By-Laws

Vision: Bob Sikes Parent Teacher Organization will continually work to assist the school in providing resources that assist our children in achieving continued educational excellence.

Article I

Section I

The purpose of this organization is to foster a cooperative effort between parents, teachers, administration, staff of Bob Sikes Elementary School and the local communities surrounding the school. This organization will work for improvement of Bob Sikes Elementary school in general, the enrichment of the students’ education, and will disburse resources to that end.

Section II

The name of this organization is Bob Sikes Parent Teacher Organization and operates exclusively for charitable and educational purposes within the guidelines of a non-profit organization. This organization will also follow all established policies, procedures, and guidelines set forth by the Okaloosa County School Board concerning parent-teacher organizations.

Section III

The objectives of this organization are:

(a)To provide financial support by organized fund raising

(b)Administer funds back into the school for the sole purpose of supporting the vision of this organization

(c)Provide a venue where the stakeholders of this school are empowered to take stock in the education of our future

Article II

Membership

Section I

Membership to the Bob Sikes PTO is open to parents, administration, staff, teachers and community members who are willing to uphold the vision and purpose of this organization. A membership year is defined by the school calendar (August-June).

Section II

Dues will be collected annually, and the amount will be determined by the executive board on the first meeting of the newly elected officers for the up coming school year. Payment of dues grants membership to the organization.

Section III

The annual membership drive will occur during the first month of the school year. Membership shall be ongoing throughout the school year.

Section IV

Payment of membership dues entitles each member to vote in any general meeting. All meetings, including executive board meetings are open to the general public, members, and non-members.

Section V

Membership records will be accurately kept and made available to PTO members upon request.

Article III

The executive board

One term of office for the executive board is 1 June to May 31, however in the month of June the gaining and loosing officers will meet together at the executive board meeting for continuity and training purposes. The combined board will at the June executive board meeting will create/review the standing team purpose’s, develop a tentative budget and set a tentative calendar for the new year.

Section I Elections

(a)The board members and their terms are listed as follows;

  1. President-annual
  2. Vice President-annual
  3. Secretary-annual
  4. Treasurer-bi-annual
  5. Teacher Liaison-annual
  6. Member at Large-annual, this position must not be filled by a teacher or Bob Sikes staff member

(b)Elections occur in the month of may

(c)The month of June both the newly elected officers and the current officers will meet as a group and the current officers will train the new officers – both will serve in tandem for one month

(d)The last general meeting will occur after the last executive board meets and at this last general meeting the new officers will be inducted before the general membership.

(e)The principal of the school holds a voting position on the executive board and he/she will be notified of all meeting of the executive board and general meeting at least once week prior to the meeting date.

Section II

Duties of Officers

President:

a)Preside over the meetings of the organization and of the executive board

b)Know and follow the by-laws of the organization

c)Coordinate the work of the officers and committees, in order that the objectives may be met.

d)Use the checklist in the PTO hand book as a guideline

Vice President:

a)Act as an aide to the president

b)Perform the duties of the president in the absence or inability of that officer to serve

Secretary:

a)Record the minutes of all meetings of the organization and of the executive board

b)Present the minutes for approval at the next meeting

c)Publish the minutes in the display case in front of the front office for public viewing

Treasurer:

The fiscal year, for the purposes of funds management, starts July 1 and ends on June 30. (This position is best filled by a school employee who is on campus daily)

a)Coordinate all information regarding PTO funds with the school book keeper

b)Facilitate the collection of all monies of the organization

c)Sign all check requisitions and purchase orders as approved by the organization or executive board. In the event the treasurer is not available to provide a signature, the president may provide the necessary signature for these forms.

d)Present a financial statement at every meeting of the organization and provide a monthly report to the principal

e)The last request for funds must be complete ands submitted to the organization and be in progress at the close the school year

f)Keep and accurate record of all donations and expenditures from individual Adopt-a-Classroom accounts

Teacher Liaison:

a)Be the liaison between the organization and the staff of the school

b)Is expected to pass information about the happenings of the organization to the staff at the monthly faculty meetings

Member at Large:

a)Will be responsible to publish minutes to the parents and other members either by email, mail or paper distribution through the room mother coordinator. This person will also be the voice of the parents and community.

Section III

Vacancy

If at anytime an officer should step down from his/her position the members will be notified of the vacancy and nominations will be accepted for the unexpired term. The vacancy will be filled by a majority vote of the general membership at the next general meeting.

Section IV

The board will meet monthly during the entire calendar year. These meetings are open to the general public, however only members of the board may vote.

Section V

The board has the authority to manage and distribute adopt-a-classroom funds to the appropriate teacher with out presenting this to the general membership for a vote. Funds required for administrative purposes or funds needed to support an approved fundraiser for this organization may be voted by this board with out presenting to the general membership. Funds requested by a teacher must support the mission of this organization and a request for funds form along with a purchase order must be completed. If the requesting person is not available to the board written explanation explaining why the funds are being requested and how these funds will be used to promote the vision/mission/purpose of this organization.

Article IV

Standing Special Teams

Section I

Such standing team shall be created by the Executive Team as deemed necessary to promote the objectives and carry on the work of the organization. The lead of each standing team will be selected by the officers of the organization. Volunteers and nominations will be taken for these lead positions, and only persons agreeing to the position will be selected. The term shall be for one school year.

Section II

Each standing team will present a plan to the executive board. Minutes should be keep at every meeting of the team and submitted to the secretary of the organization.

Section III

The special teams are created by the executive board at the end of each school year for the up coming year. The description and purpose of the team is created and drafted by the executive board, the operation of the team is governed by the leader of the team. The description is to serve as a guideline for the team.

Section IV

The President is a member at large of all special teams. The Vice President takes the place of the President in his/her absence.

Article IX

Amendments

Section I

a)The by-laws may be amended at any regular meeting of the organization by a two-thirds vote of the members present and voting. Notice of the proposed amendment must be given at the previous meeting.

b)The by-laws must be reviewed at the June executive board meeting by the previous board and the gaining board.
