Re. Case Study Proposal

Dear Sir/Ma'am

Below is the proposal for case study data collection and publication. To scale up the impact of A Single Drop for Safe Water inc. the Water, Sanitation and Hygiene (WaSH) development model within government and development agencies as well as at the community must change to be more effective. In 2014 through Echoing Green (thought leadership cohort of 10 international organizations) ASDSW started working on becoming a thought leader with a goal to "change the perception of all stakeholders with respect to the rights and responsibilities of individuals for sustainable development of WaSH services".

To date, ASDSW has attended two Echoing Green Retreats working on the "big idea" and communication skills. A third is scheduled for September/October which will work on "the pitch", with a final gathering in November to review progress etc. This is also continuing with Ashoka fellow supporting activities being tailored for thought leadership.

In addition to this ASDSW funded and held a workshop with its own staff and Mike Gnilo (UNICEF WaSH) to develop the ideas and an advocacy strategy. The case studies data collection and publication is one of the key parts of the strategy.

To do this it is estimated that the total budget is 1,584,000 Php. This is made up of consulting fees for data collection, writing, layout, still and video documentation as well as expenses. ASDSW would pay for 500,000Php of this with 1,079,000 Php being covered by Boehringer Ingelheim. Note that upon commissioning of the consultants the budget would be revised.

1. Rationale

Currently there are about 9 million people with limited access to safe water and even more with no access to quality sanitation facilities. ASDSW has been working in the field through direct service delivery with outside funding since 2006. The model developed which concentrates on the 3 main pillars and the stakeholders involved, is more successful than traditional WaSH development. This also aligns with some of the national government initiatives, particularly with the WaSH Governance direction of DILG.

ASDSW cannot directly service the 9 million people that need better access. Government and Development Agencies have the resources, but need to approach the development aspects of WaSH by working on Demand, Governance as well as Supply.

By advocating with these major stakeholders, providing evidence, and showing alignment with government policy we believe that we can change this development picture during the next administration so that its implementation and guidance can more effectively improve the WaSH condition for all.

2. What is the Advocacy

Water, Sanitation and Hygiene is a health and poverty alleviation issue. Improvement in WaSH, results in direct improvement in quality of life, health and wealth. However it is not prioritized as such by families, communities and government, which results in needs but no demand, fragmented governance and limited sustainability of implemented programs and projects.

WaSH is not about pumps, pipes, filters, wells or toilets, it's about people!!!! There is an interaction between communities and government in 3 pillars. Demand, Governance and Supply and where these pillars intersect is where success lies.

Within this framework there are "4 Big Ideas"

  1. Sustainability can be attained at the Intersection of Demand, Governance and Supply
  2. Community Demand is required to drive both the supply and governance of their WASH Services
  3. Good WASH Governance will only be attained by stimulating real demand through participation.
  4. Communities and their governments hold accountable, and when necessary support the supply sectors to meet the demand for equitable services

If we can support these 4 big ideas then we hope to “Change the perception of all stakeholders with respect to the rights and responsibilities of all individuals to Sustainable Development of WASH Services.”

3. Case Study Outline

Working Title: "Water, Sanitation and Hygiene Development, The New Paradigm"

Moving from traditional supply to empowerment of government and communities within the existing Philippine framework.

The main text of this publication would consist of 4 sections

  1. WaSH development Status

·  The state of Water and Sanitation access in the Philippines:

·  Rate of change of access in rural communities in the last decade

·  Relevant WaSH related policies

·  Status of funding for Water and Sanitation

  1. Theory of change

·  The relationship between Governance, Demand and Supply

·  Traditional approach and rates of success

·  WaSH is not just about health but about poverty alleviation and child development

  1. Case studies and relationship to theory of change

·  Based on the 4 ideas case studies with a mixture of data and anecdotal evidence supporting the 4 ideas.

·  Mixture of ASDSW projects as well as others including government, UNICEF and NGO programs/initiatives

  1. How the theory of change, supported by case studies can be implemented under current working environment

·  Using the case studies identify keys to sustainability as supported by the 4 ideas.

·  Conclusions on policy change

·  Conclusions on paradigm shift

Note that this would also include a launching, complete with a media campaign targeting key government departments, UN and development agencies.

For cost allocation purposes we propose 500,000 for ASDSW and 1,079,000 for BI. Detailed budget is included in the attachment which estimates number of days required as well as rates for expenses etc. These would be liquidated at cost.

Note the following:

·  Assumes that the consultant used for data gathering and writing is Manila based.

·  A single photographer/videographer to accompany the consultant for part of field work to document and provide more interactive platform via the internet.

·  Single person data gathering and writing

·  BI may have contacts for layout and publication that could provide better price or could be supplied as in-kind

·  Consulting fees would be confirmed with detailed contract and would be fixed price for deliverables rather than a daily rate. Daily rate used for estimation purposes.

·  All work product produced would include BI visibility and credit as appropriate.
