Also present were Town Manager Reid Walters and Attorney Rivers Lawther. Alderman Kevin Jones opened the meeting with prayer and Mayor Gobbel lead the pledge of allegiance.
RECOGNITION
Mayor Gobbel recognized New Hope AME Zion Church in Spencer for celebrating their 130th anniversary.
1. ADDITIONS/DELETIONS AND ADOPTION OF AGENDA
MOTION WAS MADE BY MAYOR PRO-TEM TO MOVE AGENDA ITEM 8 TO 17 AND ADD PRESENTATION FOR THE UNITED WAY GIVEN BY JIM BEAMER TO AGENDA ITEM NUMBER 8. MOTION WAS MADE BY ALDERMAN SMITH TO ADOPT THE UPDATED AGENDA. MOTION WAS SECONDED BY ALDERMAN BOONE AND CARRIED UNANIMOUSLY.
2. APPROVAL OF MINUTES
MOTION WAS MADE BY ALDERMAN JONES TO APPROVE THE MINUTES FROM THE REGULAR MONTHLY MEETING ON AUGUST 9, 2016 AND THE MINUTES FROM THE COMMUNITY FORUM ON AUGUST 11, 2016. MOTION WAS SECONDED BY MAYOR PRO-TEM CHILLCOTT AND CARRIED UNANIMOUSLY.
3. DEPARTMENTAL REPORTSwere given by Police Chief Mike James, Public Works Director Joel Taylor, Interim Fire Chief Gray Grubb, and Town Clerk Tori Lowe. Town Manager Walters gave the Land Management report in his absence.
4. TOWN MANAGER REPORT --Town Manager Walters spoke about the Towns' new accounts payable clerk, Susan Moore. The Development Financial Initiative at the UNC School of government will be analyzing two of the towns' properties, Park Plaza and NC Finishing Plant. With grading being almost complete with Spencer Woods, the Carolina Thread Trail will be helping to build the 8th Street Park Connector Trail. Established workdays for this are October 1st and 22nd.
5. MAYORAL AND DELEGATE REPORTS-- Mayor Gobbel reported going to the 130 year celebration of New Hope AME Zion Church this month.
6. PUBLIC COMMENT--Dan Patterson, 8th Street, recognized Alderman Lamanno for picking up trash in the town. He also spoke about the poor conditions of some of the towns’ sidewalks, along with being cluttered with grass and debris. Bob Oswald, 410 7th Street, read the commitments the board decided on a year ago. He wants the board to forget about the ordinance for golf carts and focus on the goals set by the new board after election.
7. STATEWIDE CONTINGENCY FUNDING CONTRACT
MOTION TO APPROVE THE LOCALLY ADMINISTERED PROJECT AGREEMENT (ID #6739) BETWEEN THE NCDOT AND THE TOWN OF SPENCER. MOTION SECONDED BY MAYOR PRO-TEM CHILLCOTT AND CARRIED UNANIMOUSLY.
8. DISCUSSION-JIM BEAMER ON BEHALF OF THE UNITED WAY – Mr. Beamer stated that the United Way missed its fundraising goal by about 300k last year. He is asking for the Town and its staff to show their support by making a donation this year. Mr. Beamer stated he would have someone from one of the agencies to visit the town to give a presentation if interested.
9. PROPERTY LIENS
MOTION WAS MADE BY ALDERMAN SMITH TO FILE LIENS WITH ROWAN COUNTY CLERK OF COURT AND ATTACH THE FILING FEE FOR THE FOLLOWING PROPERTIES: 600 3RD STREET, $368.50; AND 610 SOUTH YADKIN AVENUE, $368.50. MOTION SECONDED BY ALDERMAN BOONE AND CARRIED UNANIMOUSLY.
10. DISCUSSION – LEASE/PURCHASE 18 MSA AIR PACKS FOR SPENCER FIRE DEPT
MOTION WAS MADE BY ALDERMAN SMITH TO PURCHASE 18 MSA AIR PACKS FOR SPENCER FIRE DEPARTMENT WITH A SEVEN YEAR PAYMENT PLAN. MOTION SECONDED BY ALERMAN BOONE AND CARRIED UNANIMOUSLY.
11. OPPORTUNITY TO PURCHASE LADDER TRUCK FOR SPENCER FIRE DEPT.
MOTION WAS MADE BY ALDERMAN JONES TO PURCHASE LADDER TRUCK #1 (2000 MODEL E-ONE 95) FOR $29,900 FROM THE CITY OF SALISBURY. MOTION SECONDED BY ALDERMAN LAMANNO AND CARRIED UNANIMOUSLY.
12. SURPLUS LIQUIDATION
MOTION MADE BY ALDERMAN JONES TO APPROVE THE SURPLUS LIQUIDATION LIST FOR THE TOWN OF SPENCER. MOTION SECONDED BY ALDERMAN SMITH AND CARRIED UNANIMOUSLY.
13. CITIZENS FOR HISTORIC SPENCER
MOTION WAS MADE BY ALDERMAN BOONE TO ACCEPT THE DONATION IN THE AMOUNT OF $5,809.89 FROM THE CITIZENS FOR HISTORIC SPENCER FOR THE PROPOSED SALISBURY AVENUE STREETSCATE PROJECT. MOTION SECONDED BY ALDERMAN SMITH AND CARRIED UNANIMOUSLY.
14. DISCUSSION -- **RE-VISIT**CONDITIONAL USE OF GOLF CARTS ON SPENCER STREETS
MOTION WAS MADE BY ALDERMAN BOONE FOR THE TOWN TO IMPLEMENT AN ORDINANCE TO MAKE GOLF CARTS LEGAL ON SPENCER TOWN STREETS. MOTION WAS SECONDED BY ALDERMAN SMITH AND CARRIED BY A VOTE OF THREE WITH MAYOR GOBBEL BREAKING THE TIE:
AYES: CHILLCOTT, BOONE, SMITH, GOBBEL
NAYS: LAMANNO, JONES, WHITE
15. DISCUSSION – TRUNK OR TREAT AT LIBRARY PARK – Alderman White spoke about having a “Trunk or Treat” event in Library Park this year for Halloween. He found out about 8th Street Ball Park already having their Trunk or Treat event scheduled for October 31 and asked if the Town would consider joining in to help hold one event. Walters mentioned having a representative from the Cal Ripken League to give a presentation at next months’ board meeting with all the details. The Board agreed, and will move forward with plans next month.
16. DISCUSSION – TOWN SIDEWALK & GUTTER MAINTENANCE
MOTION WAS MADE BY ALDERMAN LAMANNO FOR TOWN STAFF TO CREATE A DETAILED PLAN PRIORITIZING SIDEWALK AND GUTTER MAINTENANCE. MOTION SECONDED BY ALDERMAN SMITH AND CARRIED UNANIMOUSLY.
17. PROCLAMATION – CONSTITUTION DAY, CITIZENSHIP DAY & CONSTITUTION WEEK, 2016
MOTION WAS MADE BY ALDERMAN SMITH TO ADOPT THE PROCLAMATION ESTABLISHING SEPTEMBER 17, 2016 AS CONSTITUTION DAY AND CITIZENSHIP DAY; AND SEPTEMBER 17 THROUGH SEPTEMBER 23, 2016 AS CONSTITUTION WEEK. MOTION SECONDED BY ALDERMAN JONES AND CARRIED UNANIMOUSLY.
