Acquisition of Land
Recommendation:That the purchase of 0.94 hectares of vacant development land, as shown in Attachment 1 of the November 26, 2007, Asset Management and Public Works Department report 2008PW0409, for the price of $2,320,000, be approved.
Report Summary
This report requests approval to purchase this land for the purpose of constructing a new Park’nRide facility in southwest Edmonton. Transportation and Public Works Committee approval is required as the purchase price exceeds $1,000,000.
Report
- Bylaw 14057 to adopt the Windermere Neighborhood One Structure Plan was approved on July 28, 2005, and identified the subject property for use as part of an overall 2.2hectare Transit Centre/Park‘n Ride facility.
- As a condition of subdivision, the landowner (Windermere Lands Ltd.) was required to dedicate approximately 1.26 hectares of land for a Transit Centre with the understanding that the City needed to purchase the remaining 0.94 hectares to provide for the Park’nRide component of the facility.
- Negotiations with the landowner culminated in a purchase price of $2,320,000for the Park’nRide lands, which represents market value.
- Construction on the Park’nRide is to commence in the summer of 2009.
Policy
This report recommendation relates to and supports Sec. 2.2.5 of the current Transportation Master Plan with respect to “Providing Travel Choices.”
Focus Area
The project is aligned with the Inclusive Communities Focus Area; specifically, provision of affordable transportation.
Budget/Financial Implications
Funding for purchase of the Park’nRideland is through the Transportation Department Capital Priorities Program 05-66-1665.
Justification of RecommendationPurchase of the land will enable work on the Transit Centre to commence on schedule, and the purchase price reflects current market value.
