Planned Activities

Activity 1

Date and time:Monday the 28th of January at 2 o’ clock in the afternoon

Activity:Task Team meeting

Venue:The Head Office of Oloolaiser Water & Sewerage Company

Issues to be addressed:

  • Prepare the programme for the Baraza that will be held on the 31st of January at Kware Market (see Activity 3)
  • Prepare the poster that will help to sensitise the residents on the kiosk project (see Table 1.1). Prepare the putting up of our posters
  • Discuss the megaphone message (see Activity 2)
  • Discuss the Kiosk Operator identification and selection procedure. We will have to discuss the criteria we will use to find and select Kiosk Operators
  • Discuss the training of the Operator and the contributions of the Task Team during the preparation of the training and during the training
  • Prepare the training programme for the Operators
  • Discuss the letter sent to the Churches by the Company
  • Decide an appropriate data for the Baraza and other activities in Gichagi. In Gichagi Barazas are held on Sundays
  • Discuss the overall Work Plan
  • Propose the next meeting(s) of the Task Team

Activity 2

Date and time:Thursday the 31st of January at 9 o’clock in morning

Activity:The public notice (Announcing the project and the Baraza, using a megaphone)

Location:Kware (all areas where kiosks are being constructed)

Issues to be addressed:

  • Introduce the Company and the project
  • The importance of consuming safe water
  • Importance of the project
  • The number of kiosks that are being constructed
  • The afternoon Baraza
  • What will be discussed during the Baraza
  • See Table 1.1: Community Mobilisation

Activity 3

Date and time:Thursday the 31st of January at 2 o’clock in the afternoon

Activity:Baraza

Location:Kware Market

Issues to be addressed during the Baraza:

  • Introduction of the project
  • Importance of safe water
  • Affordable and safe water will be sold at water kiosks
  • The kiosk sites and how they were selected
  • We should also emphasise that our project is not a political project
  • See Table 1.1: Community Mobilisation

Activity 4

Date and time:Thursday the 14th ofFebruary at 2 o’clock in the afternoon

Activity:Task Team meeting

Location:The Head Office of Oloolaiser Water & Sewerage Company

Issues to be addressed during the Baraza:

  • Community Sensitisation Programme (Table 1.2: Community Sensitisation)
  • The sensitisation posters
  • The public notice
  • The second Baraza
  • The posters announcing the commissioning of the kiosks

1.Identification and Selection of Vendors

It is important for the Company to note that the criteria for group identification are at two levels; a) at the group level (b) at the operator level. Thus the operator recruitment should consider the above two levels.

Below are some of the eligibility that the WSP could consider:

1. Group level:

  • A registered group for at least the past 6 months
  • Active on the ground
  • Must have a constitution
  • Must have books of accounts
  • Must have systems in place
  • Must be a group within the kiosk area
  • Respect his contract and the rules and guidelines of the Company.
  • The group must be business minded and has capital to buy stock of other goods
  • Is able to pay refundable deposit of Kshs. 10,000 as security
  • Must give to the company a committed person who will be the vendor

2. Operator level:

  • The person must be able to read and write (English and the local language) and has a basic understanding of mathematics
  • Must be at least 16 years of age
  • Must be of sober character
  • Is known as an honest and hard working person
  • Has no criminal record
  • Should not be in active local politics

Questions:

  • How are we going to approach local organisations (registered clubs and groups) that could meet our requirements? Do we do this by putting up posters, by approaching these organisations directly, or by holding meetings at kiosk catchment area level?
  • How do we assess if candidates meet our criteria?
  • How do we select among suitable candidates?
  • How do we inform the selected organisations and the organisations that were rejected?
  • How do we keep in touch with these organisations?
  • Can one organisation operate several kiosks?

2.Training of Kiosk Operators

Questions:

  • What topics should be presented and discussed during the training?
  • Who prepares and presents these topics?
  • How long should the training last (one day, 1.5 days?)
  • Who prepares the training programme?
  • How do we inform the selected organisation on the training programme?
  • How many persons of each local organisation should be asked to attend the training?
  • Who else should attend the training: Company staff, residents?

3.The WSP – Operator Contract

The Company and the Operators should sign a contract that stipulates the rights and obligations of the signatories and of the other stakeholders.

Questions:

  • Who should sign the Contract with the company on behalf of the local organisation?
  • How does the Company know which group members will actually be operating the kiosk?
  • Should there be a maximum number of people operating the kiosk?
  • What should happen if the if it is unable to pay the water bill?
