2015 PAVING PROJECTS

The Town of Greene is seeking bids for its 2015 paving projects throughout the Town. Bid specifications are listed on the attached “2015 Paving & Roadwork Specifications”. These specifications shall form the basis for all Bid submittals. Contractors must provide proof of insurance and guarantee. All questions or comments concerning the Bid process, specifications, or to receive a Bid Packet, shall be directed to Charles Noonan, Town Manager, Town of Greene, P.O. Bids must be received at the Greene Town Office by 2:00 PM on July 7, 2015 at which time they will be publicly opened. All bids must be submitted on the “2015 Paving & Roadwork Bid Form” provided, signed and submitted in a sealed envelope and clearly marked “Paving Bids”. Awards will be made within 30 days of Bid Opening.

The Town of Greene reserves the right to accept or reject any and all bids, to negotiate the bids, to split bids and/or add or delete the scope of the bids and to take any action deemed in the best interest of the Town.

2015 Paving & Roadwork Specifications

General Specifications:

A. All bids must contain and include all equipment, labor and materials to satisfactorily complete the job in a timely fashion. All work will be done in strict accordance with Maine Department of Transportation Standard (MDOT) Specification Section 401. The 2014 Paving & Roadwork Bid Form that is enclosed must be used and filled out properly. Total price and tonnage requirement must be included as well as any hauling and placing of material.

B. All signage and traffic control or any preparatory work must be included in the bid price. This also includes sweeping of roads before shimming and/or tacking and fine grading of gravel roads. Successful Bidder shall ensure that all OSHA and MDOT safety requirements are met.

C. The Town of Greene reserves the right to eliminate, change or add on to the proposed projects without any change to the unit price. The Town of Greene reserves the right to waive any informalities or reject any or all bid proposals.

D. Specific schedule of dates of paving must be provided and adhered too.

E. All quoted thickness must be the compacted amount and all material must meet MDOT Standard Specifications.

F. The 2015 Paving & Roadwork Bid Form that is enclosed must be submitted and filled out properly. Total price and tonnage requirement must be included as well any hauling and placing of material.

G. All paved driveway entrances shall have a butt cut apron that matches into the existing pavement. Graveled driveways shall have a paved apron of 8 inches.

H. The Road Commissioner, or his agent, will take random samples to insure proper material and thickness are applied.

I. All Bidders are required to inspect, measure and otherwise familiarize themselves with the all aspects of the projects within the 2015

Paving & Roadwork Specifications prior to bidding.

J. Any questions or comments concerning the Bid Specifications or Projects shall be submitted in writing at least 5 days prior to the Bid submission deadline to the Town Manager, Charles Noonan, Town of Greene P.O. Box 510, Greene, Maine 04236. All responses will be returned in writing prior to bid submission.

K. INSURANCE AND LIABILITY:

The Contractor shall take all responsibility of the work and take all

precautions for preventing injuries to persons and property in or about

the work; shall bear all losses resulting to him/her on account of the

amount or character of the work or because the nature of the land in or on which the work is done is different from what was estimated or expected or on account of the weather, elements or other cause; and he/she shall assume the defense of and indemnify and save harmless the Town of Greene and its officers, agents and servants from all claims relating to labor and materials furnished for the work; to inventions, patents and patent rights used in doing the work; to injuries to any person or corporation received or sustained by or from the Contractor and his/her employees in doing the work, or in consequence of any improper materials, implements or labor used therein; and to any act, omission or neglect of the Contractor and his/her employees therein. The Contractor shall procure and maintain for the life of this Contract insurance of the types and to the limits specified below. Certificates of such insurance showing policies and adequacy of protection shall be filed with the Town Manager for his/her approval before permission to commence work will be granted.

L. Workmen's Compensation Insurance for all employees employed at the site of the project; and, in case any work is sublet, the Contractor shall require the sub-contractor similarly to provide coverage for the latter's employees unless such employees are covered by the protection afforded the Contractor; all coverage’s to be in accordance with State of Maine laws in effect and the requirements of the Industrial Accident Commission.

M. General Liability Insurance with minimum limits of liability for bodily injury in the amount of $500,000 combined single limit and minimum limits of liability for property damage in the amount of $100,000 combined single limit. General liability coverage shall include Owners' or Contractors’ Protective, Product and Completed Operations, Comprehensive, Explosion (X), Collapse (C), and Underground (U) coverage’s.

