5.procedures

5.1.Submission of applications

When publishing the call for proposals,EAHC sends the call for proposals and its Annexes to the MemberStates and EFTA/EEA countries via their representatives in the CPC Committee. The list of the representatives in the CPC Committee is provided as Annex 1 of the “Guide for application” annexed to the call.

The official fills in, dates and signs the application form and the mandatory supporting documents according to the rules set out in the “Guide for application”.

The host authority sendsthe filled in, dated and signed original of the mutual agreement on the exchange to the official’s authority.

The Member States or EFTA/EEA countries send the proof of priority number on paper version to the official’s authority via their representatives in the CPC Committee.

The official’s authority dispatches by post one complete, dated and signed paper version of each application, including its complete, dated and signed annexes and supporting documents within the regular deadlineto the Agencyat the following address:

In parallel, the official’s authority sends the electronic version of this application by e-mail at the following address: .

The subject line of the message must clearly indicate: “Call for proposals EAHC/2010/CP/CPC-ExO”.

This message should contain the following attachments:

  • Application form (in WORD) and budget (in EXCEL)
  • Annexes and supporting documents
  • Proof of dispatch of the paper version

In cases of difference(s) between the paper and the electronic versions of the applications, the paper version will be binding.

The deadline for submitting applications is the 1stJuly 2010.

5.2.Assessment of the applications

5.2.1.Applications of priority number one

According to the Commission’s annual work programme:

“Applications which have been ranked number 1 in the Member States shall be considered first.”

In cases where the total sum of the received number 1 applications exceeds the total budget available, these applications shall be considered by order of arrival.

They must be sent before the deadline and they will be assessed taking into account the available budget.

5.2.2.Applications of other prioritynumber

According to the Commission’s annual work programme:

“If there are still funds available, after funding applications ranked number 1, the Commission shall consider applications ranked number 2 by order of arrival. The same process shall apply to applications ranked number 3, 4 and so forth”.

As a consequence of the above, in a case of budgetary lack, applications of priority 2 and more should be treated according to their date of arrival to the Agency.

Any applicationdispatched after 1stJuly 2010 and/or which fails to provide with the compulsory requirements as defined under point 5 of the call for proposals, will be rejected.

ANNEX 2 -financial commitment statement by the official's authority
