Job title: Open Data Analyst – Detail Data

Status of post: Full time, fixed term for approximately three years.

Salary: Salary equivalent NICVA scale G, NJC points 29 - 31 (£25,440- £27,123). Candidates will normally be appointed at the start of the pay scale.

Responsible to: Project Coordinator – Detail Data

Summary of project and job role:

This project, a collaboration between NICVA and The Detail, will connect a team of skilled data journalists to a network of voluntary and community groups across Northern Ireland, to help the organisations tap into the potential to turn data into a powerful resource for social change.

A critical strand of the project is the development of an online data store. The data store will be a central repository and signposting site for data of interest to civic society. The Data Analyst will play a key role in the development and running of the data store.

SUMMARY OF MAIN RESPONSIBILITIES:

1.  To develop and maintain the data store by collecting, collating, analysing and sharing data appropriately.

2.  To populate the data store with key data sets from government, the voluntary and community sector, academia and other relevant sources

3.  To work with other NICVA staff to develop and maintain the data.nicva.org data store.

4.  To construct meta data for data sets in the data store.

5.  To operate a data store help desk.

6.  To respond to requests for data from voluntary and community organisations.

7.  To maintain an up to date interest in and knowledge of developments in open data.

8.  To liaise with Government departments and agencies to promote open data.

9.  To liaise as appropriate with The Detail to assist with data stories.

10. To provide information and support to the Project Coordinator to ensure the project deadlines and objectives are met.

11. To promote responsible use of data in the voluntary and community sector.

12. To represent NICVA as appropriate on outside bodies, working groups, and events.

13. To contribute to the promotion of NICVA.

14. To undertake such other reasonable duties as NICVA may from time to time require.

1.  2 years’ working experience in finding, assessing, explaining and sharing data sets.

2.  1 year’s experience of providing advice and guidance to colleagues, external agencies or the general public on work related queries.

3.  Demonstrable experience of using online communication tools and writing for the web.

Desirable:

1.  Experience of using innovative technological tools to present data.

2.  Experience of developing and managing relational databases

1.  Ability to build and maintain effective working relationships relevant to a project like Detail Data.

2.  Excellent oral and written communication skills.
