Kerr-Drummond HALL CONSTITUTION

PREAMBLE

The Kerr-Drummond Constitution establishes a representative government. This government serves the residents of Kerr-Drummond Complex by promoting a positive community through programming, service, and activities.

ARTICLE I.

Section 1. The name of this organization shall be Kerr-Drummond Hall Government.

Section 2. All persons contracted with Oklahoma State University Department of Residential Life for Kerr-Drummond Hall are therefore residents and subject to this constitution

Section 3. Kerr-Drummond Hall does not discriminate against race, sex, religion, creed, sexual orientation, or physical disability. Therefore, all Kerr-Drummond Hall residents are entitled to vote in hall-wide elections.

Section 4. A copy of this constitution will be available upon request. All requests should be made to the Hall Secretary.

ARTICLE II.

EXECUTIVE BOARD

Section 1. The Executive Board will include:

Hall President, Hall Vice-President, Hall Secretary, Hall Treasurer, Kerr Senator, and Drummond Senator.

Section 2. Requirements for members of the Executive Board:

A.  Must be a resident of Kerr-Drummond Hall for at least 2 semesters.

B.  Must have at least 1 semester of involvement in Hall Government.

C.  Must maintain a cumulative and semester GPA of 2.00 upon entering office.

D.  Must be elected to serve full term defined as 2 semesters.

Section 3. Powers and duties of members of the Executive Board:

A.  Hall President

1.  Shall preside over the Hall Government meeting and is a non-voting member except in the case of a tie.

2.  Shall establish an agenda format, tentative goals, and objectives to serve as starting points for Hall Government meetings.

3.  Will seek to establish an atmosphere of good communication and cooperation between Kerr-Drummond Hall, Residence Halls Association, Residential Life, and other Oklahoma State University officials.

4.  Can sign all vouchers concerning the disbursement of Hall funds.

5.  Will compile a report in association with the Executive Board outlining programs and events occurring during the year.

6.  Will call an Executive Board meeting weekly to conduct business.

7.  Will attend RHA Hall Presidents meetings.

8.  Will swear in all future Kerr-Drummond Executive Board members.

9.  Will carry out correspondence on behalf of Kerr-Drummond Hall.

10.  Will sign all bills voted on in hall Government.

11.  Will promote training for Community Presidents.

12.  Will make sure Hall Government members are fulfilling the duties of their offices and will seek corrective measures including but not limited to augmented training or removal from office.

13.  Will hold and post a minimum of 2 office hours per week.

14.  Will be responsible for upholding and therefore implementing the Kerr-Drummond Hall Constitution.

15.  Will write agendas for all Hall Government meetings.

B.  Hall Vice President

1.  Will be responsible for overseeing the activities of Hall Government committees.

2.  Will maintain communication with the committee chairs.

3.  Will appoint committee chairperson with the approval of the other Executive Board members and a two-thirds (2/3) confirmation vote of voting members in Hall Government meeting.

4.  Will assist the Hall President in promoting training for Community Presidents.

5.  Will complete the tasks assigned by the Hall President and/or Hall Government.

6.  Will assume the duties of the Hall President in his/her absence.

7.  Will hold and post a minimum of 2 office hours per week.

8.  Will be responsible for upholding and therefore implementing the Kerr-Drummond Hall Constitution.

9.  Along side Treasurer, is responsible for all purchases of Hall Government.

C.  Hall Secretary

1.  Will keep an accurate account of attendance of voting members of Hall Government.

2.  Will print and post the agenda for each hall Government meeting as stated in the Oklahoma Meetings Act.

3.  Will record the minutes of all Hall Government and Executive Board meetings to be distributed to the members of Hall Government before subsequent meetings and posted 24 hours after each meeting is held.

4.  Will keep copies of the minutes, agendas and all paperwork for the Hall Government of subsequent years to review.

5.  Will record the vote on each bill brought before Hall Government to be included and posted with the minutes.

6.  Will assist the Hall President in promoting training for Community Presidents.

7.  Will complete the tasks assigned by the Hall President and Vice President and/or Hall Government.

8.  Will be responsible for upholding and therefore implementing the Kerr-Drummond Hall Constitution.

9.  Will hold and post a minimum of 1 office hour per week.

D.  Hall Treasurer

1.  Will keep an accurate record of funds disbursed by Kerr-Drummond Hall.

2.  Will be capable of presenting a financial report to the Hall Government and RHA Senate.

3.  Will make all the necessary reports to the university.

4.  Will assist the Hall President in planning and implementing training for Floor Presidents.

5.  Will complete the tasks assigned by the Hall President and/or Hall Government.

6.  Will allocate all funds as specified in Article V.

E.  RHA Senators

The RHA Senate member appointment shall be determined by Hall Government. The duties and responsibilities of RHA Senators are as follows:

