MINUTES OF PARISH COUNCIL MEETING HELD ON MONDAY, 19 MARCH 2012

3.MINUTES OF MEETING HELD ON 13 FEBRUARY2012
The minutes of the meeting held on 13 February 2012, previously circulated, were amended as indicated and agreed as a correct record and signed by the Chairman.
4. MATTERS ARISING FROM THE MINUTES
The council expressed its thanks to those that had cleared the litter in the A1175 layby to the east of West Deeping and also for the litter pick through the village.
The mole clearance of the Tinsley Playing Field was under way and the council agreed to fund the purchase of an oak tree and guard to commemorate the Diamond Jubilee, with the view to reclaim up to 75% of the cost. The tree would be planted on the Tinsley Playing Field. The tree had been purchased at a cost of £60.
The footpath on the east side of the railway line in Tallington now runs from the old crossing point to the A1175 crossing. An updated interim map was available from network Rail.
5. NOTICE BOARD
The provisioning of a replacement notice board was continuing and it was suggested a letter be written to the trustees of the Education Foundation, as landlords of the village hall, to ensure there was no objection to mounting a notice board on the village hall wall.
6. VILLAGE WEBSITE
Cllr Maggie Ashcroft presented a report and proposals for the Parish Council regarding West Deeping’s website (a copy is attached to these minutes).
The points raised were
- As a Parish Council, we have the responsibility for communicating with the residents of West Deeping – Contact details, notice of meetings, meeting minutes etc. This can be done by notice board, newspaper, newsletter and website
- The website currently available, is struggling to keep up to date, is dependent on one person with no formal policy for scope, intended audience, development or revision.
- To move forward, several alternatives are available. Keep and improve the current site, find and academic establishment looking for IT projects for students to design websites, commission an independent website specialist to provide a solution, take advantage of the Lincolnshire County Council web package for all its Parish Councils.
- The PC is in the position to be able to widen the scope of whatever provision it makes to include other village organisations and reflect the whole village community. What’s on, church, village hall etc.
- Management of the site is of key importance whichever way forward is chosen. A policy which defines scope, management process, categories and timescales of information. Economy of effort and appointment of a website manager and delegation of responsibilities.
- Proposed plan of action to research alternatives and prepare information.
The council were unanimously in favour of the Parish Council being the body responsible for the website with Cllr Maggie Ashcroft to coordinate the project.
The council were also unanimously in favour of adopting the Lincolnshire County Council solution.
Cllr Maggie Ashcroft would report on progress at the next meeting.
7.VILLAGE HALL
Cllr Iain Stowe informed the meeting that Mr Rodney Blezard of Chattertons and the Arch Deacon had formed some proposals that would be put forward. These first needed to go to the executive of the diocese, the trustees of the West Deeping Education Foundation and the PCC. The content of the proposals was not yet known. The Parish Council would discuss anything available and decide on a path going forward at the Annual Parish Meeting.
8.VILLAGE PLAN
No further action would be taken at this time.
9.GREEN WASTE COLLECTION
The Parish Council was aware of the plans by SKDC to charge for their green waste collection service.
10.CORRESPONDENCE

11.PLANNING
No applications of decision notifications had been received since the previous meeting.
12.FINANCE

13. ANY OTHER BUSINESS
1) The Tinsley Playing Field boundary hedge alongside Church Lane had been cut to the same level as the section on King Street. Any gaps in the hedge were being dealt with by replanting.
2)There will be Heritage Open Days from 6th to 9th September 2012, focusing on the Welland Navigation Canal.
3) There was to be a site meeting at Lafarge Aggregates on 20th March 2012.
4) The role of public attendees of council meetings was raised.
14.DATE OF NEXT MEETING
The next meeting of the Parish Council would be held in the Village Hall on Monday, 14May 2012 at 7.30.
