When the continuous alarm sounds, you must evacuate the building by the exit and proceed to the assembly point: Grassed area past St. Cadoc House, Temple Street.

Arrangements are in place for the safe evacuation of disabled people.

5.CONFIRMATION OF MINUTES

That the Minutes of the Special Committee’s meeting held on Monday 23rd November2015be approved as a correct record and signed by the Chairman.

6.PUBLIC PARTICIPATION

In accordance with Standing Order 40, Members of the Public will have the opportunity to ask the Chairman any question concerning, or make observations upon, the business of the Council, at the start of the meeting, provided notice of the question along with the name and address of the member of public has been given to the Town Clerk at least four clear days before the meeting where possible, and in any case to the Chairman before the meeting and this applies to all committees of the Council. Members of the Public may also speak on one single item, unless otherwise agreed by the Chair, or Chair of a committee, only per meeting, just prior to that item being discussed. Each person may speak for not more than two minutes, with a maximum of two speakers per item in favour and two speakers per item against or at the Chairman’s discretion. To facilitate the smooth running of the meeting, Members of the Public will be asked to register their interest with the Deputy Town Clerk prior to the start of the meeting.

7.QUESTIONS ON NOTICE BY MEMBERS

In accordance with Standing Order 41, a Member may ask the Chairman any question concerning the business of the Council, provided notice of the question has been given to the Town Clerk at least 4 clear days before the meeting where possible, and in any case to the Chairman before the meeting. The Chairman must rule out of order any statement that is not a question and no question should lead to or result in a resolution with financial considerations.

NOTICE is given that having not received anyobjections to the proposal in the notice dated 13th October 2015, Bath and North East Somerset Council in exercise of its powers conferred by section 23 of the Road Traffic Regulation Act 1984 and after consultation with the Chief Officer of Police, is to install apuffin crossing in the road as specified in the schedule to this notice.

Road – Charlton Road. Location – At a point 20.2 metres north east of its junction with Cleeve Grove.

12.3BATH AND NORTH EAST SOMERSET COUNCIL - (VARIOUS ROADS, KEYNSHAM) (PROHIBITION AND RESTRICTION OF PARKING AND LOADING) (NO STOPPING ON ENTRANCE MARKINGS) (AUTHORISED AND DESIGNATED PARKING PLACES) (VARIATION NO. 2) ORDER 201-

NOTICE is given that the Bath and North East Somerset Council proposes to make an order under provisions contained in the Road Traffic Regulation Act 1984, the effect of which will introduce the following modifications to restrictions in Temple Street,Keynsham:-

  1. Amend the location of the loading bay (restriction to remain Monday to Friday 10am -4pm, 6pm – 7am and Sat – Sun) and the no parking and no loading Monday to Friday 7-10am and 4-6pm; and
  2. Amend no parking and no loading at any time to accommodate the pedestrian crossing adjacent to the loading bay.

Full details of the proposal are contained in the draft order, which together with a map and a Statement of the Council’s Reasons for proposing to make the order may be inspected at The One

Stop Shops at Manvers Street, Bath and at Keynsham Civic Centre, Market Walk, Keynsham during normal office hours.

12.4 UPDATE OF THE NEIGHBOURHOOD DEVELOPMENT PLAN.

Update on the next steps for the Neighbourhood Development Plan (NDP). Detailed report in respect of setting up of a steering group, working parties and topic areas for the Neighbourhood Plan to be considered at the Planning and Development Committee meeting on 4th January 2016. At this meeting it can be decided on how to form the steering group and how to recruit people on to it ( i.e numbers, Councillors, other interest parties).
