It is anticipated that the International Criminal Court (hereafter referred to as the ICC) located in The Hague, The Netherlands, will shortly be issuing a solicitation for Implementation of SAP Public Sector Management Budget Control System (PSM – BCS). In this connection, the ICC is requesting expression of interest from qualified firms.

SUMMARY OF REQUIREMENTS
1. Background
Since the implementation of SAP ERP in 2005, the Court is using the Public Sector Management (PSM) add-on to allow for public sector specific controls in SAP. Particularly the budget availability control and reporting is used to monitor expenditures and commitments to have a real time view on the budget status. The version of PSM that the Court is using – Former Budgeting (PSM-FB) – is only technically supported by SAP. This means that SAP does not deliver new functionalities and features in this outdated version of PSM. Instead, SAP developed a version – Budget Control System (PSM-BCS) – which has replaced the version in use by the Court. This improved PSM-BCS version contains new features and increased flexibility for the budget controls and reports in use by the Court.
2. Objective
The Court wishes to replace the PSM-FB version of SAP with the PSM-BCS version mainly to benefit from the increased flexibility in budget controls that PSM-BCS offers. Additionally, the BCS is a requirement for some of the SAP ERP functionality the Court wishes to activate in the future.
The Court seeks contracting services to support the implementation of PSM-BCS in SAP. The work will be done through an integrated project team. Contractor resources are expected to provide hands-on experience and expertise in implementing and configuring SAP PSM-BCS module. The ICC resources will bring functional knowledge of current budget controls and reports as well as technical knowledge of the existing systems and application environment.
Replacement of PSM-FB with PSM-BCS requires an expedited analysis of the current setup and use PSM-FB at the Court. The proposer is expected to provide the commended migration (if applicable) and implementation scenario, considering the detailed requirements of the Court.
The Court wishes to start using the PSM-BCS ERP add-on as per 1 January 2018.
