F13/1276 MINUTES OF THE ANNUAL PARISH MEETING HELD ON MAY 21st 2012
The Minutes had been circulated. It was proposed by Councillor R Knight and seconded by Councillor S Snell, all members were in favour and thus it was
RESOLVED that the Minutes be signed by the Chairman as a true and accurate record of the meeting.
F13/1277 MATTERS ARISING FROM THE MINUTES FOR INFORMATION
Hollinswood Junior and Infant Schools have amalgamated to form Hollinswood Primary School and Nursery. The Parish Council continues to enjoy a close working relationship with the staff, governors and pupils.
F13/1278 CHAIRMAN’S REPORT
The Chairman had circulated a copy of his report. He confirmed his thanks to all members and staff for their support throughout the year. A special thank you was extended to Mrs Pat Hassell, who had retired as a Councillor, after many years of service to Hollinswood & Randlay Parish Council.
F13/1279 FINANCIAL REPORT
The Clerk circulated a copy of the financial report for the end of the year 2012/2013 subject to Audit. A copy will be attached to the Minutes.
Members wished to record their thanks to the Clerk and Finance Manager.
F13/1280 BUDGET 2013/14
The Clerk introduced the budget for 2013/2014 and highlighted the projects that had been included.
The precept for 2013/14 has been set at £163,015.
F13/1281 REPORT FROM THE NEDGE WARD MEMBERS
Councillor McClements and Councillor C Turley gave a full report which included details relating to their Ward Work and Borough Work.
Borough Work
The Council main office has relocated to Addenbrooke House in order to reduce Council Capital Debt and is using 24 properties around the Borough. Overall last year, the Council worked well within its budget, although winter maintenance will result in an overspend due to the extended winter period. Safe-guarding children continues to put pressure on the Council. 603 new businesses have come to Telford and unemployment here is below the regional average. A project is in its infancy to provide new homes which will be council-owned but built by a private company. Three areas have been identified within the Nedge Ward and consultation with the Parish Council will take place later in the year.
Ward Work
Once again, this year has seen a busy case load, however it is pleasing to note that ASB is lower on the list. The Ward Members hold regular council surgeries across the Ward and receive on average 6 / 7 enquiries per day. The Housing Trust has ceased its walkabouts, but the Members continue to work with partners through the PACT scheme. Issues have included drainage, fly-tipping, trollies, street signs, trees, travelers, housing, disabled access and adaptation.
Co-operative Fund
£3000 has been spent on local projects at Dudmaston, Canal Wood, Hollinswood Pavilion and to purchase and refill additional grit bins.
Community Development Fund
The CDF has allocated over £9500 to date on local projects with further funding anticipated until 2015.
Overall the year has been demanding, but successful.
TWC is to lobby Eric Pickles for a ‘Fair Deal for Telford’ on behalf of the communities within the Borough.
Councillor H Unwin thanked the Members for attending and for their help and support throughout the year.
F13/1282 REPORT FROM WEST MERCIA POLICE
PC Jenny Nally and CSO Williams attended the meeting. There was no report, as such, but information was available that they have established a good team that has been together for 3 ½ years. ASB and crime figures are on the decrease. The Local Policing Team is working to reduce risk and harm. They want the community of the Parish to feel safe and to respect the area in which they live and work. Consequently, the police works closely with the Parish Council and Ward Members and thanks were extended for the work in our patch.
Councillor H Unwin thanked the Local Policing Team for attending and for their help and support throughout the year.
F13/1283 POSITIVE PATHWAYS
Sam Matthews (Tutor) and Edward and Christine (Students) from TCAT attended to give a presentation regarding their Positive Pathways course which takes place at Hollinswood Pavilion three days a week. The students outlined the course, its aims and objectives and in particular, the help and support that they receive through it.
It was pleasing to hear the success of the course and in particular the success of the students that have been able to attend and gain qualifications through this route.
