4. / ‘Parks Animation Strategy – Capital Investment Strategy’ – paper for discussion
PM introduced paper as response to Mayor Joe Anderson and CExec wish to prioritise investment in parks based on findings of Parks Animation Board Working Groups (circulated previously). CExec has requested that Board prioritise 3 areas for investment and that these are identified in a subsequent report to Cabinet.
DD/SV gave background to the paper and explained how split into 3 areas of infrastructure, programming and communications/promotion.
1 Infrastructure
a)SeftonPark Event Facility – work ongoing – completion Aug 13 for LIMF
b)CHCP – events model of best practice in generating income – share with StanleyPark
c)CHCP – promotion of Halloween offer as part of city offer marketing
d)Bandstands – need investment to make fit for purpose and extend capacity. NewshamPark bandstand refurbishment and relocation highlighted as PRIORITY 1.PM asked for detailed paper required on feasibility, costings, impact etc. Agreed.
e)Otterspool - ongoing issues of traffic management need addressing.
f)Lighting – required to extend activities
g)Comms – SV explained why necessary with example of LIMF at 2 sites in city. JMcL highlighted that comms at CHCP need improving.
2 Programme 2013/14
a)Bandstands - SV reported that £25K secured from Mayoral Fund to develop Bandstand Programme at Sefton, Stanley and Williamson Sq (in partnership with BID).
b)GMcG updated on new part time fixed term post Stanley Park Events Manager with funding secured through ‘Its Football’ and Beautiful North Partnership.
c)DD introduced proposal for a Parks Events / Animation Coordinator post to be 2yr fixed contract SO1 pilot reporting jointly to Culture and Parks & Greenspaces. CL said scope of post needs to include all parks. WS said example of Film Office post to be used as best practice for development of the role acting as coordinator of enquiries, bookings etc. Film Office paper circulated for info showing impact of filming in parks and £15K income from bookings.
d)PM asked for post to be PRIORITY 2 and asked SV/DD to investigate mechanism/structure to enable to happen. Agreed.
3 Communications/Promotion/Marketing
a)Parks Portfolio – online resource seen as PRIORITY 3 for promotion of city’s parks as event venues. CL asked that portfolio include all parks. Agreed. / GMcG/PM

PC – Glendale-Liverpool’s ongoing support of events
DD – development proposals for at StanleyPark and Active Adventures development of ice-rink, Halloween events, cycle hire and land train at Otterspool.
RT – need to ensure EvertonPark included in plans/promotion. HLF bid for EP failed. 2nd bid in development, China St development and events programme ongoing.