1.  Must always represent the views and concerns of Kerr-Drummond Hall Government to the RHA Senator Council

2.  Will provide a weekly report of RHA Senate activities to the Hall Government

3.  Maitain contact with Kerr-Drummond Hall residents to make sure their views and concerns are represented

4.  Will execute the duties of the office as dictated by Oklahoma State University, Residence Halls Association, and the Kerr-Drummond Hall Constitution.

5.  Will hold and post a minimum of 1 office hour per week.

6.  Oversee and review all requests for funds.

7.  Along side President, is responsible for all purchases of Hall Government.

8.  Will Co-Chair the finance committee.

9.  Compile Hall budget based on Treasurer’s Handbook, or RHA constitution.

ARTICLE III.

HALL GOVERNMENT

Section 1. The Kerr-Drummond Hall Government will include:

Executive Board, Cabinet, Community Presidents, Hall Government Advisor, and all other Voting Members.

Section 2. Powers and duties of Hall Government:

A.  To uphold the Kerr-Drummond Hall Constitution.

B.  Coordinate and regulate the programs of Kerr-Drummond Hall.

C.  To approve the Kerr-Drummond Hall budget.

D.  To authorize the disbursement of Kerr-Drummond Hall funds not covered by the budget.

E.  To approve or reject, with a two-thirds (2/3) majority vote, appointments made by the Executive Board.

F.  To fine persons misusing Kerr-Drummond Hall Government property.

G.  To serve as liaison between Kerr-Drummond hall residents and external parties.

H.  To represent the concerns of the residents of Kerr-Drummond Hall.

I.  To hold weekly Hall Government meetings.

Section 3. Members:

A.  Voting Members

Voting members shall be Community President, one vote per floor; proxies, one vote per floor; active residents, and, in the case of a tie vote, the Hall President.

B.  Non-voting Members

Non-voting members shall be Kerr-Drummond Hall residents, excluding Community Presidents (or proxies), and members of the Executive Board, excluding the Hall President in the case of a tie vote.

C. How Non-voting Members Gain Voting Membership

Non-voting members may gain voting membership by attending 3 consecutive Hall Government meetings.

Section 4. General requirements of Voting Members:

Requirements of voting members:

A.  Must be a resident of Kerr-Drummond Hall.

B.  Must maintain a minimum GPA of 2.00.

Section 5. Resignations:

A.  If a member is unable to fulfill the requirements of voting members, the member in question must resign his/her seat.

B. When resigning a seat, a formal written letter of resignation must be signed and submitted.

C. Copies of the resignation must be submitted to an Executive Board member and the Hall Government Advisor.

D. Two weeks notice is required.

Section 6. Quorum:

A quorum of 51% of the voting members is required for an official meeting of the Hall Government meetings.

Section 7. Attendance:

A.  All voting members are required to attend all weekly Hall Government meetings.

B.  In the case of unavoidable absence, a proxy may be sent.

C.  A proxy must be a resident of the Community he/she is representing and cannot be a Community President.

D.  Community Presidents may have a maximum of two absences or four proxies (one absence is equal to two proxies) from Hall Government meetings.

E.  After a member exceeds two absences or four proxies, the member must resign their seat and the seat is appointed by the floor he or she lives on, or the president of the hall.

F.  The Community President responsible for the closing of a seat is ineligible to hold any position in Hall Government for the remainder of the semester.

ARTICLE IV.

FLOOR REPRESENTATION

Section 1. Community Representation will include:

Community Presidents

And may also include:

Community Vice-Presidents, and Community Representatives.

Section 2. Powers and duties of Community Representation:

A.  Community President

1.  Will provide weekly report of community activities to the Hall Government.

2.  Will plan and implement educational programming (minimum of 1 per month) in addition to social programming.

3.  File Program Evaluations with the President, who will later go over with Hall Director.

4.  Will follow the descriptive duties assigned by RHA and Residential Life.

5.  Will attend all weekly Hall Government meetings.

6.  Will attend all training deemed necessary by the Executive Board and/or Hall Government Advisor.

7.  Will join one or more standing committees within Hall Government.

8.  Will obtain and relay information and materials between the floor and Hall Government.

9.  Will post information and materials for upcoming events.

10.  Will represent the views and concerns of the community in Hall Government.

11.  Will be responsible for upholding and therefore implementing the Kerr-Drummond Hall Constitution.

B.  Community Vice President

1.  Will work with Floor President on programming.

2.  Will be responsible for upholding and therefore implementing the Kerr-Drummond Hall Constitution.

C.  Community Representative

Floor representatives are members representing his/her floor in a Hall Committee and/or other activities sponsored by Hall Government.

