SUMMARYThis study note provides the draftICAO AIM quality manual accordingly the action agreed in AIS/AIMSG/1. And this study note discusses a new quality standard ISO9001:2008.The group is invited to review and discuss these items for development of a new ICAO AIM Quality Manual.
1.INTRODUCTION
1.1In AIS/AIMSG/1 held in Dec. 2008, the study group agreed the following action.
Action agreed 1/20 — AIS quality manual
That:
a) group members provide, to the Rapporteur of the group in b) below, examples of AIS quality manuals in use in States;
b)an ad hoc group, consisting of Susumu (Rapporteur), Greg, Manfred, Charity, Augustin and Tony* develop a plan, to be completed by 1 March 2009, for the production of a new AIS quality manual to be based on the fundamental structure of the Manual on the Quality Management System for the Provision of Meteorological Service to International Air Navigation (Doc 9873);
c) the ad hoc group provide a draft AIS quality manual for review by the AIS-AIMSG/2meeting; and
d) the ad-hoc group develops guidance material on the means for measuring integrity tobe included in the AIS quality manual.
According to this agreement, the ad-hoc group developed the DRAFT version of the manual.
1.2The SG group also agreed that the following documents may be used as resources for a new AIS quality manual:
a)Manual on the Quality Management System for the Provision of MeteorologicalService to International Air Navigation (Doc 9873);
b)World Geodetic System — 1984 (WGS-84) Manual (Doc 9674), Chapters 2 and 6;
c)Quality Assurance Manual for Flight Procedure Design (Doc 9906);
d)Draft ICAO AIS Quality Manual;
e)CHAIN Principles of Quality Management;
f)AIS Data Process (ADP) and Static Data Procedures (SDP); and
g)States’ AIS quality manuals.
1.3The ad-hoc group added the following document as material.
a)The manual of quality system in APAC, “A QUALITY SYSTEM FORAERONAUTICALINFORMATION SERVICES(AIS)”.
2.DISCUSSION
2.1The structure of draft version and relations to resources are shown in Table-1. The group finds the whole of the draft version in attachment of this study note.

The differences of ISO 9001:2000 and 2008 / Developed
2.2ISO9001:2008
2.2.1ISO 9001:2008, which was published on 15th Nov. 2008, replaces the year 2000 version of the standard. ISO 9001:2008 introduces no new requirements. ISO 9001:2008 only introduces clarifications to the existing requirements of ISO 9001:2000 based on eight years of experience of implementing the standard world wide with about one million certificates issued in 170 countries to date. It also introduces changes intended to improve consistency with ISO14001:2004.
2.2.2However, according to Joint IAF-ISO communiqué(see Table-2), One year after publication of ISO 9001:2008 all accredited certifications issued (new certifications or recertifications) shall be to ISO 9001:2008.Twenty four months after publication by ISO of ISO 9001:2008, any existing certification issued to ISO 9001:2000 shall not be valid.

Joint IAF-ISO communiquéImplementation of accredited certification to ISO 9001:2008
ISO (International Organization for Standardization) and the IAF (International Accreditation Forum) have agreed an implementation plan to ensure a smooth migration of accredited certification to ISO 9001:2008, after consultation with international groupings representing quality system or auditor certification bodies, and industry users of ISO 9001 certification services.
ISO 9001:2008 does not contain any new requirements
They have recognized that ISO 9001:2008 introduces no new requirements. ISO 9001:2008 only introduces clarifications to the existing requirements of ISO 9001:2000 based on eight years of experience of implementing the standard world wide with about one million certificates issued in 170 countries to date. It also introduces changes intended to improve consistency with ISO14001:2004
The agreed implementation plan in relation to accredited certification is therefore the following:
Accredited certification to the ISO 9001:2008 shall not be granted until the publication of ISO 9001:2008 as an International Standard.
Certification of conformity to ISO 9001:2008 and/or national equivalents shall only be issued after official publication of ISO 9001:2008 (which should take place before the end of 2008) and after a routine surveillance or recertification audit against ISO 9001:2008.
Validity of certifications to ISO 9001:2000
One year after publication of ISO 9001:2008 all accredited certifications issued (new certifications or recertification) shall be to ISO 9001:2008.
Twenty four months after publication by ISO of ISO 9001:2008, any existing certification issued to ISO 9001:2000 shall not be valid.
2.3For the following points of view, it becomes a big problem how a new quality manual should be corresponded with ISO9001:2008;
a)this manual will be published after Nov. 2010; and
b)some states, e.g. China, have a plan to carry out certification of QMS following the ISO 9001:2008.
2.4Under this situation, we propose a new manual shall be followed the ISO9001:2008. Fortunately, 2008 is the almost same as 2000. So, our modification work will be not hard.
Note. The group finds the details of the differences of 2000 and 2008 in Appendix 8 of the draft manual.
2.5Forcorrespondence with the future revision of ISO9001, this manual will be revised in the future?
3.ACTION BY THE AIS-AIMSG
3.1The group is invited to:
a) review the draft of ICAO AIM quality manual; and
b) discuss concerning about ISO9001:2008.
