FUNCTION OF DEPARTMENT / The Conflict, Humanitarian & Security department’s Operations Team (CHASE/OT) is contracted through Crown Agents by the Department for International Development (DFID) to provide an operational team delivering advice and assistance on humanitarian issues.

MAIN JOB PURPOSE / (a) to support DFID’s humanitarian policy as well as humanitarian response both long term/chronic and acute/rapid onset
(b) to support existing and emerging CHASE work on spend, results, impact and VFM analysis across the full range of DFID’s humanitarian work.
MAIN RESPONSIBILITIES OF JOB / Provide humanitarian expertise and analysis to support the development of a comprehensive new programme of work on humanitarian results, VFM, impact and accountability.
Lead specific work within the results and VFM work-plan, liaising with key stakeholders across DFID and with international partners, delivering timely and high quality products and analysis, including during response.
Work effectively with programme and administrative staff to ensure humanitarian and other programmes are well managed to achieve maximum impact and meet Crown Agents and DFID standards for project cycle management.
Identify, design and advise on response strategy and monitor implementation of projects and programmes in areas covered by the UK Government’s humanitarian agenda as required.
Develop comprehensive frameworks for monitoring spend, results and impact across DFID and key partners’ response work.
Support the development and adoption of a comprehensive set of common humanitarian indicators for partners and DFID direct response.
Develop guidance on humanitarian results and VFM and help disseminate these through a results website and training programme.
Monitoring and improving the cost effectiveness of DFID’s humanitarian work and that of international humanitarian partners.
Support the improvement of DFID systems/processes in order to increase their responsiveness/timeliness in an emergency.
Help CHASE support country offices e.g. in developing material for business cases etc. and provide inputs as requested to support wider DFID humanitarian cadre discussions.
Manage small teams as required.
Any other duties as appropriate to the position, as requested.

JOB SPECIFICS & CIRCUMSTANCE:
Requirement / Level
Qualification / All Humanitarian advisers are required to have a minimum of a masters degree or equivalent level of academic and professional experience in a subject area clearly related to humanitarian work. In exceptional circumstances substantial experience will be accepted in lieu of higher degrees. Knowledge and experience gained working on or in developing countries and/or in fragile and conflict affected environments, is required. Humanitarian advisers are required to demonstrate knowledge and experience of technical competencies alongside the core DFID competencies.
Experience / The humanitarian results adviser should have experience of:
1. Humanitarian risk assessment and analysis.
2. Planning and managing humanitarian responses.
3. Humanitarian theory, practice and architecture.
4. Demonstrated ability to produce high quality reports and analysis.
5. Demonstrated quantitative skills.
6. Willingness to deploy in support of DFID’s work in a humanitarian emergency.
Highly Desirable / ·  A background in results/performance management, economics, monitoring & evaluation or statistics.
·  Experience of working with DFID or another international agency in a development or humanitarian context.
·  Expertise in another humanitarian technical area.
·  Experience of working in complex and difficult contexts.
·  Experience of carrying out economic analyses.
·  Experience of carrying out value/supply-chain analysis.
·  Experience of carrying out evaluations including impact assessments and/or creating frameworks for monitoring results.
Circumstance / Level
Deployment / Maintain full readiness to undertake overseas deployment and Duty Officer role when required.
