Luther Forest and Stonebreak Road Station Above Grade Construction

Pre Bid Meeting2/2/09

The meeting began at approximately 9 AM. Jon Dawes gave a brief overview of the Luther Forest Campus and ETL project.

Joe Procopio gave an overview of the specification requirements including:

The Luther Forest ETL project will eventually be turned over to National Grid that is why the specifications include National Grid’s standard requirements for station construction and Testing and Commissioning.

Two independent contractors are required: one for construction and a second for Testing and commissioning. One contractor cannot be awarded both contracts.

Requirements of ESD were reviewed as New York State is providing funding for the project: bid bond and performance bond, lien release, certified payroll, Women and Minority goals.

Payment by LFTC would be 40 days after receipt of invoice, 10% retention would taken on each invoice.

Schedule was indicated along with bid due date.

Gerry Martuscello gave an overview of the technical portions of the specifications.

Major equipment has been ordered and is stored on the Wright Malta site. Depending on weather, the route to get from the storage area to the station could be longer if the internal roads are covered with snow and ice. Another option may be for the contractor to plow the internal roads if necessary.

Station steel is delivered and stored on the Luther Forest station site.

The take off structures are on order and are presently also being delivered to the LF station site. The Stonebreak structure will need to be re loaded and transported as there is insufficient space on the Stonebreak site for storage. The take off foundations are part of the line construction package which has not been bid yet.

The steel poles for the transmission line are also being stored on the station site which will add to the traffic in the station once the line contractor starts to spot the poles.

The material list indicates all of the pre purchased material by LFTC. The contractor will be required to supply all miscellaneous items not indicated as pre purchased.

There were a few questions from the group:

A separate bid bond is required for each contract.

The remaining pre purchased equipment is in the bidding process and we anticipate delivery mid March to early April.

The relay panels are coming from keystone and scheduled for delivery starting the last week of February. The relay panels will be installed in the cabinets.

National Grid will provide the relay settings.

After the meeting the Wright Malta site was visited to show everyone the stored equipment and followed by a tour of the site roads and the Luther Forest station including the interior of the control house and the Stonebreak Road transition station.
