“Decentralization: Implementation with Good Governance”

Decentralization has emerged as an important toolof good governance for national development. Governance specialists, policy planners and practitioners all have an important role to play in its implementation. The 18th Amendment to the Constitution of Pakistan, 1973, 7th National Finance Commission Award, Provincial Finance Commissions and Local Government Acts of 2013 are important documents that provide a framework of decentralization in Pakistan. Empowerment of grass root level basic political constituencies in the districts and union councils is supposed to be the core feature of decentralization which enables and promotes citizen-government interaction. Centralization of financial resources at the central and provincial levels to strengthen vote bank on the one hand and actual citizen engagement with government at grass root on the other,poses a big challenge.
Good governance calls upon states to live by its policies and international commitments. It demands Transparency, Accountability, Predictability and Participation in planning and implementation. To understand various dimensions of decentralization, National Institute of Public Policy (NIPP) has planned a two-day course for stakeholders which will be held on 27th-28th March 2018.
