Information for Certified Employees

Eligibility

A certified employee is eligible to apply for a transfer if she/he meets BOTH of the following:

  1. Has been recommended for employment for the next school year
  2. Is NOT on a limited contract

AND meets ONE of the following:

  • is requesting a move from one level to another (i.e. elementary to middle)
  • has been at the present school for two years
  • was a reassignee this school year
  • is requesting a change in length of work day (i.e. full to half)
  • is requesting a change to a critical needs area: ESOL, foreign language, math 6-12, science 6-12, special education
  • is requesting a move to a CobbCountySchool District supplemented position (i.e. English teacher to English teacher AND head tennis coach)
  • is requesting a move from a non-High PrioritySchool to a HighPrioritySchool

Transfer Request Process
  • Check with your principal to verify that you are eligible for transfer.
  • Complete the on-line application in the STAR system titled “Employee Change Form” ( To review information about the employee transfer process and application, go to the District Support Page ( On the top of the page under Human Resources / EMWeb, click on the dropdown, and then Employment and you will find information about certified transfers.
  • Monitor the Job Vacancy Postings daily until the end of the transfer period. Go to As jobs are posted for which you are interested and certified, add the posting number to your Employee Change Form.
  • NOTE: Completing the Employee Change Form (ECF) enters your name in the transfer pool along with all other certified employees in the District who have completed an ECF and are requesting a transfer. Adding a posting number for a specific job gives the principal access to your Employee Change Form and he/she may then consider you for transfer.

Dates

  • Principals may consider applications for transfer until May 27, 2013 (or later if under extraordinary circumstances.)
  • May 31, 2013 is the last day a principal may recommend an employee for transfer.

Questions and Answers for Certified Employees
  1. Is a certified employee on limited contract eligible for transfer?

No. Certified employees on Limited Contract who would like to be considered for employment for next year should reapply online. Go to

  1. To how many schools may a certified employee apply for transfer?

There is no limit. A certified employee may add as many or as few job posting numbers to the Employee Change Form as desired.

  1. When will interviews take place?

Principals may begin the interview process as soon as jobs are posted.

  1. I have been a third grade teacher at Bells Ferry Elementary for two years. I want to transfer to Addison Elementary to be closer to home. Addison Elementary has not posted a primary vacancy. Should I wait to fill out the Employee Change Form until a vacancy is posted?

No. If you are interested in and eligible for a transfer, you should complete the Employee Change Form, which will place your name in the transfer pool. Then you should review the job openings daily, and when Addison posts a primary vacancy, you should add that posting number to your Employee Change Form. Adding the posting number then puts your name in contention for the position at Addison.

  1. If I am interviewed at a school, how will I know if I have been selected?

The principal will contact your principal and then you with the recommendation.

  • How will I know that I have not been selected?

The principal will email you.

  • If I am not selected for a particular job posting, will I still be considered later within the transfer period if another vacancy becomes available?

Yes, but you must add the posting number of the new position to your Employee Change Form to be considered.

  1. How will I know what positions are available in other schools?

  1. What is the time frame for transfer?

Principals will consider transfer candidates untilMay27. Principals will make all transfer recommendations to Human Resources on or before May 31.

  1. What if I accept a transfer and then change my mind?

Once you commit to a principal, your decision is final.

  1. Should I tell my present principal that I am applying for transfers to other schools?

Yes. As a matter of professional courtesy, you should discuss your plans with your principal before you apply. You should also verify with your principal that you are eligible for transfer.

  1. If I accept a transfer in English and then after school begins, the school loses enrollment and the

school must reassign an English teacher, am I vulnerable?

YES. A transferred employee’s school system seniority is frozen (becomes inactive) for 96 days (majority of one school year) and during that time, the transferred employee can be reassigned. After 96 days, the school system seniority is reactivated with no penalty.
