Representative: We’re a group that helps seeking minority medical students.

Joe: Does Watkins print the things you want to advertise?

Representative: No, we must do the advertising ourselves, and Watkins will hold the flu shot clinics ourselves.

Chance: DO you have any reason to believe that $100 will not cover this?

Representative: We have other events other than the flu shot clinic that we need the funding to advertise.

Chance: So how many fliers for those events?

Representative: Around 150 fliers for each event.

Chance: What would lead you to believe that it would cost this much money to print these many fliers?

Rep: I guess it doesn’t.

Joe: Motion to call to question on the bill as friendly.

Called to question

Passed as friendly.

  1. 2018-071 A BILL TO FUND THE BLACK LAW STUDENTS ASSOCIATION

Representative: We ask for $200 because law school students are typically underrepresented. The additional funds will be used to run the events we do, such as the thanksgiving food drive, instead of dipping into our own money. The law school has put on these events for a long time to attract underrepresented students to KU law school.

Michael: Why do you need the $200 instead of the $100 basis?

Representative: We haven’t asked for student senate funding in a few years, and we would use this additional money to put on the events and general supplies we need.

Thomas: Motion to extend speaker’s time.

Motion passed.

Michael: So, would this be to cover previous years costs?

Representative: Yes.

Dylan: Motion to call to question

Bill passes.

  1. 2018-074 A BILL TO FUND NEW MUSIC GUILD’S TRIPLE POINT EVENT
  1. 2018-075 A BILL TO FUND THE PERSIAN STUDENT ASSOCIATION’S YALDA NIGHT

Representative: we are seeking funding for our group’s Yalda night. We seek to open it up to the KU community instead of the Persian cohort. We plan to offer a presentation and food to the people who come, and on December 21st, we plan to have music and celebrate the actual event.

Gage: Will this be in the ballroom?

Representative: it will be at the Lawrence community ballroom.

Mady: Is there a reason why the Kansas union won’t work?

Representative: We sought out the Kansas union, but it was booked during the time we wanted.

Dylan: are you serving food there?

Representative: Yes, small fruits, but this will be funding through Pepsi.

Dylan: if you hold it at the union, you would have to cater from the union, do you know that?

Representative: There is an exception on November 27th that allows us to bypass this rule.

Gage: How many KU members will attend?

Representative: Since we want to make this a big event, we’re going to do a lot of promotion and expect around 120 KU Students.

Finance member: What is the total cost of the event?

Representative: $2935

Gage: Motion to call bill to question.

Called to question.

  1. 2018-076 A BILL TO FUND TPUSA’S GUEST SPEAKER AUSTIN PETERSEN
  2. 2018-078 A BILL TO AMEND STUDENT SENATE RULES AND REGULATIONS ARTICLE 1 SECTION 4

Jack: motion to move bill 084 to the top of the agenda.

Motion passed.

Mady: EOF created a scholarship for students to increase retention among marginalized students. The language we had used in the previous bill is not in compliance with the law. In order for us to disperse this funding, we had to change the language. We got rid of the references of the identities, the GPA requirement, and when the scholarship will go live. I do want to convene EOF here and disperse some funds.

Apramay: Are we not legally allowed to disclose the statistics of the retention rate for students?

Mady: We couldn’t maintain he language around certain percentages around retention?

Seth: Motion to call to question.

Called to question.

Bill Passes.

  1. 2018-084 A BILL TO AMEND SSRR APPENDIX G

Jack: This bill is to amend appendix G, which holds exceptions for senate. If you look at this bill, any group that needs to travel has this exception.

Representative: EWB-KU is a travel centered engineering organization.

Representative: EWB-KU is involved in the school of engineering, and we have national and international projects. We want to ensure that the opportunities that we provide for students is optimal. A lot of the money necessary for students to travel is drained from our own account, so we are asking for the exception.

Jack: EWB-KU has used travel funding before.

Chance: Do you require members to pay a fee?

Representative: No, we only ask contribution from the travel member.

