307/08MATTERS ARISING FROM THE MINUTES FOR INFORMATION ONLY

The Clerk circulated a response from Yorkshire Water regarding the purpose of the sewage pumping station at Denby Dale Road, Durkar.

Resolved: That the Clerk seek further details of the system from Yorkshire Water.

308/08TO EXCLUDE MEMBERS OF THE PRESS AND PUBLIC

That members of the pressand public be excluded from the meeting following agenda item 25.

309/08POLICE REPORT

PC McMahon had sent his apologies. PC Laybourne noted that50hours had been spent in the Parish in February. The Police had made checks at the Institute and liaised with the Denby Dale Road East Action Group. Tickets had been issued for vehicles causing obstruction at Denby Dale Road East. With regard to the parking problems at the One Stop Shop, it was reported that the unfulfilled condition to provide six parking spaces was no longer enforceable. Details of other activities included an arrest for driving whilst unqualified, diesel thefts from commercial vehicles, assistance with the closure of Durkar Lane during an incident involving gas canisters, a seizure of cannabis and two negative breath tests. Warnings and a ticket had been issued for parking at the Kingfisher Restaurant and fixed penalty tickets and warnings had been issued for speeding offences on Denby Dale Road, Durkar Lane and Hollin Lane. The crime statistics for February showed 42 crimes, 69% of which were in the Crigglestone area.

Attention was drawn to proposed changes in the use of funding provided under the Safe Scheme whereby the contribution might support the Wakefield Rural Neighbourhood Police Team rather than the local police as at present. Members felt the present arrangements had been successful using officers with local experience, and were concerned that no information on the proposals had yet been made sent to the Parish Council. Priorities for Marchwould be parking at the One Stop Shop and the Kingfisher Restaurant,speeding on Denby Dale Road, anti-social behaviour around the Village Institute and bikers on Durkar Low Lane.

Resolved: (1) That the Parish Council thank PCs Laybourne and McMahon for the good policing of the area.

(2) That the Clerk seek an update from Wakefield MDC on the Action Group’s suggestions for Denby Dale Road East.

(3) That concern be raised with the Service Director, Wakefield MDC Planning, regarding the lack of enforcement of the parking places at the One Stop Shop.

(4) That information be sought from the Fire Service regarding the gas canister incident.

(5) That the Clerk write to Chief Superintendent Marc Callaghan expressing severe concern that the alleged changes to the Safe Scheme have not been brought to the attention of the Parish Council.

(6) That no further Safe Scheme payments be made until the situation is satisfactorily clarified.

310/08CASUAL VACANCY UPDATE

The Clerk informed Members that Wakefield MDC had received a request to fill the vacancy by means of an election. The intention was to hold the by-election on the same day as the local elections, Thursday 1 May 2008, and the nomination period would be between 27 March and 4April 2008.

311/08FEEDBACK FROM MEETINGS

The Clerk reported that the VOX meeting planned for6 February had been cancelled. The next meeting would be on 5 March.

312/08WAKEFIELD MDC WASTE COLLECTION

A response from the Waste Service Manager regarding the new refuse collection arrangements had been circulated together with information regarding the recycling road shows. Members were disappointed to note that none of their suggestions for road show venues had been accepted.

Resolved: That the Clerk write to the Operations Manager for Recycling indicating the Parish Council’s disappointment with the arrangements made for the road shows.

313/08TO RECEIVE REPORT FROM THE GROUNDS MAINTENANCE COMMITTEE

Councillor Craven reported that the next meeting of the Committee would include a Health and Safety inspection of Betty Eastwood Park on a date to be confirmed. Members noted the final version of the Wakefield MDC display board for the Park which it was hoped to erect before the end of the month.

314/08TO RECEIVE REPORT FROM THE HEALTH AND SAFETY COMMITTEE

The Chairman reported that the Committee had met immediately before the Council meeting and had arranged a programme of annual Health and Safety checks for land and buildings for which the Parish Council was responsible, and had reviewed the Risk Register.

315/08TO RECEIVE REPORT FROM THE RIGHTS OF WAY COMMITTEE

Councillor Wainwright reported that he was researching the diversion of the footpath from Hole Lane to Bretton Lane and would report further at the next meeting.

316/08HALL GREEN COMMUNITY CENTRE

CouncillorWainwrightreported that the Tenants and Residents Association had agreed the amalgamation with the Hall Green Community Associationin principle. The Community Association would consider the matter at their AGM on 31 March.

320/08FINANCIAL MATTERS: TO CONSIDER CHARLESWORTH CHARITY MATTERS

The Responsible Financial Officer reported that she had purchased a dehumidifier for use at one of the Almshouses but the tenant did not wish to use it in view of the potential running costs. It might be necessary to return the item.

Resolved:That the next meeting of the Charlesworth Charity be held at 7.00pm on 20 March, venue to be confirmed.

322/08PLANNING APPLICATIONS

The Parish Council noted the planning applications before them together with a consultation on planning application validation checklists. Members felt a meeting with the Service Director, Planning would be appropriate to discuss various planning matters.

Resolved: (1) That the Clerk submit an objection to the application for a car dealership at Calder Park on the grounds discussed.

(2) That Wakefield MDC be recommended to include drainage details, former mine workings and buildings of local historic interest as requirements on the new application forms.

(3) That District Councillor Harvey seek dates for a meeting between the Service Director, Planning and Parish Councillors.

PUBLIC PARTICIPATION SESSION

7.00 pm Crigglestone Village Institute, Tuesday 4 March 2008

Four members of the public from Hollin Lanewere present. The Clerk informed them that,since their attendance in February, she hadspoken to Peter Davis of Wakefield MDC who advised that unless drainage had been provided when the houses were built, it was likely that at times of heavy rainfall, surface water would flow from the adjoining fields onto lower lying property. It was suggested that the residents might contact the owner of the adjoining farm land. The residents confirmed that both their gardens and houses had been flooded in June 2007 and February 2008. It was agreed that the Clerk would contact Peter Davis again to look at the problem in more detail and Councillors Denson and Harvey would speak to Rob Fyfe.
