on hand, you cannot draw contract funds for Activity costs. If you have Program Income funds for Administration on hand, you cannot draw contract funds for Administration costs. The new report allows the state HOME Program to monitor local account balances.

TRAINING:

HOME will be offering a series of 4-hour presentations throughout the state to review the new forms. It is highly recommended that State Recipients and their administrative subcontractors attend these presentations. Please complete and return the Training Registration form (attached) to HCD as soon as possible, as the spaces fill quickly.

NOTE: The training is targeted to two audiences, i.e. State Recipients who only have Project Contracts, and State Recipients with Program Activity Contracts. Both audiences will benefit, but State Recipients with only Project Contracts will only need the part of the training addressing the revised Quarterly Program Income Report, which is required for all State Recipients. This report will be the first on the agenda so that those attendees who only need this training can leave after this form is discussed.