N. Automotive Liability Insurance with minimum limits of liability for

bodily injury in the amount of $500,000 for each occurrence and

minimum limits of liability for property damage in the amount of

$100,000. Automobile liability coverage shall include owned, hired and non-owned vehicles.

DISPUTE RESOLUTION COSTS AND EXPENSES:

In the event of any dispute between or involving the Town of Greene and Contractor, whether resolved by arbitration, litigation or some other mechanism of dispute resolution, in the event that the Town of Greene shall be a prevailing party, Contractor shall reimburse the Town for its attorney’s fee and costs reasonably incurred in connection with the resolution of the dispute.

ASPHALT ESCALATOR:

The Town of Greene has adopted Section 108 of the Maine DOT Paving Specifications.

PAYMENT

108.4.1 Price Adjustment for Hot Mix Asphalt: For all contracts with hot mix asphalt in excess of 500 tons total, a price adjustment for performance graded binder will be made for the following pay items:

Price adjustments will be based on the variance in costs for the performance graded binder component of hot mix asphalt. They will be determined as follows:

The quantity of hot mix asphalt for each pay item will be multiplied by the performance graded binder percentages given in the table below times the difference in price between the base price and the period price of asphalt cement. Adjustments will be made upward or downward, as prices increase or decrease.

Hot Mix Asphalt: The quantity of hot mix asphalt will be determined from the quantity shown on the progress estimate for each pay period.

Base Price: The base price of performance graded binder to be used is the price per standard ton current with the bid opening date. This price is determined by using the average New England Selling Price, as listed in the Asphalt Weekly Monitor.

Period Price: The period price of performance graded binder will be determined by the Town by using the average New England Selling Price, listed in the Asphalt Weekly Monitor current with the pay period ending date of the progress estimate. The maximum Period Price for paving after the adjusted Contract Completion Date will be the Period Price on the adjusted Contract Completion Date.

The undersigned has inspected all the paving and roadway projects for which I have submitted a Bid and have familiarized myself with all the conditions likely to be encountered that will affect the cost and schedule of work. Specifications Paving

The work shall consist of the furnishing and placing of one or more courses of Maine Department of Transportation (MDOT) approved Hot Mix Asphalt (HMA) pavement on existing paved or gravel roads properly prepared for paving. The finished product shall conform to all required grades, thickness and slopes as required to maintain proper drainage.

Paved Streets: The Contractor shall be responsible for thoroughly

cleaning all holes, cracks, or loose unstable material from the existing

surface to be worked. The area to be patched shall have an approved

bituminous tack material applied to all edges prior to patching. Patching shall be by hand or a leveling course placed mechanically using paving equipment. All patching material shall be thoroughly compacted using hand tampers or rollers. The Contractor shall be responsible for providing any hand or mechanical sweeping prior to leveling shim or resurfacing of the work area. The Contractor shall be responsible for the removal of any material not removed by the sweeping equipment. No direct payment for surface preparation and patching will be made. The cost of all such work shall be included in the unit price for leveling course. In all cases, the preparation of existing surfaces shall comply with the MDOT Standard Specification 401.11.

Surface Preparation:

Paved Streets: The Contractor shall be responsible for placing a leveling course as needed, utilizing mechanical paving equipment. All edges and the surface to be leveled shall have an approved bituminous tack material applied and the leveling course shall be thoroughly compacted, using powered tampers and rollers.

Unpaved Streets: The Contractor shall be responsible to insure final and proper grade and crown on all unpaved streets.

HAND PAVING:

The preparation work to be done by the Contractor prior to hand placing of the asphalt shall consist of cleaning the edge with a broom or similar tool, applying a tack coat to the edge to insure a good joint. The newly placed asphalt shall immediately be rolled insuring proper compaction equipment for the paving operation. The Town shall notify the contractor when hand paving is needed on a project. The contractor shall be responsible for all traffic control at his or her own expense

BITUMINOUS TACK COAT

A bituminous tack coat shall be applied to existing pavement prior to placing an overlay. A tack coat shall be required between a newly installed leveling course and a new surface course. A tack coat will not be required between a newly installed binder course and a new surface course if both courses are placed in the same working day. The installation shall be as per the latest MDOT Specifications. The distributor truck shall be capable of applying bituminous material uniformly at various widths and maintained in a leak free condition. The type and grade of bituminous material shall be submitted to the Town of Greene at the pre-construction meeting for review and approval. No direct payment will be made for this work and it will be considered incidental to the cost of the paving. A tack coat shall be installed over 100% of an existing pavement to be resurfaced.
