APPOINTMENT OF DEAN FOR THE SCHOOL OF BUSINESS ADMINISTRATION

Summary:

This recommendation to appoint Dr. Jonathan Silberman as Dean of the School of Business Administration is advanced with enthusiasm. Based on input from the faculty and staff of the School of Business Administration as well as consultation with the deans and academic administrators from our other schools and the College, I am pleased to recommend the appointment of Dr. Jonathan Silberman as Dean of the School of Business Administration and Professor of Economics with tenure.

Dr. Silberman has most recently served at Arizona State University at the West campus, in Phoenix. He was the founding dean of the School of Management, now the School of Global Management and Leadership, from 1992 until 2000. His faculty appointment continues as Professor of Economics to the present date. Under his leadership, the School’s academic programs were developed and implemented and the mission, vision, and identity of the School were firmly established. Among his many accomplishments at Arizona State University at the West campus are the following:

·  Implemented the Bachelor of Science degree in Global Business;

·  Implemented MBA programs in partnership with civic and business entities;

·  Designed and implemented The ConnectMBA, a program that combines web delivery with on-campus coursework;

·  Completed a mission and strategic planning process;

·  Attracted and motivated a distinguished faculty, and increased the quality of faculty scholarship as measured by refereed journal articles, number of citations, external recognition, and external grant funding;

·  Integrated into the School the philosophy that diversity is good business;

·  Inaugurated an Advisory Council composed of executives of leading corporations and small businesses in metropolitan Phoenix;

·  Supported the global business curriculum by attracting $300,000 in grant funding and;

·  Integrated into the curriculum and organization, an email, document sharing, and conferencing system that enable students to learn and receive student services at home via computer.

Prior to his appointment at Arizona State University, Dr. Silberman served as Associate Dean and Professor at the Merrick School of Business at the University of Baltimore from 1990 to 1992, and Chairperson and Professor in the Department of Economics and Finance from 1984 until 1991.

Dr. Silberman served as an Associate Professor and Assistant Professor in the Department of Economics at Old Dominion University from 1973 until 1984, where he also served and was recognized as Editor of the Tidewater Economic Report providing a monthly analysis of local economic conditions. In addition, he served on the Governor’s Economic Advisory Council for the Commonwealth of Virginia from 1982 to 1984.

Dr. Silberman has a distinguished record of scholarship, including publication of 24 articles in refereed journals such as the Journal of Political Economy, Review of Economics and Statistics, Journal of Regional Science, Land Economics, Public Choice, Economic Inquiry, and Journal of Technology Transfer. His areas of scholarship include regional economics, environmental economics, and the economics of tourism and recreation.

An Employment Agreement between Dr. Jonathan Silberman and Oakland University has been signed by the parties, but is contingent upon approval of the Board of Trustees. The Employment Agreement was reviewed and approved by the Office of the General Counsel prior to execution, and is in compliance with the law and University policies and regulations and conforms to the legal standards and policies of the Board of Trustees.

Action to be Requested at Next Formal Board Meeting:

That the Board of Trustees appoint Dr. Jonathan Silberman to the position of Dean of the School of Business Administration and Professor of Economics with tenure, effective July 1, 2005, at an initial salary of $173,000, in accordance with the terms and conditions of the Employment Agreement between Dr. Jonathan Silberman and Oakland University.
