Research Analyst

MargauxHoagland joined HZA as a Research Analyst in the winter of 2016. Based out of the firm’s Troy, New Yorkoffice, Ms. Hoaglandis participating in the cost evaluations of the Title IV-E Waiver programs in Maine, Arkansas and West Virginia. She is measuring the costs of the Waiver programs, taking into account the placement, maintenance, and contracted service costs of all children and families who have participated in the Waiver initiatives. She is also measuring theaveragecostof achievinga successfuloutcome,includingalloftheresourcesexpended on unsuccessfuloutcomes andtherateofsuccess.

Ms. Hoagland is currently involved in HZA’s assessment of case processing practices in Maine, using data from a time study and random moment surveys to develop time standards for specific case types and measure the time caseworkers take to complete individual tasks, as well as the time they have available to work on cases. In addition to her quantitative experience, Ms. Hoagland conducts interviews with key stakeholders to evaluate the implementation of a collaborative effort between state departments in Maine which are aimed at helping families with substance exposed newborns.

Prior to joining HZA, Ms. Hoagland worked as an Analyst at THREE Group Market Research in Saratoga Springs, New York, where she was involved in the collection of web-based survey data used for brand tracking, brand positioning, concept testing, segmentation, pricing, market sizing, and feasibility studies. She coordinated with research personnel, clients, and outside vendors to ensure the necessary data were captured, and consulted on aspects of questionnaire design. A specialist in statistical analysis, she performed data manipulations and mergers, performed in-depth analyses, and drafted reports detailing findings for clients. Her responsibilities also included programming, sampling and banner plans, data quality and logic checks, monitoring of data collection, data cleaning and organization, and creating banners and crosstabs.

Ms. Hoagland brings several years of experience in research to this project. Prior to joining HZA, she worked as an Analyst at THREE Group Market Research in Saratoga Springs, New York, where she was involved in the collection of web-based survey data used for brand tracking, brand positioning, concept testing, segmentation, pricing, market sizing, and feasibility studies. Since joining HZA in its Troy, New York office, Ms. Hoagland has been involved in cost studies, workload studies and evaluations. She is currently working with Michigan’s Legislative Council on a study of the costs of raising the age of juvenile justice, on a rate setting system for Louisiana’s child welfare and juvenile justice programs and on evaluations of child welfare waivers in Arkansas, Maine and West Virginia. She will assist Dr. Zeller in the management of the project, helping coordinate the work of the staff and coordinating the evaluations in the three counties to generate the maximum amount of evaluative information possible.

Margaux Hoaglandis the lead analyst on a rate setting project for the State of Louisiana’s Office of Juvenile Justice (OJJ) and Department of Children and Family Services (DCFS). When OJJ and DCFS youth are removed from their homes and placed into substitute care, they may qualify for Title IV-E reimbursement. Ms. Hoagland is currently laying the groundwork that will allow HZA to calculate the rates at which facilities are reimbursed with Title IV-E funds. This includes the development of a Facility Budget Calculator and the conduct of a Rate Time Study, both to be used in conjunction for the defensible rate structure of reimbursable expenses for the State of Louisiana.

Ms. Hoagland is assisting in HZA’s evaluation of the Eckerd Rapid Safety Feedback (ERSF) Model in Maine and Connecticut in conjunction with Casey Family Programs and Eckerd itself. The ERSF Model, an approach that utilizes measurement of a baseline of serious risk factors with real-time quality assurance, uses historical data from an agency’s case management system. Ms. Hoagland is working on the outcome evaluation using information from the model’s data portal and case record reviews of local files to compare outcomes for periods before and after implementation.

For a recentassessment of case processing practices in Maine, Ms. Hoagland used data from a time study and random moment surveys to develop time standards for caseworkers working on specific case types. Ms. Hoagland is one of the lead analysts in HZA’s study of 17-year-olds involved in Michigan’s adult corrections system. Using data from multiple sources, she is measuring the costs which would have been incurred by such youth had they been considered juveniles at the time of committing an offense.

Ms. Hoagland also worked as the lead analysis and technical assistance provider on HZA’s rate setting and time study project for the Louisiana Department of Children and Family Services and Department of Public Safety and Corrections. For the project, she developed web-based and paper data collection tools for community-based residential facilities, non-medical group homes and therapeutic foster care providers, conducted webinar trainings and provided ongoing support to staff collecting cost data and surveys from foster care families.
