Minutes of the Video Conference meeting held on 09thNovember, 2017 with the officials of State Governments on Soil Health Card (SHC) Scheme.

The status of SHC scheme was reviewed in the Video Conference meeting held on 09th November, 2017 with the State Governments in which Officials from INM Division and NIC also participated.

2.The Joint Secretary (INM) welcomed the participants and briefed the States on the under mention issues to be discussed in the present Video Conference:

1. District-wise progress ofSoil samples collection, testing, printing & distribution of

SHCs;

2. Proposals for the establishment of Soil Testing Projects at Village level by local

Entrepreneurs under SHM;

3. Proposals on promotion & distribution of micronutrient components under SHM;

4. Publicity Proposals to popularize and publicize Soil Health Cards;

5. Progress of portal entries for soil sample registration, soil sample collection, testing

& printing & distribution of SHCs by NIC;

6. Latest status of Utilization Certificates.

Chairperson also pinpointed that states should provide centroid Lat/Long values pertaining to each soil samples collected and also cross check reconfirm that all the samples are within the states boundary besides furnishing conversion factor used for estimating available N from OC data.

In all 18 States/UTs attended the Video Conference viz Uttar Pradesh,Punjab,Meghalaya, Kerala, Chhattisgarh,Karnataka, Andhra Pradesh, Telangana, Uttarakhand, Jharkhand, Gujarat, Rajasthan, Odisha, Chandigarh, Puducherry, Tripura, J&K and Tamil Nadu.

The state-wise salient points discussedare presented below:

  1. Uttar Pradesh: The state has promised to complete the cycle-I by 5th December, 2017 and cycle-II by 31st March, 2018. The state will furnish 16 proposals for setting up of village level soil testing projects by rural entrepreneurs by 15stNovember, 2017pertaining to SAGY villages.
  2. Punjab: The state has promised to complete the cycle-I by 31st December, 2017.
  3. Meghalaya: The state has completed cycle-I in all respect whereas 61% & 45% Soil Sampleshave been Collected & Tested respectively so far in respect of cycle-II. The state will furnish 2 proposals for setting up of village level soil testing projects by rural entrepreneurs within two weeks.
  4. Kerala: The state will furnish some proposals for setting up of village level soil testing projects by rural entrepreneurs by 15stNovember, 2017. The state has been advised to delete the duplicate portal entries.
  5. Chhattisgarh: The proposals for setting up of village level soil testing projects by rural entrepreneurs have also been initiated. The state did not require any funding under Micronutrient component of SHM however proposal on the publicity aspect will be furnished by 15stNovember, 2017.The state has been advised to furnish success story pertaining to the group of farmers of Balram Pur district.
  6. Karnataka: The state has completed cycle-I in all respect whereas 52% & 42% Soil Samples have been Collected & Tested respectively so far in respect of cycle-II. The state did not require any funding under Micronutrient component of SHM .
  1. Andhra Pradesh: The state has completed cycle-I in all respect whereas the state will complete the cycle-II by March, 2018. The state will furnish 11 proposals for setting up of village level soil testing projects by rural entrepreneurs within two weekspertaining to SAGY villages.
  2. Telangana: The state has completed cycle-I in all respect whereas 83% & 18% Soil Samples have been Collected & Tested respectively so far in respect of cycle-II.
  3. Uttarakhand: The state has completed cycle-I in all respect whereas 65% & 51% Soil Samples have been Collected & Tested respectively so far in respect of cycle-II. The state has promised to furnish the UC in all respect within a weeks time.
  4. Jharkhand:The state has promised to complete the cycle-I in all respect by 5th December, 2017. The state will furnish the UC by 20th November, 2017.
  5. Gujarat:The state has promised to complete the cycle-I and Soil Testing of Cycle-II by 5th December, 2017.The state will furnish a proposal on publicity aspect by 20th November, 2017
  6. Rajasthan: The state has completed cycle-I in all respect whereas 56% Soil Samples have been Collected so far in respect of cycle-II. The state has been advised to furnish the progress of cycle-III separately. The state will furnish 16 proposals for setting up of village level soil testing projects by rural entrepreneursand proposal on the publicity aspect by 15th November, 2017The state did not require any funding under Micronutrientcomponent of SHM.
  1. Odisha: The state has promised to complete the cycle-I by 5th December, 2017. The state will furnish some proposals for setting up of village level soil testing projects by rural entrepreneurs by 20th November, 2017.
  2. Chandigarh: ADO was advised to submit proposal on organic farmingas per the guidelines available on the department’s website-
  3. Puducherry:The state has completed cycle-I in all respect whereas 84% Soil Samples have been Tested so far in respect of cycle-II whereas UC’s for the period 2016-17 & 2017-18 will be furnished separately.
  4. Tripura:The state has completed cycle-I in all respect whereas 47% & 34% Soil Samples have been Collected & Tested respectively so far in respect of cycle-II. The state has promise to furnish some proposals for setting up of Soil Testing Projects by Rural Entrepreneur, micro-nutrient component by 20th November, 2017.
  5. J&K: The state has promised to complete the cycle-I by 5th December, 2017. The state did not require any funding under Micronutrient component of SHM. The state was advised to get the approval of the revised target for printing of Soil Health Cards.
  6. Tamil Nadu: The state has completed cycle-I in all respect whereas 51% Soil Samples have been Tested so far in respect of cycle-II. The state will furnish 5proposals for setting up of village level soil testing projects by rural entrepreneurs by 20th November, 2017.
