Group Constraints Request Form
Document Version 2.0; Effective date 11/27/2012
This form is to be used to add or update the minimum lag times and / or order of start-up for group constraints. The minimum lag time refers to a minimum time delay (in minutes) between two successive startups or two successive shutdowns within a group of resources. The order of start-up refers to the constraint that some resources cannot start unless another resource has been already started. More information is available here.
These group lag time values are currently not accommodated in the Generator Resource Data Template (GRDT). Download the GRDT from the Master File User Interface or Application Programming Interface to update the minimum up time and minimum down time values associated with a particular resource ID (MIN_ON, MIN_OFF, PUMP_MIN_UP_TM, PUMP_MIN_DWN_TM, MIN_DWN_TM_GP, MIN_DWN_TM_PG).
Identify the resource IDs that are subject to constraints for minimum startup and/or shutdown lag times:
Minimum lag time (in minutes) for successive startups within group in generator mode / Minimum lag time (in minutes) for successive shutdowns within group in generator mode / Minimum lag time (in minutes) for successive startups within group in pumping mode[1] / Minimum lag time (in minutes) for successive shutdowns within group in pumping mode1 / Minimum lag time (in minutes) for startup of first resource in the generation mode following the shutdown of the last resource (belonging to the same group) in pumping mode1 / Minimum lag time (in minutes) for startup of first resource in thepumping mode following the shutdown of the last resource (belonging to the same group) in generation mode1Please provide more details about the reason for constraints: [2]

Identify the resource IDs that are subject to constraints for order of start-up:
Resource ID / Start-up Sequence (enter 1 or 2, resources with sequence 2 cannot be started unless certain numbers of resources with sequence 1 have been started) / Number of resources with start-up sequence 1 that has to be started before any resources with start-up sequence 2 can be started (default is 1)[enter Resource ID]

Classification - CAISO Public
[1] Only applicable when all the resources in a group are pump storage resources that can operate in both the generation and pumping mode
[2] Currently, the ISO can only accommodate group constraints due to physical limitation documented in Schedule 1of the Participating Generator Agreement (PGA).