1.  Will represent the views and concerns of the floor.

2.  Will complete the tasks assigned by the Committee Chairperson.

3.  Will be responsible for upholding and therefore implementing the Kerr-Drummond Hall Constitution.

ARTICLE V.

ALLOCATIONS

Section 1. Budget:

A. The total budget shall be defined as money in the Kerr-Drummond account maintained by Oklahoma State University accounting office before any dividing or allocation of the money at the beginning of the semester. This includes, but is not limited to, all allocations and carry over monies.

B. Any money allocated to a floor or committee shall remain in theirs from the Fall semester through until the end of the Spring semester.

Section 2. Floor Allocations:

A. Each floor in Kerr-Drummond shall be allocated a fixed 2% (two percent) of the total budget.

1. If the floor’s budget exceeds $350 after the 2% is calculated, the floor will only be allocated $350.

Section 3. Hall Improvement Committee Allocations:

A. Hall Improvement Committee will be allocated 8% (eight percent) of the total budget.

1. If the Hall Improvement Committee’s budget exceeds $1,500 after the 8% is calculated, then HIC will only receive $1,500 in allocations.

Section 4. Remaining Funds:

A. All of the remaining funds that were not allocated as previously stated shall go into the unallocated fund. The unallocated funds can only be accessed with permission by Kerr-Drummond Inter-Hall, and the presentation of the bill requesting the amount wanted.

1. Any bill requesting more than $100, requires the speaker to temporarily leave the meeting. The bill will then be discussed by the Kerr-Drummond Inter-Hall. Once the decision is made, the speaker may come back into the meeting to hear the verdict.

ARTICLE VI.

HALL COMMITTEES

Section 1. Standing Hall Committees:

The following committees will reconvene and dissolve at times designated by the Executive Board:

A.  Catch 22

1.  The Catch 22 is responsible for programming within Kerr-Drummond Hall.

2.  The Catch 22 Committee will hold at least 1 meeting per week.

3.  The Catch 22 Chairperson will make weekly reports to Hall Government.

B.  Recycling Committee

1.  The Recycling Committee is responsible for distributing and collecting within Kerr-Drummond Hall.

2.  The Recycling Committee will pick up recyclables once a week.

3.  The Recycling Chairperson will make weekly reports to Hall Government.

4.  The Recycling Committee will be responsible for gathering materials as needed.

C.  T-shirt Committee

1.  The T-shirt Committee is responsible for designing and within Kerr-Drummond Hall.

2.  The T-shirt Committee will hold as needed.

3.  The T-shirt Chairperson will make weekly reports to Hall Government.

D.  Students Rights Board

1.  The SRB is responsible for protecting Kerr-Drummond residents.

2.  The SRB Committee will hold at least one meeting per week.

3.  The SRB Chairperson will make weekly reports to Hall Government.

4.  Must know and hold up the Kerr-Drummond Constitution.

E.  Hall Improvement Committee

1.  The HIC is responsible for overseeing the delegation of HIC funds.

2.  The HIC Committee will hold at least one meeting per week.

3.  The HIC Chairperson will make weekly reports to Hall Government and treasurer.

F.  Constitution Committee

1.  Will consist of the Kerr-Drummond Executive Board.

2.  The Constitution Committee will review the Kerr-Drummond Hall Constitution for annual acceptance during spring elections.

3.  The Constitution Committee will notify Hall Government of any changes.

4.  The Constitution Committee will hold meetings as necessary.

Section 2. Event Committees:

The following committees will reconvene and dissolve at times designated by the Executive Board:

A.  Homecoming Committee

1.  The Homecoming Committee will plan and implement homecoming activities for Kerr-Drummond Hall.

2.  The Homecoming Committee will make weekly reports to Hall Government, during Homecoming season.

3.  The Homecoming Committee will hold at least one meeting per week, during Homecoming season.

B.  Banquet Committee

1.  The Banquet Committee will plan and hold the Kerr-Drummond Banquet Dinner to recognize new elected officials, awards, and to bask in our glory.
