REQUEST FOR PROPOSAL (RFP)
Request for Proposal (RFP) is solicitedin two bid system for providing Facility Management Services (FMS) at MCD Civic Centre,JLN Marg, Minto Road, New Delhi. The building complex consists of one 28 storey tower block and four six storey blocks each. The estimated cost of this work is 9.83 Crores.
BRIEF SCOPE OF WORK
The scope of work includes operation and maintenance of equipments/systems installed, housekeeping and other related jobs to operate and maintain the Civic Centre successfully for the stipulated period as detailed in RFP.
WHO CAN PARTICIPATE
1. The interested perspective bidder must be having an ISO Certification for Facility Management Services (FMS) Sector since more than two years.
2. Theinterested perspective Bidder should have satisfactorily completed during the last seven years ending last day of month May 2010as detailed below :
a)Three similar completed works each costing not less than Rs. 3.6 crores or
b)Completed two similar works each costing not less than Rs.5.4 crores or
c)Completed one similar work costing not less than Rs. 7.2 crores.
And
One completed work of similar nature (either part of above or a separate one) costing not less than Rs.3.6 Crores with some Central/state govt. /central autonomous body/central PSU.
Similar work shall mean the works related to Facility management services including house keeping, civil, horticulture, operation and maintenance of electro-mechanical equipments/installations, maintenance and managing security personnel & equipments, maintenance of auditoriums on lease basis etc.This should be certified by an officer not below the rank of Executive Engineer/Project Manager or equivalent. The value of executed works shall be brought to current costing level by enhancing the actual value of work @ simple rate of 7% per annum, calculated from date of completion to last date of receipt of RFP.
3. The interested perspective Bidder should have Annual Average Facility management services (FMS) Business Turnover equal to or more than 2.7 Crores during the last 3 consecutive financial years.
4. The interested perspective Bidder should have a solvency of Rs. 3.6 crores or more duly Certified by his Bankers.

Cost of Bid documents (Non-Refundable) :Rs. 10000/-
The complete bid document may be obtained against a written request from the following address on any working day between 1100 hours and 1600 hours, on payment of non-refundable document fee in the form of Demand Draft/banker’s cheque in favour of Commissioner,MCD payable at Delhi/New Delhi as per below mentioned schedule:

IMPORTANT DATES:
- Sale of bid document upto: 02.06.2010
- Site visit upto: 07.06.2010
- Pre-bid meeting: 11.06.2010
- Date of submission of bids :18.06.2010 till 1500 Hrs.
- Opening of technical bid :18.06.2010 at 1515 Hrs.
- Opening of financial bid: To be intimated later on to technically qualified bidders only.
GENERAL INFORMATIONS: -
- Interested perspective bidders are advised to go through the documents carefully before participating in the bid.
- Duly filled in Request for Proposal (RFP) received shall be evaluated on the basis of a pre determined criteria and only those qualifying the same shall be considered for the next stage of bidding process.
- The MCD reserves the right to accept or reject any RFP bid and to annul the process and reject all RFP bids at any time without assigning any reason or incurring any liability to the firms.
- Any wrong or misleading information will lead to disqualification.
- RFP bids received after due date and timewill not be entertained.
