Purpose

·  Within the context of the Youth Justice Plan/Youth Justice Planning Framework, to take the strategic lead in the direction and delivery of Youth Offending Services in Cumbria.

·  To act as the champion of Targeted Youth Support and youth crime prevention and reduction in Cumbria including regional and national representation.

·  To provide overall leadership and management to the Targeted Youth Support in Cumbria.

·  To give strategic lead to Assertive alcohol outreach work in liaison with partner agencies.

·  To give strategic lead to support for homeless 16/17 year olds.

Key responsibilities

·  Formulate and implement an effective multi-agency Youth Justice Plan which utilises a range of complex services aimed at preventing and reducing youth crime.

·  To provide effective strategic leadership in championing issues pertaining to the YOS client group, assertive alcohol outreach and homelessness.

·  To maintain and, where necessary, improve, performance against key targets as identified in the Youth Justice Plan, partnership plans for addressing alcohol misuse and tackling homelessness action plans.

·  Develop effective partnerships across key agencies to help achieve the objectives as stated in the Youth Justice Plan, partnership plans for homelessness and alcohol misuse.

·  To take the lead in providing a key strategic interface between Criminal Justice and Social Care agencies in relation to the Youth Crime agenda.

·  Provide relevant information on research, policy and practice issues and management information to the Youth Offending Service Management Board and other relevant bodies.

Staff Management Responsibilities

·  Ensure appropriate management and supervision that ensures that all staff work within guidelines of effective practice, legislation and national standards.

Resources Responsible for

·  Manage resources to deliver service and partnership objectives.

·  Manage the budget and access appropriate opportunities for increased funding through a wide range of funding streams, whilst adhering to laid down procedures and financial regulations.

C.  Working Conditions: Normal office based work, with travel within Cumbria and UK for meetings and site visits
