City Administrators Report / 2015 STREET IMPROVEMENTS:
The 2015 road improvement bids consisting of parts of Morgan Street (Woodville Road to Gould Street); Beach Street (Woodville Road to Gould Street); Curtice Road (patching near Wheeling Street); Venice Drive (Oregon Road to Jamestown Drive); Lester Avenue (Orem Road to Old Curtice Road); Tracy Road (north corporation line to East Andrus Road); and Wales Road (500 feet east from Tracy Road) were opened on April 29, 2015 with the low bidder being Henry W. Bergman, Inc. with a bid of $276,493.50.
Upon the recommendation of the City Engineer and the Public Service Director, I recommend a motion directing the city administrator to sign all necessary paperwork to award the 2015 street contract to Henry Bergman, Inc. in an amount not to exceed $276,493.50.
A copy of the tabulation sheet is attached. The estimated cost of the 2015 street projects was previously set at $333,000.00

THERMAL IMAGING CAMERAS ASSISTANCE TO FIRE FIGHTERS GRANT:
The City was successful in obtaining a grant for 95% of the cost of two thermal imaging cameras ($23,000) for use by the fire department. The grant is in the amount of $21,905 with the City’s portion being $1,095 for the cost of replacing the existing 15 year old units.
As recommended by the Safety Sub-Committee, I also recommend a motion authorizing the Fire Chief to sign the necessary paperwork to accept the Assistance to Fire Fighters Grant award for the 2 thermal imaging cameras.

ODOT PUBLIC MEETING CONCERNING I-75 PROJECT TO FLATTEN THE CURVE BETWEEN WALES ROAD AND MIAMI STREET (et al):
The Ohio Department of Transportation will hold a public meeting for the above project on May 19, 2015 in the Westfield School Gymnasium located at 617 Western Avenue, Toledo, Ohio anytime from 4:00 to 6:00 p.m.

New Business: / Council Member Schimmel brought up discussion on the Pipeline. He recommends that we draft a resolution to oppose the pipeline and address the concerns.

Persons Appearing Before Mayor and Council: / Hunter Wolff, 233 Wilson St: He came before Mayor and Council to see if there is a way he can get a petition for the “Dog biting Law” from 3 times to 1. He believes if a dog bites a person once it should not have an opportunity to attack again and in the City of Northwood we do not destroy a dog until it has harmed a human 3 times (biting) . His brother was bite one time and he feels this dog is a threat and don’t want to see another child or person hurt by this animal.
Chief Cairl spoke to him after council meeting.