Michael: motion to extend speaker’s time by 2 minutes.

Passed.

Joe: Why is it that this group is so important compared that other student groups that want travel funding?

Representative: We travel with the objectives of providing clean and portal water to Uganda, and we represent the school of engineering very well.

Joe: Why is it that we can’t ask straight funding instead of mending SSRR?

Jack: They get the maximum amount of funding from the funding committee, and they still do outreach for additional funding.

Dylan: Motion to extend speaker’s time by 5 minutes.

Motion passed.

Dylan: If you guys were to request travel funding, would students still need to pay that travel compensation?

Representative: We would use the funding to alleviate the contribution.

Chance: What is the one compelling reason that we should open up this exception door for you and your group specially while not opening it up for every other group?

Representative: Back to EWB-KU’s mission, we’re highly involved in our school and do local events. We do restoration projects on the national and international stage.

Jack: There are groups in this exception that are not dependent on this exception, and almost everything this group does is dependent on travel.

Committee member: Motion to extend speaker’s time by 5 minutes.

Motion passed.

Jack: I think a lot of these groups should have exceptions, but because there is no travel fund, this group needs to have this exception.

Brittany: They can’t just send any person to do this work, and this group specially is tailored toward working for these projects.

Dylan (Negative speech): If we allow to fund the travel, more groups will seek funding for travel. It would cost a lot of funding issues.

Seth: If we granted this, then others would follow. Then how come the 17th exception would break this?

Dylan: It’s unfair to other groups.

Representative: would you write a bill to get rid of all the exceptions?

Dylan: Yes.

Jack: Has EWB-KU asked for travel funding in the past?

Chance: Yes.

Thomas, Seth, Brittany (Positive Speech): Looking at this exception list, a lot of the work that these groups do are travel dependent. This group is extremely prized by the University and have national chapters. This group needs to be on this list.

Dylan: Would you be open to strike student senate from the exception list?

Group: No.

Chance (Negative): Take everything Dylan said and wipe it out of your minds. I agree with Dylan on the point that we shouldn’t be giving a lot of student groups this exception. Rules are important, and if we look at the money we have, we must make some serious calculations. I think we would have to entertain opening this exception to other student groups as well. They’re not even asking for funding, and I don’t think there is a compelling reason to do this.

Dylan: If this bill were to pass, can you see other organizations ask for the same exception?

Chance: Yes.

Thomas: motion to extend speaker’s time by 3 minutes.

Motion passed.

Apramay: What is your criteria for this group to hold the KU community?

Chance: I think the money that we should be giving should be toward events. This group could go toward EOF funding and not seek funding through the unallocated.

Thomas: Aren’t you interpreting the mandate a little narrowly?

Chance: I think EWB is great, but I don’t believe this is warranting an exception.

Jack & Seth (Positive speech): We have 4 quarters in the funding process, last quarter, our entire budget was drained. EWB applies for grants and funding that can’t be toward travel. This is just making it, so the group can do their thing and have travel. They’re going to ask the same amount of money otherwise. A lot of sources of money don’t let you travel, while this group’s sole purpose is to travel. Nonetheless, the precedence is strong enough to extend this exception to them. As for EOF, EOF is once a year which doesn’t accommodate the problems this group could see. It frankly would not be fair.

Joe: When do you break a precedent?

Seth: I think this group has far greater precedence because this group is already so further established.

Farah: Why don’t we open the door widely?

Jack: The reason we have $10,000 for funding is specifically for travel. I do agree that groups do have money for this, and in this instance, this group deserves the funding.

Apramay: How often do the groups that have the exception ask for travel?

Jack: They go through every year through line item application.

Chance: Why can this group not just go to EOF?

Jack: They can, but they’re going to go through student senate no matter what for materials.

Representative: We had two students who couldn’t afford the cost, and we accrued costs via medical costs and hotel costs. We had to leave the community a day early, which accrued another hotel cost. We hoped to come to student senate to ask for $400 dollars at most to help supplement the contributions of the travel members.
