13. BASIC FUNCTION OF POSITION
Under the direct supervision of the Foreign Service National Investigator (FSNI) the incumbent is responsible for post’ local and residential guard security program that includes the development, coordination, maintenance and management of thefacility defense and reaction plans, oversees the management of the local guard contract and managing and coordinating security drills
14. MAJOR DUTIES AND RESPONSIBILITIES OF TIME:

The incumbent assists the RSO and the FSNI with the formulation of the annual residential security program budget, provides justification statements, and drafts official cables for RSO/PSO approval. Assists RSO/FSNI with monitoring the residential security portion of budget execution and recommends changes of budget plans

  1. Local Guard Force Security Program: 40%
-Provides comprehensive management advice to the Regional Security Officer (RSO) and the FSNI on the operational, contractual and financial aspects of the local guard force program according to their area of responsibility.
-Responsible for conducting pre-selectioninterviews and security vettingof local guards and ensures compliance with the local guard contract.
-Provides assistance to the RSO and FSNI reviewing prospective logistical support contracts for residential security plan and participates in Technical Review Panels for local guard solicitations.
-Provides security oversight of 130 local guards assigned to residences and official agency facilities.
-Responsible for the planning and execution of security drills.
-Provides assistance in the development and maintenance of a complex comprehensive and integrated operational,financial, training, communication and logistical plans for the LGF portion of the Integrated Security Plan.
-In coordination with FSNI develop and maintain mid-level contacts with host nation security officials and law enforcement officials.
-Ensures that monthly extra guard services and general services are properly invoiced.
-Develop guard orders and ensure compliance thereof.
-Conduct regular and irregular inspection oflocal and residential guards to ensure proper deployment as outlined in the guard contract and solicitation.
- Request extra guard services for official and or personal functions of embassy and private events of official embassy staff.
2. Administrative:
-Drafts memoranda and official cables for RSO approval.
- Maintains and updates local guard force personnel files.
- Maintains security equipment at chancery. (Security equipment worth over 100,000 US Dollars)
- Maintain and update residential security information.
- Maintain equipment readiness for explosive itemizer. 20%
3. Budget:
- Provides assistance to RSO and FSNI with the formulation of the local guard security program budget,
provide justification statements.
- Review LGF extra services and general services invoices.(Contract worth over 1 million US Dollars)
-Request modifications of local and residential guard contract as needed.
- Ensure that amendments to LGF contract are recorded in coordination with GSO.
-Maintain Exhibit A under the local guard contract
- Money Handler 20%
4. Training:
-Assists in development of basic training program for residential security program guards.
-Conducts basic training for local guards and advanced training for facility local guards on various security
Equipment. 10%
5. Expendable Supplies and Logistical Support:
-Responsible for inventory of $10,000 Government Owned Equipment and contractor provided equipment utilized by the LGF
-Maintains and upkeep inventory files.
- Orders expendable supplies for explosive itemizer an
-Responsible for receipt, storage and issue of expendable supplies for LGF in coordination with GSO.
-Determines retirement and coordinates disposal and replacement of residential security equipment. 5%

15. QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCE
a. Education: Possession of a 3 year Diploma in Security Management or Police Administration is required.
  1. Prior Work Experience:
Minimum three years of progressively responsible experience in the commercial security industry or police sector including progressive experience in finance and budgeting.
c. Post Entry Training: 80hrs Guard Certification Course. 16 annual hours of recertification annually. (12FAH & requirements).
d. Language Proficiency:
Level 4 (fluent) English (Spoken and written) is required.
e. Job Knowledge: Substantial knowledge of standard security practices and procedures. Good working knowledgeof security equipment. Thorough knowledge of host country operational environment, law sand security entities.

A valid and current Namibian driver’s license is required. Possesses strong presentation and public speaking skills. Ability to relate information in a concise and professional way. Ability to coordinate with LGF management on local guard responsibilities and contractual compliance.

Exercise of Judgment: Requires keen analytical abilities, and the exercise of sound, independent judgment; must be able to make independent judgments on institutional capabilities and the adequacy of security personnel and controls.
